MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
October 11, 1976
A Special Mee-ting of the Friendswood City Council was held
at the City Hall on Monday, October 11 , 1976 , at 7 : 30 p.m.
with �he following members present :
! Mayor Ralph Lowe
i Councilman Benny Baker
� Councilman William Patton
Councilman Thomas Lay
Councilman Riehard Haken
Councilman Edward Zeitler
With a quorum present, and with Councilman Maaz absent , the
meeting proceeded as follows :
GRINDER PUMP REQUIREMENTS - Bob Burton, who is building a home ,
�j in Friendswood Estates where approval was given for use of grinder �
�+ pumps, requested that he be permitted to install one pump rather �I
� than the two which he has been advised is required. It was brought
� out that the City has never adopted a set of specifications for
� this type of sewer installation, but that requirement of two
pumps was discussed as a requirement. Mr. Burton was told that ���-7�
he could install a single pump.
ANNEXATION
Kenneth Fossler of the Planning Commission urged Council to take � �`�r��'
such action as would give the City control over the development
of the businesses which undoubtedly will be opening along the
highways leading into Friendswood from the Gulf Freeway.
� Discussion of annexation by the Council centered around the
•.�_ desirability of the industrial district, how many years the
agreement should cover, and if a 500 foot strip should be annexed
along the highways bordering the industrial district .
Method of evaluation of land in, the industrial district was dis-
cussed, with the feeling that the sub-surface values would be
acceptable by the City as set out in the C1ear Creek School District
tax records . However, some members of the Council felt that the
City Tax Department should make its own appraisals of the surface
values to be used as a basis for industrial district payments
in lieu of taxes .
No official action was taken on the subject .
FIRE DEPARTMENT COMPLAINT -

Bil.l Wilcox, Fire Chief, and several members of the Fire Department,
reported that they felt action by certain members of the Police
Department is hampering the operation of the fire fighters and •
emergency ambulance personnel . Police Chief Wright was called in
and a closed personnel session was held in which a committee with
representatives from the two departments and the Council was
. appointed to try to reconcile the problems.
