MINUTES OF
REGULAR MEETING OF THE FRIENDSWOOD CITY COl1NCIL
June 15,, 1970
The Friendswood City Counci7 held its regular meeting on June 15, 1970� at
7:30 p.m, at City Ha71 with the fo17owing members present:
Mayor Edward F, Stuart
Counci7men: James E. Mager
Thomas F. Woods
Ronald E. Hamil
With a quorum present, and Councilman Prude absent, the following business
was transacted;
READING AND APPROVAL OF MINUTES

� ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR

Q 1 . A check in the amount of $15,150.50 has been received at the bank for
the City's account, as reimbursement for park land expenditure from HUD.
2. Houston-Galveston ARea Council will meet at 7 p,m. on June 79, at 900
Bay Area Blvd. The subject for the meeting wi17 be an engineering report
on pollution in the area.
3. Galveston County Mayors & Councilmen's Association will meet in Galveston
on June 24, at 8 p.m.
4. Saturday is election day - to elect a fifth Councilman and to determine
whether or not the City will adopt a home rule charter, and if so� to
se7ect the Charter Commission.
5. Unofficial census figure for Friendswood has been announced as 5,641 .
This is an increase of 4,680 over the 1960 official census figure of 961 .
6. The City has signed a renewal for one year for land occupied by the Dog
Pound, which belongs to Community Public Service.
PETITIONS
1 . Mr. Dave Hixon appeared before Council regarding traffic in Imperial
Gardens,, requesting that the City install stop signs at various spots
throughout the subdivision to discourage speeding,
2. Mr. E. J. James requested that the bridge over Cowart Creek on Winding
Way, which has been partially torn down, be replaced by a foot bridge.
Both petitions will be discussed at workshop.
DEPARTMENTAL REPORTS
Streets & Drainage - Councilman Hamil reported that the street program for
the year probably will not begin until August.
Water & Sewer Department - Mr. Cline reported that Water Well #3 will be
placed on-stream within the next day or two. Water Well #2 will then
be shut down and the tank drained.
OLD BUSINESS
l . Mayor Stuart requested that Councilman Prude draw up an ordinance setting
out rules and regulations regarding City Parks.

2. Councilman Hamil opened a discussion regarding the four mobile homes
which were installed on lots zoned R-1 during or immediately following
passage of the Zoning Ordinance. The subject having been discussed
with the Planning & Zoning Commission, Councilman Namil made the fo11owing
MOTION: (Hamil) That the four Mobi1e Homes be permitted to occupy the
R-1 lots on a temporary basis for one year from date of adoption
` � of the Zoning Ordinance, when the cases 4vi11 be reviewed and a
{Y� permanent decision given. In the event the original occupant
vacates the mobile home, this "agreement" will immediately
terminate.
Second: Woods; Vote; Unanimous
NEW BUSINESS
1 . Proclamation by the Mayor making July 4 "Founders Day" in recognition
of the 75th anniversary of the founding of Friendswood.
2, Resolution No. 7-70 regarding cancellation of the garbage contract
with Barton Disposal Service, and requesting bids for such service
from other sources. �
MOTION: (Hamil) For adoption of the Resolution
Second: Mager; Vote: Unanimous
WARRANTS
MOTION: (Mager) That G&A Warrants 4179 through 4232 and M&0 Warrants
5196 :throu.gh 5228 be approved' for payment.
Second: Woods; Vote: Unanimous.

Motion made for adjournment. The meeting was adjourned.
