Stuart i Councilman Ronald Hamil I ! Councilman Ralph L`owe : � Councilman Richard Haken '__' Councilman Ralph Gonzalez Councilman William Patton With a quorum present, and Councilman Mager absent, the following business was transacted: . READING ANU APPROVAL OF MINUTES � Minutes of the Regular Meeting of De,cember 2: With two items omitted, ��. . approval was withhe1d pending writing and insertion of these items. (to be i � presented at the January 6 meeting) . One of the items was a motion which �-► failed to pass. Council instructed the secretary to include in the minutes � � all motions, whether passed or not, and the tabulated vote on the motion. � . i � ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR 1 . Letter �From Dr. Reeves to L. C. Loper stating that Friendswood facilities are adequate for handling sewage from WCID #108. 2, Letter from State Department of Health discussing the city water supply, ; giving recommendations for improvement of the system. ' � DEPARTMENTAL REPORTS � , Water & Sewer Department report by L. B. Cline and Ken Toon: The flushing ! -- p r og ram is wor king fine excep t for a few iso la te d spo ts on dea d en d lines which are being checked out. Crew has installed 26 ft. of 8 in. line off Stonehenge. ! Mr. Cline reported that K. B. Jones went �o Austin this week and took the test to become a "Plumbing Inspector" which work he will do along with electrical I. inspection for the City. � The City Secretary will be away on vacation through the next Council Meeting � on January 6. Moonyeen Wood will be substituting for her at� that meeting. I COUNCIL REPORTS - � i Counci1man Lowe reported that he had been unable to obtain cost figures on ' construction of Little League building. He also called attention to an � article in the Galveston News which stated that League City plans to proceed ! wi�h annexa�ion of land within Friendswood 's _buffer strip, and stated that he ! felt the Gity should be fully aware of any action by League City. � Councilman Patton said that drug folders are available for distribution, and requested that 50 copies be made available to the school . He also commented on the letter from the State Health Department on treatment of City water, i stating that the recommendations contained therein are being given consider- ation. � ; � Counci1man Gonzalez stated that Councilman Stelly from League City has ��-� contacted him regarding proposed annexation by that City; that it is his understanding that Mayor Arolfo says Friend�swood 's buffer strip is illegal � � since it was annexed while Friendswood was a general law city. He urged that the City Attorney take whatever action necessary to prohibit annexation by League City of any land within Friendswood's strip. Councilman Hamil spoke in approval of a proposed humane officer program made by 'Police Ch7ef Wright. He stated that the problem existing with Mr. Romeike's � road has been taken care of. � ���� - -- --------- — SPECIAL REPORT - Ralph Somers on Area Sewage Treatment Plan Mr. Somers reported that he is momentarily expecting a proposed contract from Wedgewood, which will have to be negotiated. Councilman Lowe said that the Polly Ranch people have been contacted and that they should be a part of the overall plan; Mayor Stuart stated that he and Mr. Somer.s are to meet with the principal property owners of the area to discuss pertinent questions. MAPPING PROPOSAL (In connection with reappraisal of property) � Mr. Bob Eas1er from Grafius-Duke-Strother, Inc. (3305 Montrose, Houston,77006) ��y� presented the map program which has been tentatively approved by the school , , , and which will also include participation by the, County. He showed samples of ownership maps, indexing system, and aerial maps which would be a part of the project. -- MOTION: (Patton) That the City approve the mapping project contingent upon acceptance by the County. Second: Hamil Councilman Patton said that his motion was based on a clear understanding that the City will receive maps covering all of the area within the school district which is identical to the City's jurisdictional area. There was also concern that the Council had not had a chance to study the contract for the work. MOTION: (Patton) That approval be tabled until Council has studied the contract. Second: Gonzalez VOTE: YES (4) Lowe,. Naken, Gonzalez, Patton NO (2) Stuart, Hamil UNFINISHED BUSINESS i�,� BIDS FOR LABOR ON INSTALLATION OF FIRE HYDRANTS Labor bids for installation of 13 fire hydrants within the city� were received and tabulated as follows: ' Main1and Construction $2,398.00 � Ben Felts Utility Cont. 2,370.00 Mora Construction Company $3,523.00 less 275.00 3,248.00 MOTION: (Gonzalez) That these bids be referred to the Engineer and t�ater Superintendent fior .tabulation and recommendation to the Council . Second: Patton � VOTE: Unanimous MILEAGE FOR USE OF PERSONAL CAR ON CITY BUSINESS I� A mileage ta11y from K. B. Jones for use of his car for making electrical inspections was presented for approval , Suggestion was made that this practice be set out as a policy, but such decision was withheld pending an answer from the insurance company regarding the City's liability of a city employee in his own,car on city business. MOTION: (Patton) That this •particular payment be approved for payment. Secon : Lowe , ' VOTE: Unanimous REVISED SALARY SCHEDULE (As discussed at workshop on December 9) MOTION: Hamil T at the revised salary schedule be approved. Second: Lowe VOTE; Unanimous OFFICTAL NEWSPAPER A letter from the Friendswood News s�ating that the paper is now one year old, requesting that the Council consider designation of the News as the official newspaper of the City. ---.._.. .... -- --__-------- ---------- ------ -- t�����r e� MOTION: (Gonzalez) That the Friendswood News be designated as the official newspaper for the City , Second: Haken VOTE,: YES, (3) Gonzalez, .Stuart, .Haken . Ctt After reading of the ordinance, Councilman Gonzalez read a letter t--i from Councilman Ma er re uestin th t ne a o vote be taken 1 � g q g on, a 1 three � of the annexation ordinances up for third reading this meeting. � � MOTION: (Gonzalez) That Council complete third reading of all three annexation ordinances and take a single vote on the three. � Second: Haken A discussion fol1owed regarding the method used to bring about the three individual ordinances to accomplish the desired annexation. Mayor Stuart stated that the facts had been misrepresented when request was made to split the proposed annexation into two separate ordinances. Councilman Lowe stated that he felt any misunderstanding ; amorig the Council was a result of pressure to annex between the time � of adoption of the Charter and the end of the calendar year. �--- Councilman Patton objected to changes made after the public hearing which had been represented to him to be "minor modifications. Second: Hamil During a discussion, the City Attorney stated that he felt any of the annexation ordinances not approved on third reading could still be re-voted within the 90 days allowed for completing an annexation after initial steps are tak�n. VOTE: YES (2) Haken, Stuart NO (4) Patton, Gonzalez', Lowe, Hamil MOTION FAILS 4� - -------------------- �?�.� ------- MOTION was made by Councilman Lowe to "kill Ord�. #159" but he withdrew his motion before a second was made. MOTION was then made by Councilman Gonzalez that Ordinances 159 and 161 be jointly approved on final reading. The motion died for lack of a second. WARRANTS MOTION: (Hamil ) That� G&A Warrants 1572 thru 1626 and M&0 Warrants 894 thru 899 and 902 thru 912 be approved for payment. Second: Patton , , , VOTE: Unanimous CLOSED S�SSION Humane Officer: A proposal f.rom Chief Wright to hire Mr. Lloyd Smith as a part-time humane officer was presented for approval . MOTION: (Gonza1ez) That Council accept this proposal . Second: Lowe VOTE: Unanimous Councilman Haken stated that in view of the controversey regarding procedures under the Charter, he would suggest that the first workshop 'in January be devoted to a study toward clari:fying procedure for Council meetings and for passage of ordinances.
