HomeMy WebLinkAboutCC Minutes 1972-04-06 Regular 36-fl_ MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL April 6, 1972 A Regular Meeting of the Friendswood City Council was called to order by Mayor Edward Stuart at 7:30 p.m. on Thursday, April 6, with the following members present: Mayor Edward Stuart Councilmen: James Mager William Patton. Ralph Gonzalez Richard Haken Ronald Hamil With a quorum present and none absent, the following business was handled: READING AND APPROVAL OF MINUTES Minutes of Regular Meetjp of March 16 - Approved as corrected (Show vote by Mayor Stuart in favor of acceptance of resignation of Councilman Lowe) Minutes of Special Meeting of March 23 - Approved as corrected (Final q statement, page 360, to .read, "The City Engineer was directed by the Mayor to make a list of persons or firms who might be profi cient i 9 p n sewer plant eng ineering for consideration by Council ." Minutes of Public Hearin on Annexation of Hi h School - Approved as written. WARRANTS FOR APPROVAL MOTION: (Mager) To approve I&S warrants #125 and 126; M&O warrants #984, 1017, 1025, 1029, 1031 through 1042; G&A warrants #1840 through 1857. Second: Haken ? Second: Mager Vote: FOR:, (6) Mager, Patton, Gonzalez, Haken, Hamil , Stuart AGAINST: none MOTION CARRIED INSTALLATION OF NEW OFFICIALS Judge Bill Elliott, Harris County: Commissioner"s: Court, was introduced, and administered the oath of office to: Ralph Lowe, Mayor Edward Zeitler, Councilman Milton Windler, Councilman Richard Haken, Councilman Presentation, of awards were made to: the outgoing officials Mayor Stuart and Councilmen Hamil and Mager. A gift of appreciation from the city employees was, presented to the Mayor by Mrs. Monica Pickard. - J Judge Elliott spoke regarding the joint Harris/Galveston Counties project of flood control on Clear Creek, and pledged the Commissioners Court to completion of this work, Mr. Marvin Eaves, Houston-Galveston Area Council , spoke on the Regional Sewer Treatment Plan and pledged the assistance of the Area Council on this and other improvement projects for this area. Commissioner Paul Hopkins, Galveston County Commissioner for the Friendswood area, pledged the support and help of the County on dr.ai.nage and other projects pending in Friendswood. RECEPTION - At this point, the meeting was adjourned,. for a reception honoring outgoing and new officials, after which the new officials took the bench and Mayor Lowe called the meeting to order for the first meeting of the new Council , A P P E ward F. Stuart, mayor The new City Council was called to order by Mayor Lowe at 9:00 p.m. with the following members present: Mayor Ralph Lowe . Councilmen: Edward Zeitler Richard Haken Ralph Gonzalez William Patton Milton Windler With a quorum present, and none absent, the following business was transacted: ] SELECTION OF MAYOR PRO TEM Mayor Lowe stated that precident is for the oldest Councilman in terms of years of service is delegated as Mayor Pro Tem, and presented the name of Councilman Ralph Gonzalez for consideration. i MOTION: (Zeitler) To appoint Ralph Gonzalez as Mayor Pro-tem Second Haken Vote: FOR (5) Zeitler, Haken, ,Patton, Windler, Lowe AGAINST: none Councilman Gonzalez did not vote MOTION. CARRIED PORTRAITS OF THE COUNCIL - Mr, Marvin gatft, speaking for himself and Mr. Joe Crutc &, President of the Friendswood Bank, stated that he would like to make po-rtraits of the Mayor and each Councilman, which would hang in the bank for one month, after which they would be donated and transferred to the City Hall . Council agreed and thanked Mr. Eadon, ' RESIGNATION OF RALPH SOMERS AS "DIRECTOR OF PROGRAMS FOR THE MUNICIPAL WATER UALITY CONTROL PLAN Councilman Haken expressed the Council 's appreciation for the work done by Mr. Somers, MOTION: (Zeitler) To accept the resignation of Mr. Somers Second: Gonzalez Vote: FOR: (6) Zeitler, Gonzalez, Haken, Windler, Patton, Lowe AGAINST: none MOTION CARRIED LIGHT LINES ALONG FM 518: - Mayor Lowe stated that CPS has been contacted on the question of burying light lines along 518 as a part of the widening project; the company has agreed to start a survey on cost of this work. Mr. Mills will be invited to attend the Highway Department public hearing on April 27. WALSH ENGINEERING - At the last special meeting of the City Council , charges were made that drying beds at the No. 2 Sewer Plant were improperly designed, Walsh Engineering, who engineered this project, were invited to reply to this charge. Resultantly, Mr, Malcolm Collins, Executive Vice President of the firm, submitted' to' Council a letter stating his views on this question. Council agreed that the subject had been answered to their satisfaction: inasmuch as� the, engineer is,:concerned:, !: RESIGNATION OF MILTON WINDLER FROM ZONING: BOARD OF ADJUSTMENT Upon becomi;ng,.City Councilman, Mr, Windler submitted his resignation as 49 an alternate member of the Board of Adjustment. MOTION: (Zeitler) To accept Mr. Windler's resignation Second: Haken . --' Vote: FOR: (6) Zeitler, Haken, Gonzalez, Patton, Lowe, Windler AGAINST: none MOTION CARRIED REGIONAL SEWER SYSTEM Site and area to be serviced were discussed. The system will be discussed at the next workshop with Ralph Somers and Walsh Engineers present, Also, suggestion was made to invite the Gulf Coast Waste Disposal Authority to this meeting. APPOINTMENT OF COUNCILMAN POSITION #6 - A Special Meeting will be held on Workshop night, April 13, to ma e this appointment in compliance with the Charter. GARBAGE COLLECTION BY THE CITY - Mayor Lowe stated that he would like for the Council to consi er lhis subject in the near future. He requested that copies of the March issue of "Town & City" be made available to Council Members, since-it. deals with solid;waste management in municipalities. PARKS AND, RECREATION= %Councilman Zeitler presented correspondence from Senator Tower and H-GAC regarding facts and funding for parks. development. t REPORT ON CITY EXPENDITURES - A change-of-administration report on the financial status of the City was submitted by the City Secretary, and are made a part of these minutes, on request of the Mayor, PROCLAMATIONS - Mayor Lowe signed the following proclamations: 1 . Mental Health Da,�, Wednesday, May 10, at request of the Mental Health Assn. of Ga''ves'ton County, Inc. , and that they be allowed to solicit funds for this cause in Friendswood on that day. APRIL AS SPARKLE UP IN FRIENDSWOOD - Requested by Heritage Gardeners. REPLACEMENT AND INSTALLATION OF STREET LIGHTS A request for installation of a street light on Misty Lane has been referred to CPS, and a method of recommending and requesting installation and replace- ment of lights had been set up to expedite same, FINANCE DIRECTOR FOR COUNCIL - Mayor Lowe requested Councilman Windler to serve as Finance Director; Councilman Windler accepted this assignment. ANNOUNCEMENTS 1 , Saturday Morning breakfast at Friends Church, 7 .a.m,. Speaker: Mr. E. H. "Tank" Harrison, 2. TML meeting in San Antonio,May 14-16 for Mayors and,Councilmen. 3. Letter from Mrs. Kelly regarding drainage. This will be referred to the City Engineer. CITY MANAGER - Council members were asked to review applications and be prepared to make recommendations at the next workshop meeting. FIRE.' D.EPARTMENT - Councilman,-Gonzalez;,introduced Mr; Perry Herrmann as the new Fire Chief, and recommended that Council send a letter to the County stating that Friendswood will, furnish fire protection to County residents outside the corporate limits in consideration of payment of $1 ,800.00. .This has been standardprocedure for the past several years. Lowe, Mayor 1 , April 6, 1972 This will certify that I have examined the records of the City of Friendswood and"have ascertained to the best of my ability that every disbursement made from the General and Utility Funds, and the Interest and Sinking Fund during the present fiscal year to this date, has been approved by the present City Council , with the exception of those disbursements of a predetermined nature for which Council approval is not required, these being a. payroll , payroll taxes, and fees for such taxes b. fees for services such as legal , janitorial , which are recurring from month to month at a set fee C. transfers between departments of the City for record purposes d. reimbursements for water meter deposits e. fee paid to State based on number of fines levied f. fee paid to Ed Bennett for garbage collection (collected by City) WOV.''
