MINUTES OF A REGULAR MEETING OF THE FRIEPdDSW00D CITY COUNCIL

A Regular Meeting of the Friendswood City Council was held in the City Hall on Mon-
day, December 1 at 7:30 with the followinc� members present:

4�lith no one absent and a quorum present, the following business was transacted:
READING AND APPROVAL OF MINUTES
1 . Minutes of a Special Called Meeting of November 12 - Approved as written.
2. Minutes of a Regular Meeting of November 17 - Approved as corrected (i .e.
page 2, Parking Ordinance - Third Reading: Delete--"Councilman Stuart made
a motion to amend Section 6 . . "through " . . and carried unanimously. "
3. Minutes of a Special Meeting of November 24, 1969 - Approved as written.
ANNOUNCEMEPdTS & COMMUNICATIONS FROM THE MAYOR
1 . Letter to School Board submitting bid for park land.
2. "Texas Communities Tomorrow" from the Govern.o�'s of.fice,. introduces. a new
program aimed at giving assistance to the small towns of the State.
3. Radio Program on KGBC at 7:00 a.m. Tuesday explaining the bond issue.

Lighting of Christmas tree December 5th at 7:30 P.M.
County Road Bond Election set for December 9.
6. "The Promised Land," by Mrs. Edith McGinnis, a book about the founder of
Friendswood, now on sale and recommended reading.

Flooci Insurance meeting to be held on Tuesday, November 25.
"Sparkle Up For Christmas" proclaimed for last two weeks in November.
Houston-Galveston Area Council Meeting , November 18, 1969.
10. Old Choate Road Bridge - Judge Holbrook has contacted Harris County
Commissioner Kyle Chapman with regard to tearing down the bridge but no word
has been received from Harris County to date.
PETITIONS & COMMUNICATIONS
1 . POLLUTION OF CLEAR CREEK: Messrs. Jerry Darringer, Joe Turner, and Roger
Herrsher from Intercoastal , Phoenix, and Archem respectively appeared at
the meeting to answer questions from the Council and from citizens regarding
recent spills and pollution of Clear Creek affecting property wi-thin the
City of Friendswood. The representatives of the chemical companies assumed
responsibility for the specific instances of pollution in question and assured
the group that preventative measures are being taken to assure that this
can not happen again. They also stated that corrective steps will be taken
to clean up property of those effected.
The City Council as a group and individually clearly stated that they would
follow through on the situation and give citizens whatever support might be
needed to see that their rights are protected.
OLD BUSINESS
A. Special Committee Reports
1 . Land Site for Horse Arena: Several letters have been received and
citizens were present at the meeting to protest the presently proposed

No action was taken on this subject.
Councilman Woods reported that the Committee has held its final meeting
and its report and recommendations will be presented soon.
Departmental Reports
1 . Fire Department: Councilman Mager stated that the Fire Marshal had
received a request for permission to install a serve-yourself gasoline
pump. No action was taken.
2. Finance: Councilman Stuart reported that the auditors are working on
the ;yearly audit, but have not indicated when the work will be finalazed.
ORDINANCES
1 . An amendment to the Park.ing Ordinance was discussed. The secretary was
instructed to post the amendment for future reading.
2. Mobile Home Ordinance - Third Readinq
Councilman Woods made a motion that Council forego reading of the complete
ordinance because of the length of the ordinance. This motion died for lack
of a second.
During reading of the ordinance it was discovered that sevehal discrep�hcies
existed , and motion was made by Councilman Ffamil , seconded by Councilman
Prude, that the ordinance be tabled for further examination. The motion
carried unanimously.
�„ WARRANTS

G&A Warrants #3553 and 3595 were presented for approval . Councilman Stuart
made a motion, seconded by Co.uncilman Woods, that the warrants be approved.
The vote was unanimous .
ADJOURNMENT
Motion was made for adjournment.
