MINUTES OF A. REGUL,AR MEETING OF THE FRIENDSWOOD CITY COUNCIL
April 2, 1973
A Regu1ar Meeting of the Friendswood City Council was held at the regular
meeting place in City Hall at 7:30 p,m. on Monday, April 2, 1973, with
. the fol1owing members present:
Mayor Ralph L. Lowe

With all members present, and none absent, the following business was transacted:

`� ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
�
1 . Mayor Lowe stated that he had �asked �to appear be.fore �the Board of WC&ID
108 to discuss better communications .between the city and that Board.
However, this meeting has been cancelled so he did not talk to them.
� 2. Mee�ing April 5 held by the Village Green Civic Club at the Methodist
;� Ghur.ch with all��candidates and .present city officials to speak; the
general public is invited �o attend. ,.

i ' 3. Letter from the City of .Houston regarding ETJ agreement with Friendswood,
! stating that their Legal Department will be contacting the City of
�-- , Friendswood concerning finalizing this agreement.
Along this same subjec.t, Mayor Lowe informed Council that the City Attorney
says the annexation proceedings begun �o take in one mile of roadway
east of Clear Creek have now gone beyond the time limits allowed, and
thus are invalid.
4, , Height of Sunset wh�re it crosses Coward's Creek has been in .question.
Mayor Lowe read a letter he has wr�tten to the County requesting that the
roadway not be raised when currently plan�ied work is done.
5. Drai�nage and Road Work on �FM 2351 at �Clover Acres - Mayor Lowe read a
]e.tter+ �to the �Texa.s:�H7g,h.way :Department �statin.g that drainage work has been
completing and requesting that the State's planned construction work be
started. '
PETITIONS AND COMMUNICATIONS
1 . James Shore;� Election Jud �e�, in an effort to answer rumors that absentee
votes are not inc uded �in election returns, stated that one source of this
problem may lie in the fact that when returns of the bond election were
announced ,immediately�following closing of�th�e po.11s that the 21 absentee
i votes were :inadvertentl:y om�tted:; �bu�t tha� in 'the offici.al count that
followed, these votes were included and the tally was corrected before
being de1ivered to the City Secretary and the Mayor. He asked if there
were any further questions., None were� forthcoming,:
2. H.E.L.P. Pub1ishing .Company representatives presented a drug education
program which is being made� avail�able to the Police Departmen� through
advertisements paid for by local merchants. This program includes the
furnishing of .booklets� and� information; films and lecturers to assist the
Police Department, through sma11 neighborhood meetings , in educating
parents on the drug situation.

3. Mr. James Maxwell talked to Council regarding a more strenuous dog
ordinance. He was asked . to return to Workshop next week to discuss
the subject further.

the name of Bob Phillips �to fill the vacancy on the Planning Commission. i I

2. Tax Break for Over-65 Mobile Home Owners - A letter from six elderly
cit�zens was rea y ayor owe, as ing for a tax� allowance. Mr. Morgan
was asked to make a survey to determine what other. cities are doing for
these older people who live in mobile homes insofar as taxing is concerned.
3, Mr: Steve Sledge, who has had some difficulty with his water bill , spoke
to Council to explain that he had received a $60.60 water bill showing
arrears when actuall� he had only had service for less than a month.
Council instructed Mr. Morgan to adjust this billing, charging Mr. Sledge
. the minimum amount for one month in lieu of a correct meter reading.
4. Street Pro ram Review - Councilman Haken reported on the financial status �
�- of the Street Department �o date and outlined a three-part program:
(1 ) grading & maintaining (2) patching (3) permanent type new construction.
He recommended that three men be added to the Street Department.

5. Loo Water Line Throu h Villa e Green - At Mayor Lowe's request, Water
an Sewer Superinten ent Toon exp ained what would be necessary to make
this line a loop and the approximate cost at $15,000.
MOTTON: (Gonzalez) That the City Manager be instructed to have
specifications prepared for installation of this line.

AMENDMENT TO MOTION .(Zeitler) That sections be figured separately so
that work on one section might be done independent of the other

E.. Mental Health Association of .Galveston Count , Inc. has requested that
t ey e al1owed to con uct a city-wide fund raising campaign during
May. Coucil asked that. the Secretary request a financial statement
� from the organization .prior to .making a commitment.
7. Proclamation: Librar Week, -April 8-14 - Mayor Lowe read a proclamation
setting forth Apri 8-1 as .Library Week in Friendswood.
