CITY OF FRIENDSWOOD
MINUTES OF THE REGULAR COUNCIL MEETING, APRIL 15, 1968
A regular meeting of the Friendswood City Council was held April 15, 1968,
at 7:30 P.M. in the City Hall with the following members present:
Ralph L. Lowe Mayor
Marvin L. Childers Councilman
Wiley W. Murrell Councilman
Thomas F. Woods Councilman
Edward F. Stuart Councilman
Ralph W. Somers Mayor-Elect
Ronald Hamil Councilman-Elect
James Mager Councilman-Elect
Pat Gillespie Asst. City Secretary
Ody Jerden City Attorney
with the following members absent to-wit: NONE, constituting a quorum at
which the following business was transacted.
CORRECTIONS AND APPROVAL OF MINUTES:
April 8, 1968: Regular: Approved as corrected.
COMMUNICATIONS FROM THE MAYOR:
Judge Ray Holbrook has written to Mr. Robert Baker, Executive Director
for the Moody Foundation, advising him of the unanimous vote of the Galveston
County Commissioners Court to support a new type of county-wide Library
Program. (see attached)
ORDER DECLARING RESULTS OF CITY OFFICERS ELECTION:
Order Declaring Results of City Officers Election was read by Mayor Ralph
L. Lowe. (see attached)
Councilman Woods made a motion, seconded by Councilman Murrell, adopting
a resolution accepting the results of the Election for Mayor and two Councilmen
held April 6, 1968. Motion carried by unanimous vote.

C OATH OF OFFICE:
Mayor Lowe expressed his appreciation for the opportunity to serve as Mayor for
the past two years.
Ronald G. Hamil and James E. Mager took the oath of office of City Councilmen.

Mr. Ralph W. Somers took the oath of office of Mayor.
Plaques were presented by Mayor Ralph W. Somers to Marvin L. Childers
and Wiley W. Murrell for their service as City Councilmen, and to Ralph L.
Lowe for his two years of service as Mayor.
Mayor Ralph W. Somers voiced his appreciation for the vote of confidence
by the people in electing him Mayor of Friendswood and pledged his leadership,
cooperation and service for the good of Friendswood and its citizens.
Mr. & Mrs. Ralph L. Lowe presented to the City a portrait of Mr. Frank J.
Brown, founder of the Friendswood Community. The artist was Mrs.
Margaret Eignus. The portrait was placed in the Council Chambers. The
portrait was accepted on behalf of the City by Mayor Somers.
Mr. Cecil Brown, son of the Founder, expressed his deep appreciation to
Mr, and Mrs. Lowe for this gift.
Recess:
PETITIONS AND COMMUNICATIONS FROM THE MAYOR:
The Texas Water Quality Board hearing regarding the Sunm.eadow Municipal
Utility District's application for sewer discharge permit has been postponed
until May 15, 1968 at 1:00 P.M.

f National Library Week will be observed April 21 - 27, 1968. Mayor Somers
proclaimed that this week should be observed in Friendswood. A membership
drive will be conducted by the Friends of the Library, starting with a Coffee
on Friday, April 19th at 10:00 A.M. at City Hall.
CALL OF SPECIAL ELECTION:
Mayor Somers read the official notice calling a special election, as required
by law for the purpose of electing one councilman to fill the unexpired term
of Ralph W. Somers. Said Election to be held June 15, 1968, at City Hall.
SPECIAL COMMITTEES AND DEPARTMENTAL:
Utilities:
Mr. A. E. Fawcett with Texas Water Wells, Inc. , appeared before Council
to give his opinions as to what is causing the sanding problem at Water Well No. 2
and to estimate the cost tb eliminate this problem.
Mr. Fawcett stated that he was not in favor of using the TV camera at this
time, and recommended pulling the pump first and to try to find the source of
the trouble by means of a hydrological analysis. This analysis would cost
approximately $500. 00. After this survey and analysis, Mr. Fawcett would
inform Council of his findings, and if the results of these tests are what he
believes them to be, then the total estimated cost of repairing this well would
be between $2500. 00 and $3000. 00.

Councilman Woods made a motion that under the Mayor's direction, the well
_ be inspected and repaired up to a ceiling price of $3, 000. 00. Motion was
seconded by Councilman Stuart and carried by unanimous vote.
- Health/Safety:
Councilman Stuart informed Council that he had investigated the sewer problem
at the Miertschin residence in the Almas Perdidous Subdivision and under-
stands what is the cause for this trouble and that now he is in a better position
to try to help solve the problem.
APPOINTMENTS:
Mayor Ralph W. Somers asked Council to approve the re-appointments of
Judge William B. Patton as Corporation Court Judge and Chief J. M. Wright
as Chief of Police.
Councilman Mager made a motion to honor these appointments. Motion was
seconded by Councilman I-Tamil and carried unanimously. . :�..
NEW BUSINESS:
Mayor Somers instructed Ody Jerden, City Attorney , to prepare an amendment
to the present ordinance, amending Rule #1 changing the regular council
meetings to be held on the .lst and 3rd Monday of each month at 7:30 P.M.
instead of every Monday of each month. 'the other Mondays to be open workshop
sessions.
Councilman Woods made a motion for approval of this amendment to the present
ordinance. Motion was seconded by Councilman Stuart and carried by !y
unanimous vote.
WARRANT APPROVAL:

Warrants # 2091 - 2097, #3600 - 3607 approved by motion of Councilman Stuart,
seconded by Councilman Woods. Motion carried by unanimous vote.
