MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY
COUNCIL - SEPTEMBER 15, 1969
A Regular Meeting of the Friendswood City Council was held at City Hall
on Monday, September 15, 1969, at 7:30 pm with the following members
present:

With Councilman Tom Woods absent, and a quorum present, the following
business was transacted:
CORRECTION AND APPROVAL OF MINUTES
Minutes of the Regular Meeting of September 2 were approved as corrected.
ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
1 . Tom-Co contract for construction of the West Interceptor Line has
been signed, the right-of-way is being cleared up, and work should
begin very soon.
2. The Mayor has signed a proclamation setting out September 14-20 as
Parent-Teacher Membership Week, and urges that citizens support their
PTA.
3. Word has been received from the State Highway Department informing
the City that some of the improvements which have been requested will
be initiated by the State, namely a double stripe for no-passing and
a traffic light at FM 518 and Choate Road.
PETITIONS & COMMUNICATIONS
In response to a letter from Imperial Estates Civic Club regarding the
Old Choate Road Bridge, Councilman Hamil made a motion that the bridge be
torn down at the earliest possible time with the help of the County. The '�' �
motion was seconded by Councilman Prude and carried unanimously.
A barricade or marker to indicate that the street is dead-end was discussed.
Mr. Cline was directed to contact the County regarding this matter.
BUDGET HEARING
A public hearing of the 1969-70 budget was held as scheduled, with a
number of items being discussed by citizens and Council . Several line
items were added and adjustment made subject ta availability of funds and
review by the Council at time of anticipated expenditure.
OLD BUSINESS
1 • William Walsh, City Engineer, appeared before Council regarding recent
projects and charges therefor.
2. A request from HUD for payment of $4,139.14 on work done under Project
P-Tex-3397 was discussed. The Engineer stated that this was not a
legitimate charge, and stated that he would check his files for verifi-
cation of this statement and report back to the Council next week.
3. Councilman Hamil requested an opinion from the Engineer on laying
street tile over a pipeline on South Clear Creek Drive. Decision was
made to contact Texas Pipe Line Company and �request their advise and
help on this work.

4. Garbage Committee: Mayor Somers appointed a Garbage Committee�
headed by Councilman George Prude, consisting of Mrs. Leah North,
Mr. Stan Luczowski , Mr. Tom Long, Mr. Owen Wood, Reverend Larry
Rynerson, and Mr. Ray Kaufhold.
This Committee is charged as follows: (a) to determine if it is
advisable for the City to provide garbage service with its own equip-
ment and manpower; (b) to provide a basis for variances from the
mandatory pick-up; (c) to recommend changes in the procedure adopted
by the City.
` , 5, Zoning Ordinance Hearinq: Motion was made by Councilman Mager, seconded
by Councilman Prude, and voted unanimous7y, that a hearing on the
proposed Zoning Ordinance be set for 8 pm, October 13„ such hearing
to be advertised and posted, and copies of the ordinance to be made
available for public examination.
6. Map from Urban Transportation Study - Referred to Councilman Hamil ,
who will study this newly submitted map and return it to UTS for
explanation.
7. Councilman Hamil made a report on the County Road Bond Committee' s
last meeting, wherein plans were firmed up for a bond election to
implement the road plan which has been worked out over the past few
years.
8. Water Usa e Committee: The Mayor appointed a committee to make a study
regarding commercial use of waterx rates, etc. The Committee, headed
by Councilman Tom Woods, will include the following members: Roger May„
Frank Green, Frank Coe, Dean Anderson, Norman Weaver, Bob Gardiner,
Ken T.00n.
This Committee is charged as follows= (a) Determine advisability
of the City adopting a special rate schedule on water and sewer charges
for commercial users of the City water where the usage is heavy; (b)
Communicate with Alvin and Pearland on the advisability of a cooperative
effort to bring in water from the City of Houston or the Brazos River
Authori ty.
DEPARTMENTAL REPORTS
1 . Fire & Police: Councilman Mager reported that the daytime fire depart-
ment is now in fu17 swing.

Mayor Somers registered a protest that if the Friendswood Fire Depart-
ment is to serve Wedgewood, then some control should be exercised
regarding hazardous trash piles, etc. , and that the Wedgewood citizens
contribute to the financial welfare of the Friendswood Volunteer Fire
Department.
2. Streets: Councilman Hamil reported that limestone is being delivered
an�th'e street program is underway.
;, NEW BUSINESS
�; Councilman Hamil made a motion that a resolution be adopted authorizing
�� the Mayor to sign by way of acceptance, papers from the State relating to
matching funds for the Friendswood Library. The motion was seconded by
Councilman Mager, and carried by unanimous vote.

1 . SPEED ZONE ORDINANCE No. 124 - First i�ead�ir�
AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED FOR
VEHICLES UIJDER THE PROVISIONS OF ARTICLE 6701D, VERNON'S TEXAS CIVIL
STATUTES, UPON THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION,
UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF, WITHIN THE
CORPORATE LIMITS OF THE CITY OF FRIENDSWOOD, AS SET OUT IN THIS
ORDINANCE; AND PROUIDING A PENALTY OF A FINE NOT TO EXCEED $Z00 FOR
THE VIOLATION OF THIS ORDINANCE.

AN ORDINANCE MAKING CERTAIN FINDINGS; ADOPTING A BUDGET FOR THE CITY
OF FRIENDSWOOD, TEXAS FOR THE FISCAL YEAR OCTOBER 1969 THROUGH
SEPTEMBER 1970.
Motion made by Councilman Prude that the Ordinance be passed, approved
and adopted on first reading; second by Councilman Hamil ; vote was
unanimous.
3. ORDINANCE N0. 126 - First and Final Readin�
AN ORDINANCE LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL
GOVERNMENT OF THE CITY OF FRIENDSWOOD, TEXAS FOR THE YEAR 1969.
Motion made by Councilman Prude that the Ordinance be passed� approved
and adopted on first reading; second by Councilman Mager, carried
unanimously.

� Warrant No. 3351 (Library Building Fund) to Paisan Construction for $25,916 ��,
pa was presented. Motion to approve made by Councilman Stuart, seconded
