HomeMy WebLinkAboutCC Minutes 1972-10-16 Regular MINUTES-, OF,�A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL October 16, 1972 The :Friendswood 'City Council met in Regular S8ssiion ,at 7:30 ;p.c on Monday, October 16, at the City Hall , with the following members present: Mayor Ralph L. Lowe Councilman Benny Baker Councilman Richard Haken Councilman Ralph Gonzalez Councilman William Patton Councilman Milton Windler With a quorum present, and with Councilman Edward Zeitler absent, the meeting proceeded as follows: MINUTES OF PREVIOUS MEETING Minutes, of the Regular Meeting of October 2, were not available for approval . These will be presented at the next regular meeting of the Council . ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR 1 . ! , The� Mayor commended the Friendswood Fire Department for their excellent ' performance during the fire Saturday which destroyed the Sun Meadow Club House. 2. Local. paving contractor Steve Stephens has recommended that topping be placed on Spreading Oaks during the winter months. The City Engineer will be asked to make his appraisal of proper timing for this work. 3. Contacts are being made with interested parties concerning acquisition of the property which has been discussed as a park and City hall site on FM 518. 4. Councilman Windler and the City Manager met this week with the Fiscal Agent to discuss the up-coming bond election. PETITIONS Mr. Robert Bizzell came before the Council to lodge a complaint regarding lack of communication and tardiness on the part of the city in answering his calls on sewer line stoppage. .CLOSED SESSION -To discuss, with Mr. Billy McAninch the acquisition by the city of a site 'for the sub-regional sewage treatment plant in the Polly Ranch area. No action 'was ,taken. OPEN BUSINESS ITEMS 1 . Annexation - Various aspects of annexation were discussed, resulting in tFe—T-o-n—owing action: ki MOTION: (Gonzalez) That the City Manager be directed to proceed with the notice of a public hearing to be held on November 6 for all areas . under consideration for annexation. Second: Haken Vote: FOR (6) Lowe, Baker, Haken, Goznalez, Patton, Windler AGAINST: none Motion carried Decision was made to draw up Clover Ridge as a separate parcel from the over-all annexation. 2. Ambulance Service - A letter has been received from the Fire Department confirming their statement to Council that ambulance service will be discontinued on November 1 , due to the condition of the vehicle. 422, 4(" .11 3, Tractor for Street. De artment - Two bids have been received as follows: International Harvester (Alvin Equipment)-------- $4,190.00 Massey Ferguson (Christianson-Keithley) --------- 4,072.80 MOTION: (Patton) To award the bid to Christianson-Keithley as low bidder Second: Windler Vote: FOR (5) Lowe, Baker, Haken, Patton, Windler AGAINST: none ABSTAINING: Gonzalez Motion carried 4, Tax Collections - Upon:,determination that.$4,996.60 is outstanding for unpaid taxes] the motion was made' as ,follows: MOTION: (Gonzalez) That all,,persons on the delinquent taxroll be notified, over the City Attorney's signature, that taxes must be paid by February 1 , or the city will -file for payment. ,Second: Baker Vote,: FOR (6), 0aker, :Lowe, Haken, Patton, Windler, Gonza.l,ez AGAINST: none Motion carried 5. Pearland-Friendswood A reement re Lonwood `Park - This agreement covering services .and taxes in Longwood Park, is. renewab1e annually. Following negotiations, the proposed agreement for 1973 was presented to Council for approval , MOTION: (Windier) That Council approve the reciprocal agreement with , Pearland as written. Second: Patton Vote: FOR (6) Lowe, Baker, Haken, Patton, Windler, Gonzalez AGAINST: none Motion carried ORDINANCES - Ordinance No, 173 - Creating Library Dept - 1st reading MOTION: (Haken) For passage of first reading on Ordinance 'No. 173 Second: Gonzalez Vote: FOR (6) Lowe, Baker, Haken, Patton, Windler, Gonzalez AGAINST: none . Motion carried WARRANTS ,: .MOTION: (Windier) To approve G&A Checks #2327 ($1228,50); #2331 ($1089.30) and #2332 ($8.935;39) al.l covering work ,done on Spreading Oaks . Second: Haken Vote: FOR (6) Lowe, Baker, Haken, Patton, Windier, Gonzalez AGAINST: none Motion carried NEXT MEETING DATE, - Due to. a legal holiday falling on the 234d of October, it was general y agreed that the next workshop meeting will be held on Monday, October 30.
