MINUTES OF A REGULAR MEETI.NG OF THE FRIENDSWOOD CITY COUNCIL

The Friendswood City Council met in a Regular Meeting at 7:30 P,M. on Monday�
June 18� 1973 in the Friendswood City�Hall with the following members present;

With a quorum present, and with Councilman Richard Haken and Councilman Milton
Windler absen�, the following business was transacted:

and minutes of a Specia Meeting of June 11 � approved as read,

� ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR - Mayor Lowe welcomed Mayor
� McCom of �Pearland an ayor Arolfo an Council Members Rogers� Stelly� and
�-� Kemmer from League City ta the meeting to discuss flooding on C�ear Creek,

DISCUSSION OF FLOODING ON JUNE 12=13 - The Mayor announ�ed that loans are
availa le from t e Smal Business Admin�stration for home repairs, and that
the American Red Cross will furnish food� clothingA and other emergency needs,
He stated that the Governor had this day� June 1�, dec1ared Galveston County
�s a disaster area. This would enable the City to receive funds for repairs
to streets ar�d other faci l i ti es damaged by 1 the 'fl ood', � �
During a discussion regarding .appeals .to the Federal government to expedite '
the Clear Creek Project to.alleviate flooding, �Mayor Aro1fo and Mayor McComb �
' I stated that they would like to join with Friendswood in making such an appeal .
___� SUNSET CROSSING.OVER COWARD'S CREEK - Councilman Gonzalez reported that the
cu1vert pipes 2 tank cars wi71 cost -the City $1700 isntead of the $1000 which
was appraved last week at a S ecial Meetin . Mr. J

the Council to say that the citizens in the area would not accept placement
of two additional culverts--and�asked �that .the City furnish two and the County
furnish two,

It was decided to place the Coward Creek Sunset Crossing on the Monday night
workshop agenda.
MOTION; (Baker) To contact the County Commissioner and request that
they remove the culvert under Sunset at Coward"s Creek and dig
the ditch for the new culvert.

over to cut a ditch for one culvert and leave it until we
decide ,what we want ta do,

GITIZEN PARTICIPATION ON CLEARING THE CREEKS - Dr. Wil1iam Jones suggested I �
that many cit�zens might e wil ing to e1p in clearing brush from the creeks
if they felt this would help alleviate flooding,
Councilman Baker made a motion that� if� twelve citizens volunteer for this work�
that the City. purchase a wide-bat�om .aluminum boa� with motor and a chain
saw to help c1ear the creeks, Councilman Patton stated that he has this
equipment which he will let the City use for clearing jams and overhangs on
Clear Creek.
The Ci�y Secretary was instructed. to contaet the City's insurance carrier
regarding coverage for people working on tfiis project.

MGD capacity which GCWDA is requesting is the �same� �capaci�ty reques�ed
including these three entities. He stated that .he ;would be. attending the H-GAC
meeting on Tuesday morning and asked for direction from the Counci�l regarding
GCWDA permit reques�. Majority felt that Frierrd�wood should "oppose the
regiona1 sewer permit for GCWDA to. the .degree that the water districts make
; a request." CounGilman Gonzalez stated that he was neutral on the question, '

I Councilman Patton made a motion to adopt a resolution. requesting that a permit i
not be issued to GCWDA to include one gallan of sewage from Friendswood or

PARK LAND GRANT - H-GAC will �onsider Friendswood's grant.� applicat.ion to the

June 19,
PAl6MENT TO MAINLAND CONSTRUCTION -(Moving of Utilities along FM 518)
MOTION; (Zeitler) To author7�e borrnwing of funds to pay the current
� contractar"s draw in the amount of•$25,�267,06 from the Friends-
wood Bank upon receipt of written assurance from the Galveston•
County Commissioner`s Court that the money will be made available
to the City of Friendswood by the County during Friendswood's
current fiscal year.

' ��OVERTIME PAY FOR SANITATION DEPARTMENT - Due to the overload of work resulting
from t e recent f ooding, Council approved ten hours� of overtime� for these
workers,
EXTRA LARGE TRASH PICK-UP - The City Manager has requested permission to hire
extra men an equipment to haul off such items as refrigerators, deep-freezes�
etc.

the City Manager`s request.
