AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, AMENDING TERM OF OFFICE FOR POSITION NO. 1 OF THE CITY OF
FRIENDSWOOD'S PLANNING AND ZONING COMMISSION TO MORE
EFFECTIVELY STAGGER THE TERMS OF THE ENTIRE COMMISSION;
REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES INCONSISTENT
OR IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY AND THE
EFFECTIVE DATE.

WHEREAS, on November 7, 2022, the City Council passed Ordinance No. 2022-27, which, in
part,changed the terms of the Planning and Zoning Commission(the"Commission")from three-year terms
to two-year terms; and
WHEREAS,such change resulted in the terms of office of five(5)Commissioners expiring in odd-
numbered years and the terms of office of two(2)Commissioners expiring in even-numbered years;and
WHEREAS,in an effort to more effectively stagger the terms of office of the Commission,it is the
desire of the City Council to stagger such terms so that four(4) Commissioners will be appointed in odd-
numbered years and three(3)Commissioners will be appointed in even-numbered years;and
WHEREAS,to accomplish this,the person appointed to Position No. 1 shall serve a one-(1)year
term commencing July 1,2025,and shall serve two(2)year terms thereafter;NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,STATE OF
TEXAS:
Section 1. That the facts and matters set forth in the preamble of this ordinance are hereby
found to be true and correct.
Section 2. That the term of office of Position No. 1 of the Planning and Zoning Commission
shall be one (1) year commencing on July 1,2025, and shall thereafter be two(2) years commencing on
July 1, 2026; such that the terms of office of the Commissioners of the City of Friendswood's Planning
and Zoning Commission shall be as follows:

Section 4. All ordinances or parts of ordinances inconsistent or in conflict herewith are,
to the extent of such inconsistency, hereby repealed.
Section 5. In the event any clause,phrase,provision, sentence, or part of this ordinance or
the application of the same to any person or circumstance shall for any reason be adjudged invalid or
held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this
ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional;and the City Council of the City of Friendswood,Texas,declares that it would have passed
each and every part of the same notwithstanding the omission of any such part thus declared to be invalid
or unconstitutional,whether there be one or more parts.
Section 6. This ordinance shall take effect from and after its passage on second and final
reading by the City Council of the City of Friendswood, Texas.
