HomeMy WebLinkAboutCC Minutes 1970-04-13 Special �� C�i � � :� � SPECIAL CALLED MEETING OF THE FRIENDSWOOD CITY COUNCIL April 13, 1970 A Special Called Meetina of the Friendswood Cit,y Council was held on April 13, 1970, at 7:45 p.m. , for the specific purpose of consideration by the Council of a letter from the Mayor settin4 forth his reasons for refusing to sign Ordinance No. 132 (Z.oning) after passage of the ordinance on third readinq. The meeting was called to order by the Mayor with the following members present: Ralph W. Somers Edward F. Stuart Thomas F, Woods Ronald G. Hamil George F. Prude James E. Mager Mayor Councilman Councilman Councilman Councilman Councilman With a quorum present, and none absent, the business at hand was handled as follows : The Mayor stated the reason for the meeting, read his letter to the Council , then proceeded to state verbally why he opposed passaqe of the ordinance. Councilman Hamil called a point of order stating, "We are here to act on a recommendation in the Mayor's letter, and until a motion is made anything else is out of order . . . .We do not have a motion on the floor." After a decision on the point of order, the Mayor called for a motion. MOTION: Councilman Hamil made a motion that Council pass Ordinance Pdo. 132 as it is now written. Second: Councilman Mager There being no discussion on the subject by members of the Council , Councilman - Hamil moved to call the vote without further debate; Second: Councilman Mager; Vote: 4 for (Hamil , Mager, Woods , Prude) ; 1 against ( Stuart ) The Mayor then cited three projects he considered to be emergency items , and asked the Council 's wish regarding handling of these items at this session. MOTION: Councilman Mager moved to take action on the items Second: Councilman Prude; Vote: 4 against (Hami7 , Mager, Woods , Prude) ; 1 abstained (Stuart) MOTION DEFEATED Motion made and seconded to adjourn.
