MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
August 16 , 1976
A Regular Meeting of the Friendswood City Council was held at
�---- i the City Hall at 7 : 30 p.m. on Monday, August 16 , 1976 , with

With a quorum present , and with Councilmen Patton and Zeitler
absent , the following business was transacted:
� READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting
� of August 2 , and Minutes of a Special Meeting of August 10 ,

[� ANNOUNCEMENTS � COMMUNICATIONS FROM THE MAYOR
Mayor Lowe met with Mike Noblet of Commissioner Bass ' office
this week to discuss setting up a meeting with the Corps of
Engineers on September 30 to discuss drainage work on Clear
Creek. They also discussed the impact of proposed annexation
of property in Harris County by Friendswood. Mr. Noblet implied
that if the County is to keep up c�rtain roads and if a county
park is created in the area, these would need to be de-annexed
� -- , by Priendswood.

j ; PETITIONS � COMMUNICATIONS
l. Mayor Lowe presented a proclamation to Bob Blalock, coach
for the girls softball team which won second in state play,
and congratulated the team members present.
2 . A letter from four citizens living along that portion of ���'`�'
Winding Way beside Stevenson Park have petitioned that the
name of their street be changed to "Shadwell" in honor of
the home of Thomas Jefferson. Council' s concern was that
if a bridge is build over Coward' s Creek at this point ,
then the segments of the street connected by the bridge would
bear different names . The question was tabled pending further
communication with the Planning Commission.
REPORT ON SEWER MODIFICATI"ONS PROJECT - Mr. Morgan reported
that chlorznation equipment , instrumentation , and polymer feed
process at both plan.ts have not been completed. Engineering
Science is to check the work tomorrow to see how quickly this
work can be completed.
The proposed hearing on amendment of City' s permits was dissolved
by a temporary restraining order levied because the court
, have not been not�.ified.' A hearing will be held on the restraining
order at 10 : 30 a.m. on August 23 . On August 25 , the TWQB will
� ' hold a hearing on the modifications to the sewer plants .

FRIENDSWOOD, TEXAS , TO INSTITUTE PROCEEDINGS TO ANNEX
CERTAIN TERRITORIES ; DESCRIBING SUCH TERRITORIES ; SETTING
A DATE, TIME , AND PLACE FOR A PUBLIC HEARING AT WHICH �
ALL INTERESTED PARTIES SHALL HAVE AN OPF'ORTUNITY TO BE
HEARD; AND PROVIDING FOR THE PUBLICATION OF NOTICE OF
SUCH HEARING.

felt he should abstain since he still holds a
lien against property he sold in the area)

EXXON representatives present were furnished a copy of
the resolution. ! ?
BICENTENNIAL PROJECTS REPORT - John Tirado reported the i I
damage done to the gazebo last week and asked Council guidance
on replacing the railing. The Council was unanimous in favor
of rebuilding the wooden railing.
MOTION: (Maaz) To proceed to repair and complete the gazebo ,
1�3�ry realizing that approximately $1 ,000 will be expended.
Second: Lay
Vote : Unanimous FOR MOTION CARRIED
Mr. Tirado also asked for maintenance of the grass , fen.ce , etc.
at the ,Liberty Tree . Mr. Morgan agreed �o take care of the
situation, and stated that a city gardener has been included
in the budget for the coming year. �
Another request from Mr. Tirado was that the City share in the
cost of a new "VOTE TODAY" banner. He will ask the school to
��� _ y�P pay half the cost . The Council asked that he get a commitment
from the school before they make a decision.
OFFICIAL NEWSPAPER BIDS - Only one bid, Suburban Publications
jr�$�° �� (Friendswood News) was received quoting 62� per word, $2 . 57
per column inch for display work. i �
MOTION : (Haken) To refer the bid back to the City Manager 1 '
to determine if this is a reasonable bid. � �

,( DRAINAGE IN KINGSPARK-WHITEHALL - Mr. Roger Bierbaum voiced
)�7�� 7�' his feeling that if development is permitted across the county
line using streets in the subdivision for ingress and egress ,
that the run-off water from the new area would Faorsen the near-
flood situation within the subdivision during times of heavy
rain.

by Councilman Lay , and unanimous vote , the following warrants

GALVESTON LAND FILL FEES - A letter was read proposing to ,�7-7�
increase fees for the County land fill. Mr., Morgan was
in.structed to meet with the representatives to discuss these
fees .
ADJOURNMENT - Motion made and seconded that the meeting
adjourn. The meeting was adjourned.
