*** MINUTES OF THE REGULAR COUNCIL MEETING MAY 6, 1968 ***
A regular meeting of the Friendswood City Council was held May 6, 1968 at
7:30 PM in the City Hall with the following members present:
Ralph W. Somers Mayor
James E. Mager Councilman
Ronald G. Hamil Councilman
Thomas F. Woods Councilman
Edward F. Stuart Councilman
Pat Gillespie Asst. City Secretary
Ody Jerden City Attorney
with the following members absent, to-wit: NONE, constituting a quorum at
which the following business was transacted.
CORRECTION AND APPROVAL OF MINUTES:
April 29, 1968: Regular: Approved as read.

COMMUNICATIONS FROM THE MAYOR:
Mayor Somers announced that L. B. Cline has been appointed by Council as
City Administrator and Coordinator.
The Library Board advises that Mrs. Pat Coffie has asked for a 6 months
leave of absence as librarian, effective July 1st. The Library Board has
recommended Pat Jones as substitute during Mrs. Coffie' s absence; to the
Rosenberg Library. No action is needed from the City Council concerning
this appointment.
PETITIONS AND COMMUNICATIONS:
Councilman Woods advised there is no report at this time on the progress of
the application for the HUD PL-600 contract.
Mayors Somers stated that since the decision where new dog pound facilities
will be located was tabled last week, the possibility of the City locating
a dog pound on the grounds of the Community Public Service C.ompany sub-
station on FM 528 west of Chigger Creek has been investigated and discussed
' with Mr. Charlie Mills of that company. A formal request along with
sketches of the proposed facilities has been sent to Community Public Service
for their consideration.

STANDING COMMITTEES AND DEPARTMENTAL:
Finance: Councilman Stuart reported that revenue from permits and water
and sewer taps are running well ahead of what has been expected.
Health/Safety: Councilman Stuart advised that the enforcement of our
wee ordinance needs to be given attention due to seasonal growth.
Councilman Stuart was advised to proceed with the acquiring of mosquito
fogging equipment.
UNFINISHED BUSINESS:
A discussion was held regarding the Council 's position concerning Sunmeadow
Utility District' s application for a permit to construct sewer facilities
in Sunmeadow Subd. Mayor Somers requested a poll from Council and after
discussion, the Council agreed unanimously to stand firm on their present
position to object to the construction of such sewer plant facilities.
Mayor Somers stated that since Council had reached a definite agreement
on their stand, he would recommend that a resolution be adopted stating
Friendswood's policy on satellite sewer plants within Friendswood's planning
area and to resist any present or future installation of such plants, and
the resolution should read as such:
"Be it resolved that the City of Friendswood objects to the establish-
ment and operation of smaller sewer treatment plants in the planning
area for which this Council is responsible. "
Councilman Mager moved that this resolution be adopted. Motion was
seconded by Councilman Woods and carried by unanimous vote.
Mayors Somers asked that a motion be entered whereby the City may spend
money without bids within the limits of the State Law. Councilman Stuart
moved this request, seconded by Councilman Woods and carried by unanimous ,,,

ORDINANCES:
Third and Final Reading: AN ORDINANCE PRESCRIBING RATES TO BE CHARGED
FOR DISTRIBUTION AND SALE OF NATURAL GAS WITHIN THE CITY, AND REPEALING ALL
OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.
Councilman Woods moved approving the ordinance on the third and final
reading. The motion was seconded by Councilman Hamil and carried unanimously.
An Ordinance Presented for First and Final Reading as an Emergency: AN
ORDINANCE PRESCRIBING PENALTIES FOR TRESPASS; MAKING UNLAWFUL THE ENTRY OF
ANY PERSON ON THE PREMISES OF ANOTHER AT NIGHT, UNDER SUSPICIOUS CIRCUM-
( STANCES; MAKING UNLAWFUL A TRESPASS UPON SCHOOL PREMISES WITHIN THE CITY
OF FRIENDSWOOD; PROVIDING PENALTIES FOR THE FOREGOING AND DECLARING AN
EMERGENCY.

Councilman Hamil moved approval of the ordinance on first and final
_ reading as an emergency. Motion was seconded by Councilman Mager and
( carried unanimously.
RESOLUTIONS:
BE IT RESOLVED THAT THE CITY OF FRIENDSWOOD OBJECTS TO THE ESTABLISHMENT
AND OPERATION OF SMALLER SEWER TREATMENT PLANTS IN THE PLANNING AREA FOR
WHICH THIS COUNCIL IS RESPONSIBLE.
A RESOLUTION CHANGING THE OFFICIAL FRIENDSWOOD NEWSPAPER FROM THE TRI COUNTY
SUN TRIBUNE TO THE SUBURBAN JOURNAL. 4.7t
WARRANT APPROVAL:
Councilman Stuart made a motion, seconded by Councilman Mager to approve
Warrants Nos. 2126-2135; 364273653. Motion carried unanimously.

Meeting adjourned.
