R2025-18. RESOLUTION NO. R2025-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, EXPRESSING ITS SUPPORT FOR PHASE II, LOWER CLEAR CREEK AND DICKINSON BAYOU WATERSHED 203 FEASIBILITY STUDY, WHICH WILL CULMINATE IN THE CREATION OF A LIST OF PROJECTS AND FUNDING OPTIONS TO ADDRESS FLOODING AND ITS DEVASTATING IMPACTS; AND PROVIDING FOR THE EFFECTIVE DATE. R2025-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, EXPRESSING ITS SUPPORT FOR PHASE II, LOWER CLEAR CREEK AND DICKINSON BAYOU WATERSHED 203 FEASIBILITY STUDY, WHICH WILL CULMINATE IN THE CREATION OF A LIST OF PROJECTS AND FUNDING OPTIONS TO ADDRESS FLOODING AND ITS DEVASTATING IMPACTS; AND PROVIDING FOR THE EFFECTIVE DATE. WHEREAS, lives and properties located in the Clear Creek and Dickinson Bayou Watersheds are threatened by the devastating effects of immense flooding as were felt during Hurricane Carla, Tropical Storm Claudette, Tropical Storm Allison, and more recently, Hurricane Harvey, which damaged hundreds of thousands of homes in the Greater Houston area; and WHEREAS, communities located within these two watersheds — such as Alvin, Brookside Village, Manvel, Pearland, Clear Lake Shores, Friendswood, Kemah, League City, El Lago, Houston, Nassau Bay, Pasadena, Seabrook, Shoreacres, Taylor Lake Village, Webster, Dickinson, Santa Fe, Texas City, Galveston County, Brazoria County, Fort Bend County, and Harris County, among others — have been at the center of some of the nation's deadliest and costliest storms on record; and WHEREAS, catastrophic flooding remains a significant regional challenge, the amelioration of which requires efforts and contributions by all governmental entities impacted; and WHEREAS, Phase I of the Lower Clear Creek and Dickinson Bayou Study was completed and adopted by the United States Congress in the Water Resource Development Act of 2022; and WHEREAS, stakeholders have met with the United States Army Corps of Engineers to initiate Phase II, titled the "Lower Clear Creek and Dickinson Bayou Watershed 203 Feasibility Study," and the eventual funding of life- and property -saving regional projects; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. That the facts and recitations set forth in the preamble of this resolution are hereby found to be true and correct. Section 2. That the City Council of the City of Friendswood supports of the Lower Clear Creek and Dickinson Bayou Watershed 203 Feasibility Study which will culminate in the creation of a list of projects and funding options to address flooding and its devastating impacts. Section 3. That the City Secretary is hereby directed to disseminate copies of this resolution to the State Representatives, State Senators, U.S. Representatives, and U.S. Senators with constituents in the Clear Creek and Dickinson Bayou Watersheds. Section 4. This resolution shall take effect immediately from and after its passage by the City Council of the City of Friendswood.
