MTNUTES OF A REGULAR MEETING OF TH� FRIENDSWOOD CITY COUNCIL
November l , 1976
A Regular Meeting of the Friendswood City Council was held at the
City Hall at 7 : 30 p.m. on Monday, November l, 1976 , with the
following members present:

With a quorum present , and w.ith none absent, the following business
was transacted:
� READING AND APPROVAL OF MINUTES OF October 1.8 , 1976 - Approved

Mayor Lowe urged all the citizens to go to the polls and vote
tomorrow. He al.so reminded the audience that Ed Stuart, former
mayor of Friendswood, is running for State Legislature.
PETITIONS � COMMUNICATIONS
Commercial Garbage Pick-up - Mr. Don Matthews proposed to take
over the City' s commercial garbage pick-up based on the same rate
I and conditions existing under the preserit city service . Mr.Morgan
I � is to study the feasibility of subscribing to such a service based
i on profit/loss within the Sanitation Department and citizens satis-
---- faction with the service at present. The subject will be discussed
next Monday at workshop.
Weingarten Lanc� Department re Annexation - Mr. Pete Friday spoke
for Weingarten. requesting that the proper�ty they own on FM 2351
be included in the proposed industrial district in lieu of being
annexed into the City. He stated that the planned shopping center
has been postponed indefinitely pending more development in the
area. but said that they would be interested in whether or not
water an.d sewer service would be available in the event it was
decided to develop the land in homes .
Indu�trial District - Mr. Caulkins and Mr. Courageous o� Exxon
reported �.hat more than 95% of the property owners in the proposed
District have been contacted and are agreeable to entering into
the Industrial District agreement with the City.
Parks � Recreation Committee - Dr. Bill Jones asked for direction
on contracting for the building of tennis courts in Stevenson Park
inasmuch as the bids received were almost twice the money available.
Negotiations have been going on for costs on the tennis courts and
fence only as opposed to the entire recreational complex originally
� included. He was advised that the city must advertise again for
ibids on the smaller project.
- - MOTION: (Baker) To authorize the advertising for bids �g� ,�/
on the four courts and fence struct�.re.

Vote: Unanimous FOR MOTION CARRIED
R.J. Blanken, Chairman, reported that plans are underway to
purchase a portable scoreboard and clock for use of various ball
groups at the park, and signs for the various city parks . He also
requested that Council consider passage of an ordinance controlling
use of city parks .

'�� ,�f� Quaker' s Landing and Empere Chateau residents appeared to
protest the proposed building of 98 apartment units on Quaker
Drive between Clearview and Skyview. They asked that the
property be rezoned to a lesser density in accordance with the
proposed new zoning map . They were advised to ask the Planning
& Zoning Commission to make a formal request of Council to rezone
the area in view of legal procedures necessary for rezoning.
CCBA Request t�o Inspect Sewer Plants - A letter from CCBA has made
a request to inspect the Plants #1 and #2 as modified.
MOTION: (Patton) That the City Manager inform CCBA that , ___.
due to litigation on the matter, their request should
be made through the City' s attorney.
Second: Baker
Vote: Unanimous FOR MOTION CARRIED
Mr. Morgan informed the Council that the City' s appeal has been
set in the Civil Court of Appeals for November 4.
Sewer Tap Lottery - A drawing was held for two permits available

Mr. Par)cer questioned the present policy of including additional
requests , along with remaining alternates , in. the next drawing,
with those people who have been unsucessful in two drawings being
given priority on third drawing. He stated that he had paid for I
a sewer permit in June and conceivable would not actually receive
the permit, until mid-1977 . Mayor Lowe asked that a committee, �
made up of Mr. Parker, Councilman Zeitler, and Robbie Mora, make --
a recommendation to Council on a more equitable procedure and on
Mr. Parker' s specific case.
Outdoor Burning - Mr. Morgan asked for guidelines on handling of
��5� 1� burning violations by the Fire Marshal. He was instructed to
refer the question to the Glaveston County Air Pollution Board.
� � H-GAC Representative for 1977 - Council unanimously designated
���� Mayor Lowe as the represen.tative and Councilman Lay as alternate,
Friendswood/Pearland Agreement - An agreement between the two
citles relative to certain areas of Friendswood which can best
(�j'��� be serviced by Pearland and areas of Pearland which can best be
serviced by Friendswood, sets out conditions and rates based on
current tax rates and utility charges , is renewed annually.
MOTION: (Lay) To adopt Resolution #13-76 authorizing
the Mayor to sign the 1977 agreement with Pearland.
