MINUTES OF THE REGULAR COUNCIL MEETING AUGUST 5, 1968
A regular meeting of the Friendswood City Council was held August 5, 1968,
at 7:30 P.M. in the City Hall with the following members present:
Ralph W. Somers Mayor
James E. Mager Councilman
George F. Prude Councilman
Ronald G. Hamil Councilman
Thomas F. Woods Councilman
Edward F. Stuart Councilman
Pat Gillespie Asst. City Secretary
Ody Jerden City Attorney
with the following members absent to wit: NONE, constituting a quorum
at which the following business was transacted.

Joseph F. Jones has resigned as the Civil Defense Director and Harry
Hatcher has agreed to take over this position for the City.

The Texas Water Quality Board has acknowledged receiving the City's letter
advising them of the contract entered into between the City of Friendswood
and Harris County WCID #108. The Texas Water Quality Board stated in
their letter that a permit will most likely not be granted due to this
agreement between the two parties.
Negotiations are still under way between the City and Sunmeadow Subdivision.
The Texas Water Quality Board has requested that the City and Sunmeadow
Municipal Utility District meet again to try to work out a plan satisfactory
to all concerned.
A group insurance plan has been adopted for the City employees. The
Aetna Life & Casualty plan went into effect July 29, 1968.

The City has received another communication from Congressman Jack Brooks
in Washington advising that the Flood Insurance Program has passed both
r Houses and is now awaiting the signature .of the President.

Bovay Engineer reports that the Interim Report III will be complete on
or before the scheduled date of October 1, 1968.
PETITIONS AND COMMUNICATIONS:
Mayor Somers submitted to Council for their approval names of the three
individuals nominated to serve on the Equalization Board for the year
1968.
Councilman Woods made a motion to approve the three nominees, Otto Haardt,
Jean Hurt and Tony Banfield to serve on the Equalization Board for the
year 1968. Motion was seconded by Councilman Mager and carried by unani-
mous vote.
Mayor Somers stated this Board will be asked to appear at the next
Council meeting on August 19th to be sworn in.
The Equalization Board will conduct a Public Hearing on August 29, 1968
beginning at 9:00 a.m. for anyone who wishes to discuss their tax
evaluation and assessment.
Certification of the tax roll should be complete by September 3; 1968
for Council approval Mayor Somers advised.
Filing of the City's Budget Estimate for 1969 will be August 15th or
before. The Public Hearing for the 1969 Budget will be held at the
regularly scheduled Council meeting on September 16, 1968.
Taxes will be levied by October 1, 1968.
Fowler Barton of Barton's Disposal met with Council to hear and discuss
complaints received concerning garbage pick up. A lengthly discussion was
held between Mr. Barton, the Council and interested citizens in regards
to solving garbage pick up problems.
Lamar Beatty and George Roy met with Council to discuss the need of a
new fire truck to replace the Ford truck which is about 28 years old.
Specifications for the type unit needed were presented. The cost would
be approximately $10,000. Means of financing such a unit were discussed.

Councilman Woods stated that if another truck is to be paid for from
$1.00 donations collected on the water bills, he feels it should be
f made compulsory for all, and not the 60--65% participation as experienced
on the present collections for .the purchase of the International truck.
If the $1.00 per month could not legally be made compulsory, then a
purchase of this type should be paid from taxes so that all citizens
will bear their share of the expense.
A poll of the Councilmen was taken by Mayor Somers, and all agreed with
Councilman Wood's statement.
Mayo -Somers-administered the oath of office of City Health Officer
to Dr. J. J. Symon.
STANDING COMMITTEES AND DEPARTMENTAL:
Streets: Councilman Hamil outlined the 1968 Street Program.
Utilities: Water Well No. 2 has been back in service for the past week.
ORDINANCES:
Ordinance No. 112 - Third and Final Reading:
AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED FOR VEHICLES
UNDER THE PROVISIONS OF ARTICLE 67O1D, VERNON'S CIVIL STATUTES, UPON THE
BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION, UPON CERTAIN STREETS
AND HIGHWAYS, OR PARTS THEREOF, WITHIN THE CORPORATE LIMITS OF-THE CITY OF
FRIENDSWOOD; AS SET OUT IN THIS ORDINANCE; AND PROVIDING A PENALTY OF A
FINE NOT TO EXCEED $200 FOR THE VIOLATION OF THIS ORDINANCE.
Ordinance passed on third and final reading by motion of Councilman
Stuart, seconded by Councilman Mager and carried by unanimous vote.
Ordinance No. 113 - Second Reading:
Ordinance No. 113 approved on First Reading by motion of Councilman Woods,
seconded by Councilman Stuart and carried by unanimous vote.
AN ORDINANCE MAKING UNLAWFUL THE ACTS OF TRAPING, HUNTING, SHOOTING OR
ATTEMPTING TO SHOOT OR MOLEST IN ANY MANNER ANY BIRD OR WILD FOWL; MAKING
UNLAWFUL ROBBING OF BIRD NESTS OR WILD FOWL NESTS; PROVIDING A PENALTY.
Ordinance No. 113 approved on Second Reading by motion.of Councilman Stuart,
seconded by Councilman Woods and carried by the following vote: For --
Councilmen Prude, Hamil, Woods, Stuart, Against - Councilman Mager.

RESOLUTIONS:

Be it resolved by the City Council of the City of Friendswood, Texas;
that the condition of Weeds on the property of -James Bullock at Lot 111,
Imperial Estates Sec. 2 and of William Lauten at Lot 74, Imperial Estates,
Sec. 2 constitutes .a public nuisance and the City Secretary is directed
to issue a copy of this resolution to each property owner, allowing
ten (10) days notice, after which let citation issue for appearance in
Corporation Court.
Motion to approve said resolution was made by Councilman Woods, seconded
by Councilman Hamil. Motion carried by unanimous vote.
Be it hereby resolved that the City Council of the City of Friendswood
recognizes that the Friendswood Volunteer Fire Dept. is solely responsi-
ble for providing fire protection and/or fire prevention for the City
of Friendswood.
WARRANTS:
Motion was made by Councilman Stuart,_ seconded by Councilman Woods to
approve Warrants Nos. 3809-3825 and .2273; 2289--2307 for payment. Motion
carried by unanimous vote.
CLOSED PORTION OF MEETING:

Motion made by Councilman Woods, seconded by Councilman Prude to increase
Mrs. Velma Murray's salary from $335.00 per month to $360.00 per month
effective August 1, 1968: Motion carried by unanimous vote.
