MINUTE� OF A REGULAR MEETING OF THE PRIENDSWOOD CITY C.OUNCIL September 13 , 1976 A Regular Meeting of the Friendswood City Council, reset from ' September 6 , 1976 due to the Labor D�y holiday, was held at the City Hall on Monday September 13 , 1976 , at 7 : 30 p.m. with the ` following members present: i j Mayor Ra1ph L. Lowe Councilman Paul Maaz j Councilman William Patton Councilman Thomas Lay Councilman Richard Haken Councilman Benny Baker � With a quorum present, and with Councilman Edward Zeitler absent, � the following business was transacted: � READING AND APPROVAL OF M'INUTES - 1Kinutes of a Regular Meeting W � of August 16 and a Speclal Meeting of Augus-t 23 , approved as read. ANNOUNCEMENTS � COMMUNTCATIONS FROM TH�E MAYOR Letter from Judge Holbrook calling a meet.ing for Thursday, September 1.6 , to discuss a road bond election. The it��n for J,��- 7� Friendswood listed in continuation of four lanes of FM 518 Castlewood to Cowards Creek. Councilman Ba]cer stated that he �° � �'elt �aid.ening of 518 from Mary Ann to the Brazoria County Line or a four-lane bridge over Cowards Creek should have higher ; �� priority. Majority of the Council felt that the request as made 1975 toward the Creek is still valid . SPECTAL. REPORT - Regional Sewer System Milton Windler made a progress report on the project , citing some of the alternates which must be resolved along the way. One of these, the original concept of a 27 inch gravity line for the North Interceptor , is now being weighed against a forced I main line which might prove to be less expensive initially. There was some differences in the ,thinking of the Council and, on motion by Coun.cilman Patton, seconded by Councilman Haken, the question was tabled until the next meeting of the Council. SEWER PERMIT LOTTERY - Mr. Morgan presented five names which /S�7- ��v were carrled over from the last lottery and one additional name, Mr. S. L. Journigan. With three permits to be issued , the names of Gerard, Colson, and Godfrey were drawn in that order; !I alternates were Bailey and Journigan in that order. Mr. Bailey, who was in the audience, said that he is ready for his tap, that he was in the first lottery, and asked if any special consideration could be given him. It was determined that one more permit could be issued on October l. �� MOTION: (Baker) That a sewer permit be issued to Mr. Bailey on October l. Second: Patton Vote: Unanimous FOR MOTTON CARRIED - - ------- ----...---- — ------------ _--- .� �,G �� ---- -- l�$���' ORDINAIVCE N0 . 262 - ELECTRIC RATE DECREASE - Mr. Charles Mills of CPS urged passage of the ordinance required to decrease rates in accordance with prevailing rates resulting from lifi igation with Texas City and La Marque, stating that this will permit CPS to put the lower rate into effect the first billing in August . The pledged refund, being the difference between the higher rate approved in June 1976 and the rate presently proposed, is to be returned to the customers as a "credit" on future bills. REVENUE SHARTNG BUDGET �,��j'�� MOTION: (Haken) To utable the hearing on budget for revenue Sharing Funds. � � Second: Baker . � Vo-te: Unanimous FOR MOTION CARRIED i Councilman Haken withdrew his motion made at the meeting on August 23 regarding .budgeting of Revenue Sharing Funds . Following further discussion of designation of these funds, the following I action was taken: MOTION: (Lay) To designate $15 ,000 for a line item in the Revenue Sharing Budget to cover : $5 ,000 - Police Car; $6 ,150 - Auxiliary Power Equiment; and $3 , 850 for street signs . Second: Maaz Vote: Unanimous FOR MOTION CARRIED MOTION: (Lay) To designate $500 for the Bicentennial Committee in accordance with their request. Second: Haken Vote: Unanimous FOR MOTION CARRIED MOTION: (Lay) To designate $1,115 . 55 to the Library for books .
