OF THE FRIENDSWOOD CITY COUNCIL October 20, 1975 A Regular Meet�ng of the Eriendswood City Council was held at the City Hall at 7:30 p.m. on Monday, October 20, 1975, with the following members present: � Mayor Ra1ph. Maaz City Attorney Wil1iam Olson � Assistant City Attorney William Olson, Jr. Assistant City Manager Dale Cryer City Secretary Bobbie Henry � With a quorum present, and with Councilmen Windler and Patton absent, the � following business was transacted: � � READING AND APPROVAL OF MINUTES of October 6, approved as read. � COMMUNICATIONS FROM THE MAYOR - Imperial Estates #1 Civic Club has requested by letter that the triangle of land at the corner of Imperial Drive and Edgewood Drive not be rezoned for business, and asked that an effort be made to purchase the property as a mini=park. This will be discussed further at next week's meeting. ANNEXATION� �. :. 1 . The question was raised as to the City's right to enforce its subdivision , regu1ations in its ETJ. Mr. Olson stated that the City has this right if an ordinance has been passed extending the subdivision regulations ____ to the ETJ (The state permits a city to do this) . . �� 2. Col . Kleising discussed the request of Mr. Ray Diamond for, Clearwoods �s��7 to annex to the water district the area he plans to develop. Col . Kleising stated that they would take this step only with concurrence of the City and would prefer to simply furnish the new area with utilities. He feels that some con�trol should be exercised to assure that the new development is in reasonab7e compliance with lot sizes, etc. of the surrounding areas. 3. Mr. Temple Page, Mortgage & Trust, developers of property beyond the Friendswood/Houston ETJ line and owners of land presently being negotiated between Friendswood and League City, outlined a study showing that the drainage from Heritage Park would have minute effect on the flooding situation within the City of Friendswood. Turner-Collie & Braden, the engineers who are making the study, will furnish the City a complete report when it is finalized. 4. K. Speck. Activities include the "Liberty Tree" and �� a "Bike and Hike Trail . " Mr. Tirado said �a number of people have already been working on the projects, and specifically recognized Mrs. Jeannette French for her exemplatory work on getting the committee together. BIQS ON BOQSTER PUMP FOR WATER WELL .#3 - No bids were received. FINANCIAL REPORT ON STREET PROGRAM from Mr. Morgan was read by the Mayor. UIOLATION OF PLAT BY SUNMEADOW DEVELOPER - It has come to the City's attention that a house in the new section of Sunmeadow has been built over � tfie utility right-of-way and the garage is over the drainage easement. ���j- 1� The developer has offered to relocate existing utility lines and provide a new uti1ity easement. Council requested that if not already available, the City Engineer, at the cost of the developer, make up drawings showing where the buildings were planned to be built and where they actually are built to give the Council a better perspective from which to make a decisi.on. ACQUISITIDN OF RIGHT-OF-WAY FOR THE SEWER LINE TO BLACKHAWK PLANT - Tabled till next week's meet�ng. ' �— � � EXCEPTION TO BUILDING CODE - A resident has requested permission to build a bathroom in his home without windows or a vent fan (this being in conflict with the City's building code) . .. The Building Committee will be asked to make a recommendation on this request. YOUTH GOUNSELTNG SERVICE - Mr. Bill Allen reviewed a written report on services rendered by this group since its inception April 1 , 1974 (551 sessio.ns. with 191 persons). NAMING THE COMMUNITY HOUSE IN STEVENSON MEMORIAL PARK - Name recommended , by the Friendswood Community Services� is "Park Place. " �(��''�� MOTION: (Baker) To officially name the building "Park Place. " Second: Maaz Vote: Unanimous FOR MOTION CARRIED PROCLAMATION - Setting out October 1 throu.gh October 31 as TEXAS IMMUNIZATION ACTION MONTH. PROCLAMATION - Setting out Halloween, Friday, October 31 as "GREET AND TREAT DAY" and urging planned activities to replace the usual "tri.ck or 7reat" custom. . This was in line with a communication from the Friendswood Jaycees stating plans to sponsor a community cost�ume co.ntest, parade and carnival at Captain's Corner Shopping Center on Halloween, with prizes and treats for participants. COMMUNITY EDUCATION ADVISORY COMMITTEE - A representative from the Council is asked to serve on this committee which will have its first meeting at the High School Library at 5:30 on Tuesday, October 28. SAFETY COMMITTEE REPORT - Will be discussed at the next meeting.
