MINUTES OF THE REGULAR COUNCIL MEETING MAY 27, 1968
A regular meeting of the Friendswood City Council was held May 27, 1968
at 7:30 PM in the City Hall with the following members present:
Ralph W. Somers Mayor
James E. Mager Councilman
Ronald G. Hamil Councilman
Edward F. Stuart Councilman
Pat Gillespie Asst. City Secretary
with the following members absent, to wit: Thomas F. Woods, constituting
a quorum at which the following business was transacted.
CORRECTION AND APPROVAL OF MINUTES:
May 20, 1968: Regular: Approved as read.
ANNOUNCEMENTS AND COMMUNICATIONS FROM THE MAYOR:
A letter was received from Sen. A. R. Schwartz concerning the dissolution
of Galveston County Water Control and Improvement District 21 and informed
Mayor Somers that he was in agreement with the stand of this matter, and
will be happy to sponsor the legislation.
Mayor Somers has advised Mr. Travis Miller at HUD by letter that the
application for a HUD grant (WS-5-44-0195) will be in their office by
June 3, 1968.
Council has received a letter from Mrs. Jean B. Hurt, of the Friendswood
Forest Neighborhood Committee, asking that the City authorize placement of
a street sign at the intersection of Leisure Lane and South Clear Creek Drive,
Also, that a reflector be placed at the same point, due to a sharp turn with
deep drainage ditches between the two roads, which is a safety hazard. Council
agreed to the placement of a sign and reflector.
There will be a meeting on June 17, 1968 at City Hall, at 2:00 PM with the
Texas Highway Department representatives to discuss the proposed plan of a
four lane highway through Friendswood.

A Public Hearing Notice has been received from Texas Water Quality Board
concerning ahearing to be held June 25, 1968 at 1:00 PM in regards to
Harris County WCID #108, application for permit for proposed Sewer Treatment
[f Plant, to be located at the intersection of the north bank of Clear Creek
i and the northwesterly right-of-way of FM 528.
SPECIAL COMMITTEES:
Members of the Drainage Commission, Jim Shore, Frazier Doffie, Ken Truman
and Myron Worden, met with Council with the prepared report of the water
level data assembled by Mayor Somers during the recent heavy rains.
Jim Shore presented a report in regards to the provisions of drainage
on Clear Creek in the Enchanted Woods Subdivision with a statement that
he did not think proper easement had been obtained at the time the sub-
division was plotted. That it did not have the approval of the Friendswood
Drainage Commission, but that it was filed for recording in Galveston
County.
Considerable discussion evolved out of which a meeting was scheduled
tentatively for Monday, June 3rd, and the following ask to attend:
Houston National Bank representatives; Friendswood Drainage Commission;
Galveston County, Harris County Flood Control; Corps of Engineers and
the City Council.
I STANDING COMMITTEES AND DEPARTMENTAL:

Health/Safety: Councilman Stuart advised that since the new pick up has
been received, the fogging machine will now be purchased and will be
mounted on this truck.
Streets: Hauling of shell will begin this week for the hard surfacing
of the two miles of streets planned this summer Councilman Hamil advised_
UNFINISHED BUSINESS:
Malcolm Collins with Walsh Engineering advised Council that he had called
the officials at the Federal Office and asked again when they would inspect
the WPC-Tex-464 & 500 contracts, and was told that they were aware of the
long delay, but that they had not been able to get together with the State
Officials as yet to make the final inspection.
After some discussion, Councilman Hamil made a motion to proceed with the
application for the PL 660 grant which will serve the proposed high school
with sewer services which includes Sewer Plant #2. Motion was seconded
by Councilman Mager and carried by unanimous vote.

ORDINANCES AND RESOLUTIONS:'
i Third and Final Reading: AN ORDINANCE AMENDING RULE ONE (a) OF ORDINANCE
1 NUMBER 97 AND ORDINANCE NUMBER 106 CONCERNING TIME OF CITY COUNCIL MEETINGS,
REPEALING ORDINANCES OR SECTIONS OF ORDINANCES IN CONFLICT AND PROVIDING A
SEVERABILITY CLAUSE.
Motion to approve third and final or ordinance was made by Councilman Hamil,
seconded by Councilman Mager and carried by unanimous vote. "n
Resolution authorizing filing of application with the Department of Housing
and Urban Development, United States of America, for a grant under P.L. 89-117.
A resolution authorizing Mayor Ralph W. Somers to execute and file an
application on behalf of the City of Friendswood with the Department of
Housing and Urban Development, United States Government, for a grant to aid
in financing the construction of sewer lines south of Cowart Creek along
Winding Way, Merriwood Drive and FM 518, Briarmeadow Street, and an
assurance of compliance with the Department of Housing and Urban Develop-
ment regulations under Title VI of the Civil Rights Act of 1964.
Motion to approve the resolution was -made by Councilman Mager, seconded
by Councilman Hamil and carried by unanimous vote.
A resolution of the City Council of the City of Friendswood, Texas, granting
consent as provided by Article 970a Vernon's Annotated Texas Statutes, to
the formation of a reclamation district under the authority of Article 16,
Section 59, of the Constitution of the State of Texas, to be known as
Harris Countu Water Control and Improvement District No. 108, and embracing
within its boundaries 336.32 acres of land, more or less, situated in
Harris County, Texas, said area being herein more particularly described
by metes and bounds in Exhibit "A" attached hereto, upon the conditions
and provisions herein stated.
Mayor Somers stated that he was not disapproving of the formation of this
water district but that he did not approve of the resolution for the
following reasons: (1) It does not provide the the Clear Creek drainage
right-of-way which will be needed possibly within the water district
(2) It does not provide that the Friendswood Planning Commission will have
any say about the plotting of the area, although it is within the Friends-
wood extraterritorial jurisdiction. (3) It does not require any consent
or approval by the Drainage Commission.
For these reasons Mayor' Somers recommended that the resolution be sent
back to the City Attorney for these additions to .be stated in the resolution
before approval. After discussing this, Councilman Stuart moved to table
the resolution until next Council Meeting. Motion was seconded by Council-
man Hamil and carried by unanimous vote.

WARRANTS:
Motion was made by Councilman Stuart, seconded by Councilman Hamil to
approve Warrants Nos. 2158-2163; 3683-3688. Motion carried by unanimous
vote.

ADJOURNMENT:
Motion to adjourn was made by Councilman Mager, seconded by Councilman
Hamil and carried unanimously.
