MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL September 14, 1972 Having complied with all legal requirements including publication of notice of meeting, the Friendswood City Council held a special meeting on Thursday, September 14, at 7:30 p.m. in the Council Chamber at City Hall for the express purpose of holding a public hearing on the proposed 1973 budget and for the adoption of the budget and tax levy. Present were: Mayor Ralph Lowe Councilman Edward Zeitler (who left before vote taken) Councilman Benny Baker Councilman Richard Haken Councilman Ralph Gonzalez Councilman Milton Windler With a quorum present, and with Councilman William Patton absent, the business was transacted as follows: pa With a quorum present, and with Councilman William Patton absent, the bueiness was transacted as follows: BUDGET HEARING - After a page-by-page review of the proposed budget, the fo owing c-46-nges were made: 1 . Street Department: $25,000 allocated for "Street Program" was divided into two separate categories: (�,) Street Program - $12,500 (b) Street Program (Participation) - $12,500. No change to the total gudget. 2. Planning Commission: Mrs. Leah North requested that an allowance be included for educational and research material . $200 was added, making the Planning Commission budget $300 for the year. ($200 to be included in #3. Transfer from Utility Fund) 3. Transfer from Utility Fund to General Fund - $2,736 additional transferred from Utility Fund makin-g- -a—t-otal---o-f-$-2-,-9--37 to cover #2 and #4 and to allow for merit raises during the year. 4. Car allowance for Fire Marshal : Mr, Perry Herman requested that some allowance be made for use of the Fire Marshal 's personal car in his work around the city. $200 added under "212 - Motor Vehicles" to come from Transfer. After making the necessary .chap es to the budget in writing, 9 g Ord. No. 172 ANNUAL APPROPRIATION ORDINANCE OF THE CITY OF FRIENDSWOOD, TEXAS (copy attached) was adopted by the following motion: MOTION: (Gonzalez) To adopt Ord. No. 172 on first and final reading. Second: Baker Vote: FOR (b) Windler, Gonzalez, Lowe, Haken, Baker AGAINST: none Motion carried MOTION: (Gonzalez). That Council acknowledge the change in the tax rate from $1 .00 per $100 to $0.90 per $100, based on a ratio of 60% of the market evaluation. Second: baker -- Vote: FOR ,(5.)
