HomeMy WebLinkAboutCC Minutes 1974-09-16 Special �; - --------- - - - -- ----------- - -- - - -- --------- - ----- -- -- , MINUTES OF A SPECIAL M�ETING OF THE FRIENDSWOOD CITY COUNCIL September 16, 1974 A Special Meeting of the Friendswood Ci:ty Council was held at the City Hall at . 8:30 p.m. on Monday, September 16, 1974, with the following members present: Mayor Ralph L, Lowe , Councilman Ralph Gonzalez ' Councilman William Patton Councilman Benny Baker � ' Councilman Milton Windler Councilman Edward Zeitler With a quorum present, and with Councilman Richard Haken absent, the business ' at hand was transacted as follows: AWARDING OF BZQ ON GARBAGE TRUCK - Mr, Morgan recommended that the low bid from Davis Truck an Equipment on Proposal #4. (which was for the bidder's availab1e equipment regardless of quoted specifications) for $16,250 on l ��� the same t�pe of equipment as the City is now using, This truck would be b'� avai'lable withi'n ten days. from award. MOTION:. (Baker) To reject all bids and go out of the Garbage business. Second: Gonzalez - Vote: FOR (2) Baker, Gonza1ez AGATNST (4) Lowe, P.atton, Windler, Zeitler MOTION FAILED � MOTION: (Patton) To accept the recommendation of the City Manager to �award. the contract �o Davis Truck & Equipment. Second: Zeit1er Vote: FOR (4) Lowe, Zeitler, Patton, Windler AGAINST (2) Baker, Gonzalez MOTION CARRIED I �� Council,man Patton stated that he aims to work with the garbage department � to get better serv�ce for the citizens. He proposed an increase of 50� in the rate, and that one more man be hired for the second truck. He also asked the City Manager to make up a status report of the garbage department finances. . GARBAGE SERVICE COMPLAINT - Mr. Ed Stuart asked for a reduction in his billing for Stones .Throw Shopping C�nter due to the number of pick-ups missed. Any . deci.sion was deferred until the regular meeting next week. STREET PROGRAM - Bids on the Street Bond Program were discussed at length with the engineer. Bids were opened on September 4 by the Engineer, the City Manager, and two Councilmen and a tabulation was presented showing: Marathon Mischer Company 1 ,012,460,20 base bid Brown and Root, Inc. 1 ,162,716.38 base bid Warren Brothers Company 1 ,281 ,795.60 base bid Mora Construction Company Incomplete bid The bids all being above and beyond the amount of the bond issue, �t was decided to eliminate Castlewood and Willowick from the program and, if necessary, to issue time warrants for completion of the balance of the program, MOTION: (Gonzalez) That the street paving program bid by Marathon Mischer i' be accepted with deletion of Castlewood and Willowick from the � � program, and that time warrants be issued as required to consummate the balance of the street program as presented in this motion, Second: Windler Vote: Unanimous FOR MOTION CARRIED � ���. PAINTING OF WATER TOWER - .The Cit�y M���ger presented a proposal for painting and c eaning t e elevated water tower behind City Hall , repainting to include a Mustang, symbol of the Friendswood High Schaal football team. MOTION: (Patton) To accept the color scheme of blue and white and addition of the school symbol on the tower as proposed by American Tank Company. Second: Zeitler Vote: lJnanimous FOR MOTION CARRIED , : NDJOURNMENT - Motion was made and seconded that the meeting adjourn.
