AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, AMENDING CHAPTER 2 "ADMINISTRATION," ARTICLE II "BOARDS,
COMMITTEES AND COMMISSIONS," DIVISION 4 "COMMUNITY AND
ECONOMIC DEVELOPMENT COMMITTEE," SECTION 2-41 "CREATED;
MEMBERSHIP," SUBSECTION (B) "MEMBERSHIP" OF THE FRIENDSWOOD
CITY CODE TO ADD TWO NEW POSITIONS TO THE COMMITTEE;
ESTABLISHING TERMS OF OFFICE FOR THE INITIAL APPOINTMENTS OF THE
NEWLY CREATED POSITIONS TO EFFECTIVELY STAGGER THE TERMS;
REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES INCONSISTENT
OR IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY AND THE
EFFECTIVE DATE.

WHEREAS, the Friendswood Community and Economic Development Committee (the
"Committee")is an advisory committee of the City that focuses on encouraging commercial and industrial
developments which are compatible with the image of the City;and
WHEREAS, since its creation by the City Council in 1993, the Committee has been composed of
seven(7)members;and
WHEREAS, the Committee's duties and its influence over the last thirty (30) years have grown
exponentially;and
WHEREAS, in order to support the Committee's workload and to increase the participation of our
community,the City Council desires to increase the number of members on the Community and Economic
Development Committee from seven(7)to nine(9);NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,STATE OF
TEXAS:
Section 1. That the facts and matters set forth in the preamble of this ordinance are hereby
found to be true and correct.
Section 2. That Chapter 2 "Administration," Article II "Boards, Committees and
Commissions"Division 4 "Community and Economic Development Committee," Section 2-41 "Created;
membership," Subsection(b)"Membership" of the Friendswood City Code is hereby amended to read as
follows:
CHAPTER 2. ADMINISTRATION
ARTICLE II. BOARDS,COMMITTEES AND COMMISSIONS
DIVISION 4. COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE
Section 2-41. Created; membership.
(b) Membership. The community and economic development committee shall be composed of nine
members,who are residents of the city or business owners that pay ad valorem taxes to the city and
are appointed by at least four members of the city council for staggered three-year terms
commencing on July 1.
Section 3. That in order to effectively stagger the terms of office of the Committee,persons
appointed to these two(2)new positions shall initially serve one-year terms commencing on July 1,2025,
and thereafter persons so appointed shall serve three-year terms.
Section 4. All ordinances or parts of ordinances inconsistent or in conflict herewith are,
to the extent of such inconsistency, hereby repealed.
Section 5. In the event any clause,phrase,provision, sentence, or part of this ordinance or
the application of the same to any person or circumstance shall for any reason be adjudged invalid or
held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this
ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional;and the City Council of the City of Friendswood,Texas,declares that it would have passed
each and every part of the same notwithstanding the omission of any such part thus declared to be invalid
or unconstitutional,whether there be one or more parts.
Section 6. This ordinance shall take effect from and after its passage on second and final
reading by the City Council of the City of Friendswood,Texas.
