AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, AMENDING THE FEE SCHEDULE CONTAINED IN APPENDIX D
"SCHEDULE OF FEES, RATES, CHARGES, DEPOSITS, BOND AND INSURANCE
AMOUNTS" OF THE FRIENDSWOOD CITY CODE TO UPDATE FEES FOR (I)
BUILDING AND BUILDING REGULATIONS; (II) PEDDLERS, SOLICITORS,
CANVASSERS AND ITINERANT VENDORS; (III) WRECKER SERVICE TOWING
FEES; AND (IV) CREDIT CARD PAYMENT PROCESSING; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES INCONSISTENT OR IN CONFLICT
HEREWITH; PROVIDING FOR SEVERABILITY, PUBLICATION AND THE
EFFECTIVE DATE.

WHEREAS, in order to recover a portion of the cost of providing the services specified herein and
in keeping pace with standards adopted by neighboring municipalities,the City Council deems it necessary
to revise the fee schedule contained in Appendix D"Schedule of Fees,Rates,Charges,Deposits,Bond and
Insurance Amounts" of the Friendswood City Code (the "Fee Schedule") consistent with this ordinance;
and
WHEREAS,the City Council desires to amend the Fee Schedule to update:
(a) fees for building and building regulations;
(b) fees for peddlers, solicitors,canvassers,and itinerant vendor registrations;
(c) wrecker service towing fees; and
(d) credit card payment processing convenience fees; and
WHEREAS,the City Council finds that the fees referenced herein are reasonable,bear a substantial
relationship to the costs of providing such goods and services, and meet all constitutional and statutory
requirements applicable to the same;NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF
TEXAS:
Section 1. That the facts and matters set forth in the preamble of this ordinance are hereby
found to be true and correct.
Section 2. That the schedule of fees contained in Appendix D "Schedule of Fees, Rates,
Charges, Deposits, Bond and Insurance Amounts" of the Friendswood City Code is hereby amended to
update"Buildings and Building Regulations" fees,which fees are amended to read as follows:

Section 6. All ordinances or parts of ordinances inconsistent or in conflict herewith are, to
the extent of such inconsistency,hereby repealed.
Section 7. In the event any clause,phrase,provision, sentence, or part of this ordinance or
the application of the same to any person or circumstance shall for any reason be adjudged invalid or
held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this
ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional;and the City Council of the City of Friendswood,Texas,declares that it would have passed

each and every part of the same notwithstanding the omission of any such part thus declared to be invalid
or unconstitutional,whether there be one or more parts.
Section 8. The City Secretary shall give notice of the enactment of this ordinance by promptly
publishing the caption of this ordinance after final passage in the official newspaper of the City.
Section 9. This ordinance shall take effect from and after its passage on second and final
reading by the City Council of the City of Friendswood,Texas,and its publication in the official newspaper
of the City.

27, 2025, in Cause No. 128913-CV, issued out of the 239th District Court of BRAZORIA County,
Texas, where case styled, Sierra Vista at Canyon Gate Property Owners Association vs. JAMES
BRANDON SMITH AND MICHELLE DENISE BEASLEY was heard and a judgment was rendered in
said Court on December 18, 2024 against Defendants and in favor of Plaintiff, for Plaintiff, Sierra
Vista at Canyon Gate Property Owners Association, recover damages from Defendants, JAMES
BRANDON SMITH AND MICHELLE DENISE BEASLEY, for unpaid assessments and charges that

charged as a continuing lien in favor of the Plaintiff Association as against the hereinafter described

Public Service Announcement: Fair Housing, It’s the Law
To promote fair housing practices, the City of Brookside Village encourages po-
tential homeowners and renters to be aware of their rights under the National
Fair Housing Law. Title VIII of the Civil Rights Act of 1968, as amended, prohibits
discrimination against any person on the basis of race, color, religion, sex, dis-
ability, familial status or national origin in the sale or rental of units in the housing
market. For more information on fair housing or to report possible fair housing
discrimination, call the Texas Workforce Commission at (888) 452-4778 or (512)

Policy of Nondiscrimination on the Basis of Disability
The City of Brookside Village does not discriminate on the basis of disability in
the admission or access to, or employment in, its federally assisted programs
or activities. The Mayor has been designated to coordinate compliance with the
nondiscrimination requirements contained in the Department of Housing and Ur-
ban Development’s (HUD) regulations implementing Section 504 (24 CFR Part 8).
Citizen Participation & Grievance Procedures Notice
The City of Brookside Village has adopted complaint and grievance proce-
dures regarding its Community Development Block Grant – Disaster Recovery
(CDBG-MIT). Citizens may obtain a copy of these written procedures at 6243
Brookside Rd Brookside Village, TX, 77581 during regular business hours. Citi-
zens may also request the procedures be mailed to them by calling the Mayor Civil
Rights Officer at (281) 771-2423. These procedures outline the steps for a citizen
to follow if s/he wishes to file a complaint or grievance about CDBG-MIT activities.
A person who has a complaint or grievance about any services or activities with
respect to the CDBG-MIT project, may during regular business hours submit such
complaint or grievance, in writing to the City Secretary, at 6243 Brookside Rd,
Brookside Village TX 77581 or may call (281) 771-2423. The City of Brookside
Village will make every effort to respond fully to such complaints within fifteen (15)
working days where practicable.

Notice to Section 3 Residents and Business Interests
The City of Brookside Village has received Community Development Block
Grant-Disaster Recovery (CDBG-MIT) funding for a construction project. The City
of Brookside Village invites individuals and businesses to certify themselves as
Section 3 eligible by registering with the Mayor, the Section 3 Coordinator. Section
3 Residents must reside in a Public Housing unit, or be a low or very-low income
person residing in the area of CDBG-MIT funded project and be interested in
seeking employment on CDBG-MIT funded projects. Businesses may be desig-
nated as Section 3 eligible if 51% or more of the business is owned by Section
3 Residents, at least 30% of permanent, full-time employees are or have been
Section 3 Residents in the past 3 years, or if business commits to subcontract
in excess of 25% of dollar award of all subcontracts to Section 3 business con-
cern. The City of Brookside Village shall notify registered Section 3 Residents
and Business Interests of employment and contracting opportunities related to
the CDBG-MIT funded projects. Registration and information is available at the
