CLOSED SESSTON
Discussion of whether to proceed toward hiring a new Street Superintendent
resulted in decision to alldw Tom Heaney to serve in this capacity until such
time as his engineering duties became more demanding.
Mr. Ermie. Cornett .has given notice to the Water',"& Sewer Department that he
wi11 be 1eaving at the end of September. Applicatioris will be received for
a replacement.

ELECTRICAL RA�fE�'INCREASE STUDY GOMMITTEE
� ' REPORT TO CITY COUNCIL
� September 2; 1971 - '
� The electrica7 rate fact finding committee met last week with three
� representatives from the Community Public Service Utility Company. Those
,.,� - present were: Mr, M. L. Waugh, Vice President and Division Manager; Mr.
p� R. D. Woofter, Vice President and Commercial Manager; Mr. Charles 0. Mills,
„'� Division Manager; Mr,. Lee Linson, Committee Member; Mr. Howard 'McCall ,
� Committee Member; and Ralph Gonzalez, Committee Chairman.
The purpose of �he meeting which was called by �PS was to formally present
to the committee the response made by CPS in regards to financial disclo-
sures as requested by the fact-finding committee. The meeting lasted one
and one-half hours during which each question was discussed item by item.
Questions �V5� and '6 which asked for specific disclosures concerning their � �� �
revenues and �ssets within the City were not answered by CPS:
� ; As chairman of the committee, I have instructed each member of the committee
to analy�e the data presented by CPS and other documented data as made
� ,___ available to this committee. The committee's intent is twofold: (1 ) to
present a recommendation to Council by the committee.with regard to the CPS
rate increase approved by the Council , and (2) .-to� document a comprehensive
report which can be used as a guideline by future committees in this City
and in other communities where they are asked to eva7uate utility rate
increases at the local level . The committee intends to expedite its pro-
ceedings as promptly as time permits. The committee in fairness to CPS will
invite CPS. officials to a joint session with the fact-finding committee to
air the committee findings and conclusions.
