MINUTES OF THE REGULAR COUNCIL MEETING JULY 1, 1968
A regular meeting of the Friendswood City Council was held July 1, 1968
at 7:30 P.M. in the City Hall with the following members present:
Ralph W. Somers Mayor
James E. Mager Councilman
George F. Prude Councilman
Ronald G. Hamil Councilman
Thomas F. Woods Councilman
Edward F. Stuart Councilman
Pat Gillespie Asst. City Secretary
Ody Jerden City Attorney
with the following members absent to wit: NONE, constituting a quorum
at which the following business was transacted.

ANNOUNCEMENTS AND COMMUNICATIONS FROM THE MAYOR:
Councilman Prude has agreed to head the Health & Safety and Parks and
Recreation for the Council.
On June 24th a telegram was sent to Congressman Jack Brooks informing him
of the flood situation Friendswood has been experiencing recently. A
letter dated June 25th was received from Congressman Brooks to Mayor
Somers acknowledging receipt of the telegram and advising that the Bureau.
of the Budget has cleared the Clear Creek Flood Control Project and at the
present time, it is with the Corps of Engineers. From there it will be
sent to the Secretary of the Army and after that, forward to Congress.
With regards to Friendswood's request for funds to clean the Creek of
debris, Congressman Brooks stated that he did not know of a program whereby
federal funds are available for such a procedure, but had contacted the
Corps of Engineers for their suggestions and would let Mayor Somers know.
Another .letter has been sent to Congressman Brooks with pictures taken
during the recent flood, and explaining the urgent need of flood control
_ help.
No decision has been made to date from the Texas Water Quality Board
concerning Sunmeadow MUD application for sewage facilities .permit.

Commissioner Jack Lawrence asked Friendswood's cooperation regarding the
boundary line split of Precinct 40. The Commissioners Court feels this
split is necessitated due to .an increase in registered voters in the
I ! precinct and that one voting place is not adequate.
A; hearing was held June 25thby the Texas Water Quality Board for the
purpose of hearing a request from Harris Count WCID 108 for a permit
to discharge treated ,dewage into Clear Creek. Mayor Somers represented
Friendswood at this meeting and entered an opposition to this request,
since Friendswood is in a good position to receive the effluent from
this proposed water district.
UNFINISHED BUSINESS:
The route has been defined for the north interceptor line and the legal
descriptions have been prepared for the needed right-of-way. Council
agreed to work out a program whereby each one would personally call on
the people whose property is involved in order to acquire this right-of-
way.
r The specifications for the dog pound have been written and Councilman
Hamil stated that Request for Bids will be submitted. Chief Wright
has been asked to talk'with a "few water well contractors to get an
estimate on what it will cost to drill a well for potable water in the
dog pound area and will compare the price with the cost of running water
lines from the Kocurek property to the dog pound location. Councilman
Hamil stated that he feels that adequate dog pound facilities can be
built without going over the $1,000 budget.
NEW BUSINESS:
Mr. 'Lynn Eignus of Eignus Insurance Agency presented to Council a proposed
insurance plan for the .City of Friendswood, prepared by the Aetna Insurance
Agency. Mr. Rufus King from Aetna explained the plan to .the Council.
After discussion Council .agreed this was a good insurance plan, but would
like to see at least two other plans before a final _"decision is made.
STANDING COMMITTEES AND DEPARTMENTAL:
Fire: After discussion Councilman Mager made a motion to increase the 7-/
rate from $1.25 to $1.50 per fire hydrant for the painting of the hydrants.
Motion was seconded by Councilman Prude and carried by unanimous vote.
Streets/Drainage: Councilman Hamil reported that the new railing for
Castlewood Bridge is 95% complete.
-4 Utilities: Mayor Somers outlined the need for a pump to prevent flooding
of the sewage plants during the heavy rains. After much discussion
Councilman Hamil made a motion for Council to authorize the expenditure up
to $1500 for a minimum 400 gpm self-contained pump with sufficient suction
and discharge hose to go into our deepest well.

Motion was seconded by Councilman Prude and carried by the following
vote: For - Councilmen Hamil, Prude, Mager (3) Against - Councilman
Woods and Stuart (2) .
i ORDINANCES:
Second Reading: ORDINANCE NO. 111 - AN ORDINANCE PROVIDING FOR THE
APPROVAL OF THE AGREEMENT DATED JUNE 3, 1968, BETWEEN THE STATE OF,TEXAS
AND' THE CITY OF FRIENDSWOOD, FOR THE INSTALLATION, CONSTRUCTION, EXISTENCE
USE, OPERATION AND MAINTENANCE OF HIGHWAY SIGNAL PROJECTS(S) SHOWN ON
EXHIBIT 1, ATTACHED HERETO AND_ MADE A PART HEREOF, IN THE CITY OF FRIENDS-
WOOD, PROVIDING FOR THE EXECUTION OF SAID AGREEMENT.
Motion to approve the or on the second reading was made by
Councilman Hamil, seconded by Councilman Mager and carried by unanimous
vote.
First Reading: ORDINANCE NO. 112 - AN ORDINANCE ALTERING THE PRIMA
FACIE SPEED LIMITS ESTA�LISHED.FOR VEHICLES UNDER THE PROVISIONS OF
ARTICLE 6701D, VERNON'S TEXAS CIVIL STATUTES, UPON THE BASIS OF AN
ENGINEERING AND. TRAFFIC INVESTIGATION, UPON CERTAIN STREETS AND HIGHWAYS,
OR PARTS THEREOF, WITHIN THE CORPORATE LIMITS OF THE CITY OF FRIENDSWOOD,
AS SET OUT IN THIS ORDINANCE; AND PROVIDING A PENALTY OF A FINE NOT TO
EXCEED $200.00 FOR THE VIOLATION OF THIS ORDINANCE.
Motion to approve the ordinance on the first was made by Councilman
Hamil, seconded by Councilman Prude and carried by unanimous vote.
Emergency Ordinance: ORDINANCE NO. 110-EE - AN ORDINANCE PRESCRIBING
PENALTIES FOR TRESPASS; MAKING UNLAWFUL THE ENTRY OF ANY PERSON OF THE
PREMISES OF ANOTHER AT NIGHT, .UNDER SUSPICIOUS CIRCUMSTANCES: MAKING
UNLAWFUL A TRESPASS UPON SCHOOL PREMISES WITHIN THE CITY OF FRIENDSWOOD;
PROVIDING PENALTIES FOR THE FOREGOING AND DECLARING AN EMERGENCY.
Motion to approve the ordinance as an emergency was made by Councilman
Mager, seconded by Councilman Stuart and carried by unanimous vote.
WARRANTS:
Motion to approved warrants numbers 3751-3767 and numbers 2228-2239
was made by Councilman Stuart, 'seconded by Councilman Woods and
carried unanimously.
