HomeMy WebLinkAboutCC Minutes 1976-11-08 Special � � � MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL November 8 , 1976 A Special Meeting of the Friendswood City Council was held in the City Hall on Monday, November 8 , 1976 , at 7 : 30 p.m. with the following members present : Mayor Ralph L. Lowe Councilman Benny Baker -�-- Councilman Richard Haken Councilman Thomas Lay Councilman William Patton Councilman Paul Maaz With a quorum present, and with Councilman Edward Zeitler absent, the following business was transacted: � < REPORT FROM EXXON ON _PARTTCIPANTS IN PROPOSED INDUSTRIAL DTSTRTCT '� ,. �"' Woody Courageous of Exxon reported that approximately 98% of the � property owners in the area in question have been contacted and � are a reeable to [,� g participating in the Industrial District . Councilman Haken proposed that the City Attorney be instructed to begin work on legal documents creating such a district in anticipation of signing a contract before the end of the year. Mr. Caulkins offered Exxon' s legal staff to draw up a contract to be submitted to the City Attorney for his study. This was agreeable with Council. NEXT MEETING OF THE COUNCIL - Councilmen Zeitler �and Maaz , the . City Manager , and the City Secretary will be attending TML Annual Conference in Dallas nex-t Monday, which is the date for the next `'g�,�� ---- regular Council meeting. MOTION: (Patton) To postpone the next meeting to November 22 . Second: Haken Vote: Unanimous FOR MOTION CARRIED MAYOR' S STATEMENT TO PLANNING COMMISSION - In view of the unsolved question of issuing a permit for apartments on Clearview and Quaker Drive or rezoning of the property, Mayor Lowe instructed the P�ZC to act within. the �aws as they are now written, leaving the more difficult and less defined decisions to the City Council . � � The Mayor then announced that the Council would recess to a personnel sessi:on relative to appointments to various commit-tees , and that during this recess the Planning � Zoning Commission would hold a special meeting in the council chambers . PERSONNEL SESSION. (CLOSED) - Results of the session was deferred until later in the meeting. See "APPOINTMENTS. " STATEMENT FROM P�ZC TO COUNCIL - Mayor Zowe reconvened the Council fg�'�� � Meeting and asked for a statement from the Commission. Mr. Raney, Chairman, stated that the Commission will proceed expeditiously t,. . �.,,:.:.,�:,�:,.r,.--�:,on the writing and - submission of the new zoning ordinance to the � ��-� Council with target dated as December 2 , and asked that Council bring about adoption of the new ordinance as soon as possible. Petitioners against the apartment project asked that Council take initiative in preventing approval of the submitted plans and in issuance of a building permit pending adoption of the new ordinance. Mayor Lowe stated that the City Manager has been instructed not to approve issuance of such a permit until Council has met with the Attorney two weeks from this date. � -- - --- � �� � _ _ - APPOINTMENTS - As a result of the Personnel Session, Mayor Lowe �9��. 7�, announced the following appointments : Planning � Zoning Commission : Robert Mora (to replace ''�Clyde Raney who did not wish to be reappointed) for Position 2 . Arena Board: Marvin Clark, Sherri Arndt , and Phyllis Deaton to replace Betty White, Susan Funk ` and W. B. Woods . Board of Adjustment : Reappointments : Hal Taylor to Position #3 ; George Rummel to Position #4 , New appointments : Alternate #2 Andy Knight; Alternate #3 Harold Whitaker . Community Counseling Service Board: Carol Hardy Brown and Tom Burke replacing Dot Davis and Jean Cabler. Parks � Recreation Commi±tee: As t'he llth member: Schuyler Hoff. - MOTION: (Lay) To approve appointments of Mayor Lowe. Second: Patton Vote: Unanimous FOR MOTION CARRIED �s At the request of the petitioners , Mr. Raney stated that he would be willing to continue to serve unti�, the zoning ordinance has been referred to the City Council . COMPLAINT REGARDING ORDINANCE ENFORCEMENT - Leah North brought ��� ' �� before Council several instances wherein she fel�.t certain ordinances of the city are not being enforced, primarily the curb cut ordinance, specific cases being Stop-n-Go and the Baptist Church. Mr. Morgan and Councilman Haken are to investigate means of enforcing these ordinances . REQUEST FOR LIFTING OF SEWER MORATORIUM - Mr. Morgan read a letter - he has sent to the TWQB requesting that the moratorium be lifted. No action necessary on the letter. Mr. Morgan said he has had indication that no action will be taken by TWQB until after the court has ruled on the City' s appeal . Councilman Lay asked that • personal contact be made with the Board for specific answers . Mayor Lowe asked that Councilman Lay and Mr. Morgan meet with him to discuss a method of proceedure on this suggestion . OTHER SUBJECTS DISCUSSED were: a street and bridge bond issue , appointment of a committee to study this subject; surface water supply. ADJOURNMENT - Motion made to adjourn.
