Lowe - Councilman Milton Windler Cauncilman Benny Baker Councilman Edward Zeitler With a quorum present, and with Counc7lmen Patton, Haken, Maaz absent, the following business was transacted: READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting of July 7, � approved as r.ea�d; Minutes of a Special Meet7ng of July 14, appr�ved as � corrected. Mayo.'r �nd Mrs. Lowe at�ehded the space shot this week. 2. The street contractor say� that the work around the junior high school can be completed for the opening of school , but they wi11 have ta work with all speed and possib1y at the inconvenience of same citizens. The problem of access to Mr, Townsend's day care center was resolved. STREET PROGRAMS � ; 1 . Pull-off area on .l_aural at Junior High .School - Pull-aff can not be � inst�ll�d�as ori�i,nally plann�d because`.of''the height of storm sewer. � � I�C was determined` that the street could curve enough to the left just north of Willowick to leave sufficient space for th� pull-off lane on the righ� side next ta the school . 2. Mr. Morgan out1ined the proposal . by the H7�hway Department for straighten- ing of Whisperin� Pines, and �ave a status report on the street bond program.. Alsoa reported that the griarmeadow/Pecan jobs are in progress. PETITTONS - Mrs, May.er�� and. other citizens appeared protesting electrical , rates an bil1ings. They wer�e referred to Mr, Mills of CPS. Mr, �'Larry is asking the Planning Commission to rezone praperty near the entrance to Sunmeadow f rom "R-1" to "C-1" and he will donate a location for a fire stati.on at th7s locati.on, LIBRARY REPATRS PAYMENT - This pa,yment has been held up due to internal pro 1ems of t e contracting f9rm which presented a problem as to wham the payment shauld be made. Mr, M�r�an reparted that this question has now been resolved and he proposes to release the check. Symon as City Health Officer Second: Windler Vote: Unanimous FOR MOTION CARRIED BUDGE7 CALENDAR - A calendar was adopted setting forth workshop, public hearing notice, public hearing, and additional workshop time for budget consideration. July 25 - from Manager to Council August 7 - publish notice of hearing(have copies for public examination) August 18 - Public Hearing ' August 25 � Workshop September 15 - Adopt completed budget � - _. .. ..__._ --- -- i _. -- ------------- , , - - - - - ---- ---- - � ,.� ' �:� �� CLEAR CREEK FLOOD PROJECT � Mayor Lowe will meet with the Harris County Task ;F"orce riext Monday �o try ta enl i s t thei r hel p on thi s proj ect, REGTONAL SEWER SYSTEM - Counc�lman Windler reported that letters of consent as required by EPA have been received from Clearv�oods and #108; that the City is now aiming at November approval for funds; that more comprehensive sampling is now being done of our effluent which will emphasize the need for the new facilities. / ���. - �s SUBDIUZSIQN APPROUAL - A request received�by the Planning Commission for approval of a subdivision containing more than 1700 homes was a concern of the Council in view of services which would be required and the fact , that the subdivision extended across city boundaries into League City. MOTION: (Windler) .That the Mayor notify the Planning Commission in writing that in view of the critical nature of water and sewage treatment facilities presently existing in Friendswood, and the fact that this subdivision transcends political boundaries, the Council requests �that subdivisions involving 50 or more homes be discussed with Council prior to preliminary approval being given. M, BROWN CUNSTRUCTION COMPANY has agreed to pay the City $450 to cover � ��~ �he cost of c��mpleting the lift station in Sunmeadow and to clean out the five storm sewer manholes, to complete their contract work. This payment would clear the way for the City to release the $2,000 outstanding on the contract paymE�nt to Brown. This is acceptable to Council .
