MINUTES OF A REGULAR MEETING Of THE FRIENDSWOOD CITY COUNCIL
March 21 , 1977
A Regular Meeting of the Friendswood City Council was held at
the City Hall at 7:30 p.m. on Monday, March 21 , 1977, with the
following members present:
Mayor Ralph Lowe
-- Councilman Paul Maaz
Councilman Tom Lay
Councilman Benny Baker
Councilman Richard Haken
Councilman William Patton
With a quorum present, and with Councilman Ed Zeitler absent,
the following business was transacted:
� READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting

1 . Mayor Lowe welcomed the candidates in the upcoming election
to the meeting.
2. The police meeting to which all of the Council has been
invited will be next Wednesday.
3. The Friendswood Jaycees will h�st a "Candidate's Night" on
Wednesday night, March 30, at the High School Auditorium.
4. A notice has been received that applications have been
received for outfall ditches into Clear Creek by Clearwoods
MUD, WC&ID 108, and MUD 55, and Council may wish to protest
' these ditches.
5. Mayor Lowe, Councilman Lay, and Jim Morgan went to Austin
- to discuss Friendswood's sewer connect problems with TWQB
last Friday, one week ago. This last Friday, Attorney �a _ �7
Georgie Kaiser called to say that 80 sewer permits may be
issued by the City.
PUBLIC HEARING ON REZONING OF METHODIST CHURCH PROPERTY ON
EDGEWOOD Fo owing proper notification, the request .for re- � 3 � �7
zoning all of this property to Specific Use - Church from C-1
and R-1 was opened for discussion in a public hearing. No
persons appeared to speak for or against the rezoning, therefore
the change was approved by the following action:
MOTION: (Lay) To accept the recommeridation of the Zoning
Commission and rezone this property to Specific Use -
Church, and pass an ordinance to that effect.
Second: Patton
Vote: Unanimous FOR MOTION CARRIED
PROPOSED GAS RATE INCREASE - Entex representatives Roy Baker, 6�-7 7
Tom T�son, and rlin Williams were present to answer any questions
raised in the public hearing. Council felt that more time was
needed to study the proposal following the hearing..
MOTION: (Haken) To recess the hearing to a time to be specified
later, at which time Entex is to be notified.

COMMU�ITY COUNSELING BOARD - Members of the Counseling Board were
introduced and a general discussion of the services of this group
followed.

approval ; however, Lee Nichols of the Drainage District Board
stated that he felt the District and the City should register a
protest and request more information.
MOTION: (Haken) That the City Council send a communication
to the proper authorities protesting the actions of the
three entities to increase run-off into Clear Creek,
to be sure that good engineering practices are being
taken into account.

Vote: Unanimous FOR MOTION CARRIED
PARKS & RECREATION - SUMMER PROGRAM - Mrs. LouR•se McClure has been
�G - 7'7 assigned to direct the summer recreation program, and she outlined
her plans to the Council , requesting that they study the plan
and make any comments they would like.

MOTION: (Maaz) To excuse the absence of Ed Zeitler due to
his illness.
Second: Patton
Vote: Unanimous FOR MOTION CARRIED
��_�� SEWER PERMITS AUTHORIZED BY TWQB - METHOD OF ISSUANCE
MOTION: (Patton) To issue 35 permits(of the 80 authorized)
to cover the applications now on hand, and to suspend
issuance of the balance until Council makes a decision
as to how the balance are to be issued.
Second: Maaz
Vote: Unanimous FOR MOTION CARRIED '
G,9_ 7r POLICY RE EXPIRATION OF BUIL.DING PERMITS
MOTION: (Patton) To reinstitute the policy regarding 90-day
expiration of building permits when construction has not
been substantially started; and that persons authorized
to receive sewer permits must take out building permit
at the same time the sewer permit is taken.
Second: Baker
Vote: FOR (5) Lowe, Patton, Baker, Haken, Maaz
AGAINST (1 ) Lay MOTION CARRIED
7 0_�� NEW TELETYPE FOR POLICE DEPARTMENT - Chief Wright requested
permission to purchase teletype equipment to replace that which
is presently being leased, purchase price to be $3,900 through
H-GAC.
MOTION: (Patton) To appropriate funds from the unappropriated
surplus and purchase new teletype system.

AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF A POLICE
RESERVE FORCE FOR THE CITY OF FRIENDSWOOD; PROVIDING THE

OFFICERS; PRESCRIBING THE AUTHORITY OF A RESERVE POLICE

SUBJECT; AND REPEALING CHAPTER 14 SECTIONS 14-5 THROUGH
14-9, BOTH INCLUSIVE, OF THE FRIENDSWOOD CITY CODE.
MOTION: (Haken) To approve third and final reading of
Ord. #T-2A (and assign permanent No. 27dL)

AN ORDINANCE PROVIDING FOR THE CONFIRMATION, ACCEPTANCE,
AND ADOPTION OF A CERTAIN TRUST AGREEMENT DATED DECEMBER
21 , 1976, BY AND BETWEEN MARY LOUISE FITCH SOULE AND
HUSBAND, HAROLD M. SOULE AND THE CITY OF FRIENDSWOOD, TEXAS.
MOTION; (Baker) To approve third and final reading of
