HomeMy WebLinkAboutCC Minutes 1970-11-19 Regular MINUTES OF REGULAR COUNCIL MEETING OF THE FRIENDSWOOD CITY COUNCIL November 19, 1970 A Regular Meeting of the Friendswood City Council was held on November 19„ 1970b at 7:30 p,m. at the City Hall with the following members present: Mayor Edward F. Stuart Councilmen: Thomas Woods Ronald Hamil Ralph Gonzalez With a quorum present, and with Councilmen James Mager and George Prude absentp the following business was transacted: READING AND APPROVAL OF MINUTES Minutes of the Regular Meeting of November 5, 1970 approved as written. ir ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR N ^'i 1 . Letter from Judge Ray Holbrook requesting that the Council approve an � agreement for the creation of a Galveston County Health District. � Counci7 was unanimous in their approval„ and the City Secretary was instructed to convey this to the Judge. 2. Note from the last School Board meeting stating that the Board is considering the City's request for the school district to pay one-half,of of the second crossing guard's salary, and urging the City to pursue annexation of the high school . With regard to this annexation„ the City Attorney was directed to write a letter to the City of Houston stating that "it is our understanding now that there is no overlap of extraterritorial jurisdiction� so we wou7d propose to proceed with this annexation. -However, we would like to meet with you at an early date to resolve this question of our overlapping jurisdiction. " OATH OF OFFICE FOR PLANNING COMMISSION MEMBER Mayor Stuart administered the Oath of Office to Mr. Frank Walls, newly appointed fourth member of the Friendswood Planning & Zoning Commission. UNFINISHED BUSINESS l , December 1 Report to TWQB re Order No 69 9A: William Walsh was present to ask if the City would like for his firm to pursue the question of tertiary treatment in compliance with this order. The Mayor stated that Mr. Thomas Heaney, who has been employed by the City as City Engineer„ is working on this project and will have some firm recommenda- tions in the near future. Mr. Heaney and Mr. Cline will write the necessary letter to the TWQB. Mayor Stuart stated that he would contact Clear Woods Development and Water District 108 regarding joining the City facilities for tertiary treatment. 2. Regarding a workshop decision to authorize 20 hours per week relief for the Police Dispatcher at a rate not to exceed $65,00 per month, Councilman Gonzalez made the following motion: MOTION: (Gonzalez) That $650.00 be transferred from the Budget Adjust- ment account of the General Fund to Police Department Salary account for the purpose of procuring relief dispatching service for the next ten months at a rate of $65,00 per month. Second: Hamil; Vote: Unanimous 2���. - —/�- --- �[1 � _ DEPARTMENTAL REPORTS Streets: Councilman Hamil reported that the street program is nearing completion. Work is also progressing on Mary Ann Drive Fire & Police: Councilman Gonzalez reported that the Fire Department has been sponsoring First Aid classes with attendance good, Make-up and advance courses will be given following comp1etion of the regular course. Health & Safetv. L. B. Cline, reporting for Councilman Prude today in La Marque, stated that the County proposes to place business out for bids� with operation by an individual rather County. NEW BUSINESS on a meeting the land fill than by the Ed Bennett requested that he be allowed to use gas from the City pumps� on a reimbursable basis,for use in the garbage truck. �� ��_ ,��� MOTION: (Woods) That the City authorize the garbage contractor to use the City gasoline supply with our cost to be discounted from his payments, on two conditions: (a) that he park his truck in the City barn area, and (b) that he collect the City's garbage at no cost to the City. Second: Hamil; Vote: Unanimous ORDINANCES - Ordinance No. 83-A - Second Readinq AN ORDINANCE OF THE CITY OF FRIENDSWOOD, GALVESTON COUNTY, TEXAS; PROVIDING FOR INSTALLATIONS OF SEWER LINES IN CONNECTION WITH THE PUBLIC SEWER SYSTEM; REQUIRING THE CONNECTION OF WATER CLOSETS AND OTHER RECEPTACLES USED OR TO BE USED FOR THE PURPOSE OF RECEIVING AND DISCHARGING SEWAGE MATTER INTO THE PUBLIC SEWER SYSTEM; MAKING UNLAWFUL THE USE OF CESSPOOLS, SEPTIC TANKS, SEPTIC TOILETS OR PIT TOILETS UNDER CERTAIN .CONDITIONS; PROVIDING OTHER UNLAWFUL. ACTS PE,RTAINI.NG TO USE OF THE PUBLIC SEWER SYSTEM; MAKING...UN.LAWFUL. Heaney be engaged as City Engineer at .�;21�� �- a salary of $1 ,000.00 per month, effective November 7 , 1970. Second: Gonzalez; Vote: Unanimous Mayor Stuart stated that Mr. K. B. Building and Electrical Inspector half-pay basis. WARRANTS Jones will continue to act as for the time being on a half-time � � �, - �1j1 MOTION: (Hamil ) That Council approve for payment M&0 Warrants 348 through 377 and G&A Warrants 522 through 553.
