The Friendswood City Council met in a regular session on Monday, May 5, 1975 at 7:30 p.m. at the City Hall , with the followin� members present: Mayor Ralph L. Lowe ___, Councilman Milton Windler Councilman William Patton Councilman Paul Maaz Councilman Richard Haken Councilman Benny Baker � With a quorum present, and with Councilman Edward Zeitler absent, the following business was transacted: � READTNG AND APPROVAL OF MINUTES - Minutes of April 7 and April 21 , approved d� as correc.ted. � � ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR � � 1 . The purchase of additional land for the baseball park area has now been , completed. Mayor Lowe asked that consideration be given to naming this � park. 2. Mayor Lowe gave a report on the meeting on April 22 in Seabrook dealing with the C7ear Creek flooding problem. 3. A representative from the Texas, Water Rights Commission visited Friends- wood last week relative to fill�fing of lots in the flood plain. Mayor Lowe is to receive information regarding the Commission's decision on , this matter when a decision has been reached. , 4. Additional payments for refund on sewer. plants built in prior years is � � now being processed. The City will receive approximately $32,600.00. --- - 5, No meeting has been held on the curb-cut ordinance under question. The group of builders and city representat7ves will meet on Tuesday night to discuss this ordinance. 6. Mayor Lowe has written a letter to Walter Mischer requesting that he see ' what can be done to expedite the work i.n progress on local streets being ' constructed under contrac� by Marathon-Mischer through bond program. 7. The Clear Creek Basin .Authority is holding a two-day workshop at the Webster Intermediate School on May 17 and May 31 , relative to pollution of the creek. / CLEAR CREEK FLOOD CONTROL - "Parkway Plan" - P9ayor Lowe presented a plan for �,'f 5 flood contro1 on C1ear Creek which was or9ginated by the Corp� of Engineers � as an alternate to other suggested plans, and offered some i�eas of his own whereby the flood plain area could be utilized for park and recreation areas, resetting trees following excavation, etc. He stated that he would present this plan to the Harris County Flood Control Task Force when he meets with them next Thursday: The majority of the Gouncil and others present felt that the plan would be acceptable, . Weiss, et al No, 1 Well . Rezoning of the well location is �' � � r accomplished by Ordinance No. 241, with final reading this date. MOTION: (Patton) To approve issuance of this drilling permit. Second: Haken Vote: Unanimous FOR MOTI(�N CARRIED r_ -- -------- - - -- ------ - ------ -------- - ---- - - ----------- - - � �� � � PURCHASE OF STREET MACHINE - Mr, MoY�gan has requested that Cbuncil authorize �� purchase of.a Gradall" type mach7ne for. the Str.eet Department, to be paid ��, for with certificates of obligation. He mentinned a "Drott" machine which is priced around $46,000 whereas the Gradall cost� is approximately $66,000. MOTION: (Haken) To authorize the City Manager to prepare the plans and specifications and request. bids for. the machine, with a notice that the City intends to issue certificates of obligation which will be assignable. Second: Baker Vote: Unanimous FOR MOTION CARRIED SEWER FACILITIES PROJECT -.Councilman Windler reported that after some close figuring on routing. of the trunk line, it appears that the alternate route down Winding Way is within $6,000 of the Friendswood Forest route. He recommended that the engineer continue to pursue this alternate route in � his studies. �� Jim Eller reported on a meeting this week�with EPA on the project, stating that their position favoring the complete pro�e.ct`was not as positive as �j had prev�ously been indicated. He read a letter he proposed the Mayor send . to EPA asking them tti confirm thei� approval of the prt�ject in writing. Ron Ledbury read a letter which will be sent to residents apprising them of the smoke-testing program whicli'�will be initiated in the next few days. Mr, Morgan asked who would .be contacting people on the right-of-way for the trunk line; answer was that he, Mr. Cline, and members of the Council wou1d make the various conta�ts wh�en the time�arrives, � INCREASE IN ELECTRIC RATE (Ord. #T-4A) - The City Attorney advised that ��"� final rea �ng should be postponed on this rate increase pending outcome of � litigation between Texas. City to assume maintenance of the line. DRAINAGE IN SUNMEADOW - Councilman Windler asked that the condition existing on the new streets in Sunmeadow following heavy rains be investigated. CLOSED SESSION - Council discussed acquisition of right-of-way for the new trunk sewer line with the attorney.
