Ha11 on Monday, March 17,. 1975 a� 7:30 p,m, with the fo1lowing members
present:

With a quorum present and with none absentp the following business was

� READING AND APPROVAL OF MINUTES - Minutes of Specia1 Meeting of February
��' 24� 1975 approved as reads Minutes of a Regular Meeting of March 3, 1975
approved as corrected.

ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
1, Mayor Lowe welcomed Mrs. Barbara Brown and seventeen Girl Scouts from
Cadet Troup 308 to the meeting in observance of Citizenship Day.
2. The City of Friendswood has made application for a grant �o cover
sa1ary and other expenses for a special counse1or.
3. Mayor Lowe discussed the C1ear Gree[c Flood Contro1 program with Judge
Holbrook today, The Brazoria County Drainage pistrict #4 has been
� contacted to do the horseshoe cuts a1ong the creek.
, 4. Judge Ho1brook, Co1 . .McCoy and another representative from the Corps ofi
j Engineers took `a.boa� trip down Clear Creek last� Friday, They indicated
-�- that the water was clearer leaving Friendswood than when it entered the

5. Tests made recent1y by the Texas Water Quality B.oard showed the same
resu1ts�
6. Mayor Lowe will attend a meeting in Houston on March 25 to discuss the
Houston Natural Gas app1ication for an increase of gate rates,
7, Mayor Lowe was in Washington this week regarding appointment of the
new EPA Region VI Administra�or. He read 1e�ter.s he has written to
Mr_. Russe11 Train, Ghief Administrator of EPA, and Mr, William Walker9
Director of the President�a1 Personne1 Office� thanking them for their
time and interest in his appeal on beha1f of Mr. Pau1 Comola for the
assignment,

_ ANNOUNC�MENT- Councilman Gonzalez announced that he will be in Austin Tuesday
as Presi.den.t .of the Ga�veston County Mayors & Counci1men"s Assn, � to push
for the adop�ion of House Bill 522 setting up an ent�ty to work on the
prob1em of subsidence in the Gulf Coast area.
SOL�Z°D WASTE DISPOSAL. - Mr, Pau1 Davis of Gulf Coast Waste Disposal Authority�
reporte on a recent trip to San Francisco to observe a new method of
disposing. of garbag�. He a1so gave some ideas and plans which his organiza-
tion has for a reg�onal solid was�e disposa1 faci�i.ty.

,�� REGIONAL SEWER SYST�M - Announcement has been made of a public hearing to
�� be e d at t e Frien swood City Ha11 on Apri1 9� 1975 at 10,00 a.m� to
consider (1 ) the implementation and use of a regional waste cal�ection9
treatment or disposa� system„ and (2) to consider designating of the Gu1f
Coast Waste Qisposa1 Authority as the enti�y to provide or operate such
a regional system� _ ,
AGREEMENT TO AMENQ REGIONAL WASTE DISPOSAL FACILITIES CONTRACT (with Gulf
� oast aste �sposa ut orit,y w ere�n ection . A page 8, sha11 read
�� as follows: "4.04 Friendswood and Authori�y sha�� exercise their best
effiorts to cause construction of the Joint Plant and co�lection system and ,
�q work associated with the existing co1lection system, specifica1ly the sewer
evaluation survey� to be completed strictly in accordance with said plans
and specifications at the earliest date practicable with the Authority
acting as Construction Manager and Friendswood as the Construction Fund
Manager,"

MOTION: (Gon.zalez) To a�athorize the City Manager to undertake the
� project of putting 1-1/2" of asphaltic cemen� on Pecan from I
� Heritage to Shadowbendb and that the contract be written so
� as to include (with ap�rova1 af the attorney) paving of ROL� �
� for parking to be paid for by the Baptist Churchp this part
of the work to be approved by the P1anning Gommission�

ENGTNEERING SERVICES - The possibility of using a second consulting engineer
to and e engineering on trunk sewer lines on the Blac[chawk project9 was
discussed, Part of this work was done several years ago by Wa1sh Engineering,
paid for from government grant moneyp and is repayab1e when the 1ines are
} completed, Up-dating of these p1ans would be necessaryY and the fact that
� Mr. Walsh and Mr4. Malca1m Col1ins9 who was emp1oyed by Walsh at the time of
� �V�e origina1 .p1ansA had .both worked on the project� raised the question as
� to which of these men wou1d be considered for the up-dating engineering.
So�h men came in and ta1ked �o. the Council regarding their interest and
ability to hand1e "the work. Majority of .Counci1 felt that Walsh should be �
given additional consideration, but washed to ascertain whether the separate
�ngineering con�ract wou1d be most profitab1e �o the overal1 program before
any fina1 decision is made.

expands the scope of services in connection with the project. ��"�

,�he fac� that the Zoning Ordinance states that the Counci1 shall set such �g'
rates and Mr, Murphy says there is no evidence of Council action nor is
� there any written schedu1e of rates on fi1ee Counci1 asked the City Manager
� �o check with the attorney to determine if the fee shou1d be returned and
�`° if the fees charged are legal .
