A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDS WOOD,
TEXAS,AMENDING THE GRAND MARSHAL SELECTION POLICY FOR THE CITY
OF FRIENDSWOOD'S 4TH OF JULY GRAND PARADE ADOPTED VIA RESOLUTION
NO. R2023-16 ON JULY 10,2023;AND PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the nomination and selection of a Grand Marshal for the City of Friendswood's 4th of
July Grand Parade is a great honor to be bestowed on a deserving individual who has provided significant
contributions through their service and/or achievements; and
WHEREAS,on July 10,2023,the City Council passed Resolution No.R2023-16,which established
the Grand Marshal Selection Policy to streamline and to add continuity to the Grand Marshal selection
process; and
WHEREAS,such policy established March Pt of each year as the deadline to receive applications for
Grand Marshal nominations; and
WHEREAS,the City Council desires to give the Mayor the ability to extend such deadline in case no
applications or an insufficient number of applications are received by the March 1st deadline; NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,STATE OF
TEXAS:
Section 1. That all matters and facts set forth in the recitals hereinabove are found to be true by the
City Council of the City of Friendswood.
Section 2. That the City Council of the City of Friendswood, Texas, hereby amends the City of
Friendswood's Grand Marshal Selection Policy to allow the Mayor to extend the deadline for nominations to
be submitted. Such amended policy is attached hereto as Exhibit"A"and incorporated herein for all intents
and purposes.
Section 3. This resolution shall take effect immediately from and after its passage by the City
Council of the City of Friendswood.

Friendswood on this the 14th day of May,2025.

Grand Marshal Selection Policy
Grand Marshal
The City of Friendswood extends the opportunity to the community to nominate a
deserving individual to be the Grand Marshal for the City's 4th of July Grand Parade.
Criteria for Candidates
• Nominees will be selected on the basis of their contributions to the quality of life in
Friendswood, through civic and/or social services; humanitarianism; personal
achievements in the areas of the arts, sports, etc.; or on the basis of the distinction
that they have brought to the Friendswood area resulting from achievements
elsewhere.
• Nominees must be in good standing in the community and be subject to a
background check.
• Nominees should be a current or long-term past resident of Friendswood, Texas.
• Nominees must be willing to act as Grand Marshal.
• Nominees must be willing and able to attend the 4th of July Grand Parade.
Nominees must be willing and available to serve as Grand Marshal, including receiving
acknowledgment at City Council, attending the Dignitary Breakfast, and leading the
parade. People previously nominated but not selected may be nominated again.
Nominations must be submitted via application on the City's website to the City Secretary
at citysecretary(cr�,friendswood.com and received on or before March 1st of the year in
which the parade will be held; provided that such date may be extended upon approval
of the Mayor. Applications also require signatures of three references, who are qualified
voters of the City and have not signed as a reference or applicant for another nominee
for Grand Marshal for the same year. References may be contacted during the vetting
process to obtain additional information.
Council Deliberation & Decision
Upon receipt of an application, the Mayor may direct staff and/or volunteer committee(s)
to review applications and make recommendations prior to Council considering any
appointment.
Council will review applications and any recommendations received and may appoint a
Grand Marshal at a meeting of the City Council, if desired.
