MINUTES OF A REGULAR MEETING OF THE FRIENDSWQOD CITY COUNCIL October 1, 1970 The Friendswood City Council held a Regular Meeting in City Hall at 7:30 p.m. on Thursday, October 1, 1970� with the fo77owing members present: Mayor Edward F. Councilmen: Stuart Thomas Woods James Mager Ralph Gonzalez Ronald Hamil George Prude With a quorum present and none absent, the following business was transacted: READING AND APPROVAL OF MINUTES Minutes of the Regular Meeting of September 27 - Approved as written. ANNOUNCEMENTS & COMMUNICATIONS FRO�� THE MAYOR The Mayor and City Department Heads met this week with �representatives from the State Highway Department to discuss plans for widening Highway 518 through Friendswood. PETITIONS & COMMUNICATIONS 1 . Mr. Luthur Rowsey appeared before ,Council with a petition requesting that the streets around Westwood School be repaired and widened. A { � number of people spoke to Council on behalf of the petition. ' � . - �,,,. ��:'.:ti.,�, ��'/",� ' The Mayor requested that Councilmen Prude and Hamilfmeet wi�h Chief Wright to consider this petition as well as the ov�rall traffic situation surrounding the school areas, 2. Chief Wright informed the Council that the County Health Department will no longer pick up impounded dogs from the City, and presented County representatives with an alternate plan for handling the dogs. These representatives stated that several of the surrounding cities might join tagether to pay the salary of another humane officer who would work in each city one day a week and would be on call� to any of the cities in an emergency. This service would cost Friendswood between $125 and $150 per month plus a $3.00 fee to the SPCA for each dog. No decision was r�de on the proposal , but will be taken under consideration. DEPARTMENTAL REPORTS l . Finance: Councilman Mager reported that the auditor will begin work on the annual audit next Monday. In connection with Street Department funds for the curren� street program, the balance of funds will be Garried over as part of the Budget Adjustment, and transferred back to Street Department "Materials" as bills are paid covering this current street program. 2. Health & Safetv: Councilman Prude stated that items to be included in the end-of-month trash pick-up should be no larger than 10 feet long, or a total of 20 cubic feet, or 200 pounds in weight. UNFINISHED BUSINESS l . The secretary was instructed to contact American Oil Company to request permission to construct a foot bridge on Amoco's right-of-way over Cowart Creek as a short-cut and safety route for school children. ��� 2. Recreation Committee: Councilman Hamil reported the two students to serve on this commiitee are Tom McLaughlin and Eve7yn Frye. In connection with this committee's studyy Councilman Hamil requested opinions from the Council members as to whether they would consider using budgeted funds as salary for a qua1ified person to plan and initiate a recreation program for the City on a trial basis rather than using the money for a building at this time. General Consensus was that this would be given serious consideration. MOTION: (Gonzalez) That John Lightfoot be hired for the position of Water & Sewer Operator Trainee at a salary of $500.00 per month.
