Stuart Councilmen� Rona7d Hami7 James Mager Thomas Woods With a quorum present� and with Councilmen Gonzalez and Prude absent, the following business was transacted� READING AND APPROVAL OF MINUTES Minutes of the Regular Meeting of September 8y 7970, approved as written ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR 1 . Letter commending the new garbage service 2. Letter from the Drainage Board regarding a resolution for Flood Insurance. 3. Invitation from Heritage Gardeners to ground breaking ceremonies for the Heritage House UNFINISHED BUSINESS 1 , Texas Water ualit Board Order 69-9A � Decision was made that the Mayor would write to t e Board by October ls setting out Friendswood's decisions rega.rding the Order: (1 ) That Friendswood will continue to participate in planning for regional sewage treatment through . the Gulf Coast Waste Disposal Authority, and (2) in the meantime we will initiate secondary treatment or tertiary treatment on the local basis . Councilman Hamil stated that the City might consider an injunction against the Water Board until the methods they have proposed have been proven to be effective in clearing up the lake. 2. Mobile Home Taxation vs. Permit Fees was discussed briefly. No decision has been reached by the Attorney as to the legality of our permit fees. 3. Fire Department Bud�et - Agreement was reached between the Fire Department and the Council regarding administration of tax funds allocated to the Fire Department and ownership of equipment. A letter agreement will be written setting forth (1 ) that purchases approved for the Fire Department from tax funds wi71 be billed to and paid for direct7y by the Cityb and (2) the Fire Department will not dispose of any capita7 equipment without concurrence by the City Council . Fire Chief Louis Mickler stated that the ordinance dealing with Fire Marshal duties and responsibilities should be reviewed and revised to comply with recent legislation. NEW BUSINESS 1 .
