MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
November 22 , 1976
A Regular Meeting of the Friendswood City Council was held at
the City Hall on Monday, November 22 , 1976 , at 7 : 30 p.m. , having
, been postponed from November 15 due to annual conference of TML
; last week. With the following members present:

Councilman Ed Zeitler
Councilman Benny Baker
Councilman Richard Haken
Councilman Tom Lay
Councilman William Patton
Councilman Pau1 Maaz
� constituting a quorum, �nd with the City Secretary absent, the
� folloraing business was transacted:

� READING AND APPROVAL OF MINUTES - Minutes of November 1 approved
� as read. Minutes of November 8 approved as corrected (Councilman
� Zeitler voting NO on the ordinance increasing garbage rates) .
ANNOUNCEMENTS FROM THE MAYOR
Sewer Modifications and Moratorium - Mayor Lowe reported that
the appeals court has ruled that CCBA had no jurisdiction over
Friendswood' s Sewer Plant #2 ; the City Attorney will proceed
with efforts to release the , moratorium on SP#2 . The District
Attorney' s office indicates that they have no objection to
� lifting of the moratorium, but TWQB attorneys have taken no
� ;
action in this direction.
EXXON REPORT ON INDUSTRIAL DISTRICT - Mr. Caulkins , Exxon Attorney,
presented a contract, which has met with approval of the City
Attorney, and a check from Exxon for its portion of a four year
industrial agreement wherein property owners would pay 50o of
what the taxes would have been if the area were annexed. Exxon
has located 99% of the property owners ; a copy of the agreement '
setting out each owner' s prorata share is to be mailed to each
person for signature and payment annual,ly, first payment to be
made immediately and subsequent payment to be made each September.

PETITIONS � COMMUNICATIONS
l. Mr. George Offenhauser of 1002 Briar Creek Drive , has asked
the City to realign the intersection of Briar Creek and
Greenbriar to follow the dedicated roadway , eliminating the
encroachment which the curve now makes on his property. Mr. �9���
Morgan. is to have the City Engineer and Police Department
make a study and report on the matter.

2 . R. J. Blanken, Chairman, Parks � Recreation Committee ,
���� 7�° submitted a proposed sign to be erected at 1776 Park and
asked for Council approval .
MOTION: (Haken) To give permission for the Committee to
proceed with sign project at parks .

Vote: Unanimous FOR MOTION CARRIED ' �

Mr. Blanken said that the Rotary Club may provide the sign
for Stevenson Park so no action was taken on this.
UNFINISHED AND ROUTINE BUSINESS

except police, sanitation, and stand-by for Utility Dept.

2 . Exxon Agreement - Exxon is to secure the maximum number of
signatures and payments for property owners in the proposed
Industrial District and return to a Special Council Meeting
next week for official approval of the four-year contract.
�� ,,,M .�� 3 . Men' s Prayer Breakfast Group requests permission to place a
permanent plaque in City Hall pledging their group to continue
in their effort to keep Friendswood a Christian Community.

price of $140 ,000 , along with a request that another parcel
of land adjoining this at the intersection of Friendswood
Drive and Castelwood be rezoned as commercial property.
No action taken.
���-,_�� 5 . Mustang Meadows has requested inspection and approval to
� sell houses completed.
MOTION: (Patton) That the following procedure be adopted
in connection with Mustang Meadows : (1) Final inspection
on homes constructed in Section I be made upon completion
of street and utility construction; (2 ) Certificates
of Occupancy be issued upon final approval by the Build-
ing Official; ( 3) No other building permits :�to be issued
on streets that do not meet City specifications ; and
(4) Buyer of house fronting the street between Section
I and II be informed that it is the developer ' s
responsibility to complete that street to City
specifications ; and that the developer is to complete
the street between Sections I and II to City
specifications within twelve months from this date .
