MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
PJovember 3, 1969
A Regular Meeting of the Friendswood City Council was held on November 3, 1969,
at 7:30 P,M. in the Council Room. The following members were present:

ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR

The Clear Creek Basin Authority has been invited to appear at Workshop
on November 10, at 8:30 P.M.
An Emergency Operations Simulation will be held at Texas City at 6:30
P.M. on November 4. Harry Hatcher and Steve Stephens plan to attend.
3. In connection with the upcoming Road and Bridge Bond Election, Judge
Ray Holbrook and Commissioner Jack Lawrence, and �ossibly others will
be in Friendswood the evening of November 17 to discuss this subject
with citizens and to answer any questions they may have.
4. The Planning and Zoning Commission will hold their first public meeting
regarding the proposed Zoning Ordinance in the Hiqh School Auditorium
on November 4 at 7:30 P,M. Subsequent meetings will be held on Pdovember
10 and 17 at the Friendswood Bank.
5. YOUTH APPRECIATION WEEK - A proclamation, signed

6. AMERICAN EDUCATION WEEK - A proclamation has been signed by the Mayor
setting forth November 9-15 as American Education Week in the City of
Friendswood, urging "All citizens to renew their efforts to learn about
the progress and possibilities of our educational system and to help our
schools reach their potential of the best possible education for all .
SPECIAL COMMITTEE REPORTS
Water Usage Corrmittee - Councilman Woods reported that his committee met on
October 27 to consider commercial rates for water consumption. Consideration
was given to a reduced rate for water usage above a given amount as an
inducement to industry in the area.
DEPARTMENTAL REPORTS
1 . Utilities - Mayor Somers stated that Mr. Jones is preparing plans for the
block building which will house the blowers at Sewer Plant #2,
and that this building should be complete within the next week,
2. Streets - Councilman Hamil announced that the 1968-69 street program and
surfacing is now completed, and that the next project by the
Street Department would involve drainage on Shady Nook and
Clear Creek Drive.

RECESS - The Meeting was recessed from 8:30 until 9:00 P.M, in order that
participants might hear a speech by the President of the United States .
PETITIONS & COMMUNICATIONS
A letter from Mrs. Joe Germany and Mrs . Jack Hensley to the Council has
made a request that a portion of City park land be set aside for a horse
arena, with a group calling themselves "Interested Citizens for a Friends-
wood Arena" volunteering their services for the construction and operation
of such an arena. Mrs. Germany and Mrs . Hensley, together with a number
of "Interested Citizens" appeared, at Council 's invitation, to discuss the
subject.
After discussion, and clarification of the fact that this would of necessity
have to be under the auspicies of the City inasmuch as City property could
not be leased to an exclusive group of citizens , Councilman Hamil made the
following motion:
That Council agree to the setting aside of some land on one of the
park sites as a horse arena.
` Councilman Mager seconded the motion, and it carried unanimously. The group

`10� was requested to compile information as to how such a project could be
implemented and return their findings to Council .
OLD BUSINESS
1 . Mr. Malcolm Collins, as representative for the City Engineer, gave a progress
report on the present sewer system improvements .
2. Councilman Hamil stated that since, in the past, subdivision developers
had not always adhered to the letter with drawings and specifications as
approved by the City, and since he felt that this might be the case with
the drainage situation at Fisher's Trailer Park, he would recommend that
the Drainage Board contact Mr. Fisher and insist that this work be completed
as approved.
Steve Stephens told the Council that the Street Department has some work
to do in that area and he felt that when their work is completed that the
situation will be satisfactory.

CURB PARKING; PROHIBITING PARKING OF VEHICLES FOR SALE; REGULATING LOAD
ZONE PARKING; REGULATING PARKING IN ALLEYS, OVERNIGHT PARKING ON STREETS,
AT BUS STOPS, OR AT SIGNS ERECTED FOR CONTROL OF PARKING; RROHIBITING
PARKING ON PRIVATE PROPERTY; PROVIDING FOR TOWING AWAY OF VEHICLES AND
RECOVERY OF SAME; PROVIDING A PENALTY, PROVIDING A SE1fERABILITY CLAUSE AND
, REPEALING ALL PORTIONS OF ORDINAPICES IN CONFLICT HEREWITH.

` Councilman Woods moved to approve the Ordinance on second reading: second
was by Councilman Mager, and the vote was unanimous.

REGULATING THE CONSTRUCTION, OPERATION AND MAINTENANCE OF MOBILE HOME
PARKS IN THE CITY OF FRIENDSWOOD; REQUIRING A CONSTRUCTION PERMIT FOR THE
CONSTRUCTION, ALTERATION OR EXTENSION OF MOBILE HOME PARKS AND PROVIDING
FOR INSPECTIONS AND FEES; REQUIRING A LICENSE FOR THE OPERATION OF A
MOBILE HOME PARK AND PROVIDING FOR INSPECTIONS AND FEES; REQUIRING THAT AN
ANNUAL, A SEMI-ANNUAL OR A TEMPORARY PARKING PERMIT BE OBTAINED FOR ANY
MOBILE HOME OR TRAVEL TRAILER OCCUPYING A STAND IN A MOBILE HOME PARK AND
PROVIDING FOR INSPECTIONS AND FEES; PROVIDING FOR APPEALS; ESTABLISHING

Councilman Woods made a motion to approve first reading of the Ordinance;
Councilman Mager seconded, and the motion carried unanimously. �f,� �- :

The name of William N. Darnell was presented to Council for employment
as Water and Sewer Department employee.
Councilman Woods made a motion that Council approve the hiring of Mr.
Darnell at a salary of $500.00 beginning November 3 at noon.
Motion was seconded by Councilman Hamil , and carried unanimously.
