HomeMy WebLinkAboutCC Minutes 1968-06-03 Regular STATE OF TEXAS COUNTY OF GALVESTON - CITY OF FRIENDSWOOD MINUTES OF THE REGULAR COUNCIL MEETING JUNE 3, 1968 A regular meeting of the Friendswood City Council was held June 3, 1968, at 7:30 PM in the City Hall with the following members present: Ralph W. Somers Mayor Jim Mager Councilman Ronald G. Hamil Councilman Edward F. Stuart Councilman Pat Gillespie Asst. City Secretary Ody Jerden City Attorney with the following members absent to wit: Thomas F. Woods, constituting a quorum at which the following business was transacted. CORRECTION AND APPROVAL OF MINUTES: May 27, 1968: Regular: Approved as corrected. ANNOUNCEMENTS AND COMMUNICATIONS FROM THE MAYOR: i A meeting was held Monday, June 3rd at 10: a.m. concerning the Clear Creek drainage in the Enchanted Woods Subdivision. This meeting was called in order to discuss and define right-of-way needed along Clear Creek before this subdivision is developed. Those attending were representatives from the Friendswood Drainage Commission, Corp. of Engineers, Galveston County Engineers, Harris County Flood Control, the subdivision Developers, Workman-Banfield Realty, Walsh Engineering and Mayor Somers. PETITIONS AND COMMUNICATIONS: A petition from the Friendswood Garden Study Club has been received requesting that Friendswood be proclaimed a bird sanctuary. The City Attorney was instructed by Council to prepare an ordinance and proclamation to this effect. SPECIAL COMMITTEES: Chief Wright met with Council to discuss the progress of the recommendations made by the Emergency Safety Committee in their letter dated January 8, 1968, and also discuss if this committee should be made a standing committee. Mayor Somers recommended that this committee become a standing committee. �- Recommendation was moved in form of a motion by Councilman Mager, seconded by Councilman Hamil and carried by unanimous vote. i f 6/3/68: reg: page 2 �� UNFINISHED BUSINESS: (- - A discussion was held on the Council's opinion and stand on the State's proposed decision for abolishing the City Sales Tax. A motion was made by Councilman' Mager to authorize the Mayor to write a letter to Representatives Ed Harris and Dean Neugent and Senator Schwartz stating that the City of Friendswood opposes the abolishment of the City Sales Tax on the basis that the State should not infringe on the right the State has already granted the cities to derive additional revenue. Motion was seconded by Councilman Hamil and carried by unanimous vote. The City has received a lease from the Community Public Service whereby they will lease an 8' x 30' section of their land located on FM 528 for the city's use to build a dog pound. The cost to lease this section of land would be $1.00 per year. Since water facilities are not located on this property at the present, Mayor Somers asked Chief Wright and Ken Toon to investigate the possibility of the City obtaining water from Mr. David Kocurek whose property is adjacent to the Community Public Service property, and report to Council as soon as possible. ( The monthly progress report on the Comprehensive Planning for the City of Friendswood has been received, and Council has been informed by Bovay Engineers that Interim Report No. 2 will be complete and delivered on or about July 1, 1968. NEW BUSINESS: Mayor Somers stated that Councilman Jim Mager will serve on the County Solid Waste Disposal Committee. ORDINANCES AND RESOLUTIONS: Resoluti6n-No. 8-68: A RESOLUTION APPROVING THE AGREEMENT DATED FEBRUARY 19, 1968 BETWEEN THE STATE OF TEXAS AND THE CITY OF FRIENDSWOOD FOR THE MAINTENANCE, CONTROL, SUPERVISION AND REGULATION OF CERTAIN STATE HIGHWAYS AND/OR PORTIONS OF STATE HIGHWAYS IN THE CITY OF FRIENDSWOOD; AND PROVIDING FOR THE EXECUTION OF SAID AGREEMENT. Councilman Hamil moved that this resolution be approved, seconded by Councilman Mager and carried by unanimous vote. r - I 6I3I68: reg: page 3 Ordinance No. 111E: AN ORDINANCE PROVIDING FOR THE APPROVAL OF THE AGREEMENT DATED JUNE 3, 1968 BETWEEN THE STATE. OF TEXAS .AND THE CITY i" OF FRIENDSWOOD FOR THE INSTALLATION, CONSTRUCTION, EXISTENCE, USE �( OPERATION, AND MAINTENANCE OF HIGHWAY SIGNAL PROJECT No. M-1844-2-4, AT THE LOCATION OF INTERSECTION GARDEN STREET IN THE CITY OF FRIENDSWOOD; PROVIDING FOR THE EXECUTION OF SAID AGREEMENT: AND DECLARING AN EMERGENCY. Councilman Mager moved that this ordinance be declared an emergency, seconded by Councilman Hamil and carried by unanimous vote. f.._' ...
