HomeMy WebLinkAboutCC Minutes 1968-03-18 Regular Approved as corrected 3/25/68 , STATE OF TEXAS X COUNTY OF GALVESTON CITY OF FRIENDSWOOD MINUTES OF THE REGULAR COUNCIL MEETING, MARCH 18, 1968 A regular meeting of the Friendswood City Council was held March 18, 1968, at 7:30 P.M. in the City Hall with the following members present: Marvin L. Childers Mayor Pro-Tem Wiley W. Murrell Councilman Ralph W. Somers Councilman Thomas F. Woods Councilman Edward F. Stuart Councilman Pat Gillespie Asst. City Secretary with the following members absent to-wit: Mayor Ralph L. Lowe, constituting a quorum at which the following business was transacted. Fossler George Offenhauser Lucille Germany John Tuffy L. B. Cline Ken Toons Terry More Jim Mager CORRECTIONS AND APPROVAL OF MINUTES: March 11, 1968: Regular: Approved as corrected. COMMUNICATIONS FROM THE MAYOR: A letter was received from Mrs. Helen Cline, Secretary-Treasurer of Friendswood Library Board notifying Council of the resignation of Jean Hurt from the Library Board with a recommendation that Pat Anderson be appointed as a replace- ment. Councilman Woods made a motion to honor this request, seconded by Councilman Murrell and carried by unanimous vote. The Board also advised that Mrs. Helen Pesman has resigned as Chairman and Mrs. Ruth Maloney elected as Chairman of the Library Board. The Galveston County Citizens have been invited to attend a workship meeting to be held on Tuesday, March 26, 1968 from 7:30 P.M. to 9:30 P.M. at the Galvez Hotel in Galveston to study and discuss the report and plan for the Galveston County Mental Health-Menthal Retardation Center. i 3/18/68: reg: page 2 A motion was made by Councilman Somers to have Mr. Ken Truman represent ` Friendswood at this workshop meeting, seconded by Councilman Stuart and voted unanimously. A letter has been sent to Mr. Paul Milligan, Surveyor, requesting again the right-of-way survey on the W. B. White properties, Lot 10, Block 3, Lot 1, Block 5 of the Friendswood Subd. (See Attachment) . Mr. S. M. Luczkowski, President of Kingspark-Whitehall Civic League has witten a letter to Council in regards to the City Building Code set-back requirements being violated. (See Attachment) . A letter of clarifi- cation of the action taken by the City Council from Mayor Lowe has been sent to Mr. Luczkowski. (See Attachment) . The Clear Lake Area Hospital Authority will meet at 5:00 p.m. , Monday, March 18, 1868 at the Seabrook City Hall to discuss and make decisions concerning Hill-Burton Application, Feasibility Study, Financial Program, selection of an Architect and the establishment of Committees to pursue these several objectives. Councilman Somers stated that he had talked with Mr. Paul Cravey, President of the Authority, and was told that elected officials and doctors of this area could not participate on these committees. PETITIONS AND COMMUNICATIONS: Jim Shore, Frazier Coffie, Ken Truman and Myron Worden of the Drainage District met with Council to give them an up-to-date report of what the District is doing, and to discuss probelsm they are encountering and listen to whatever suggestions the Council might offer in order to resolve some of these problems. Council suggested that the Drainage District should plan to attend a regular Council Meeting, perhaps once a month, to keep them informed so that they can assist the District in regards to drainage. Mrs. Lucille Germany appeared before Council to publicly protest the Sunmeadows Municipal Utility District's application to the Texas. Water Quality Board for a permit to discharge 250,000 gallons per day of sewage from a proposed sewage treatment plant located approximately three miles southwest of Friendswood. It is reported that this waste water will be discharged into Chigger Creek approximately 200 feet. downstream from the common line of Mary Sloan Survey, A-184, and the William Henry Survey, A-84, then down- stream approximately 5 miles into Clear Creek Council advised Mrs. Germany that they were opposed to the construction of sewerage treatment facilities to Sunmeadows Municipal Utility District,;atd­: that Friendswood is willing and able to process their sewage. Correspondence to this effect is on file in the City Office. A public hearing on this application will be held in the Auditorium of the Bank of the Southwest Building, 910 Travis in Houston at 1:00 P.M. , April 16, i 1968, to determine the conditions, if any, under which a permit may be granted. 3/18/68: reg: page 3 / Council suggested that those who would be affected by the construction of this sewerage treatment plant should protest directly to the Texas Water Quality Board by letter, and should appear at this meeting to personally protest. Mr. Robert A. Gardiner appeared before Council to complain about the condition of his driveway due to construction. Mr. Gardiner stated that he felt that it is the contractor's obligation to replace it due to the fact that it;.is . cracked in four places and has moved sideways toward the street about three inches. Mercer Construction Company stated that they did plan to replace this driveway for Mr. Gardiner. Mercer Construction Company reported all that is lacking on WPC-Tex464 is clean-up work, which should be completed this week if weather permits. As soon as this work is done, this contract can be finaled out by the engineer and submitted to Council. Mr. Bill Mercer made an appeal to the Council for any available funds that the City might have to apply against the Quakers Landing job, or any job that the City can release funds on as soon as possible, due to the fact that their capital loan at their bank has almost reached its limit. STANDING COMMITTEES AND DEPARTMENTAL: Streets: Councilman Somers reports that Castlewood bridge was topped this week. Utilities: Mr. Fawcett with Texas Water Wells, Inc. reports that he is unable to tell at this time what is causing the sanding problem on Water Well #2, and recommends that a log be run to determine just what is causing this problem. The approximate cost of this log would be $500.00: Terry Council instructed -Moore to first have the faulty check valve replaced to see if this would help eliminate or eliminate the sanding. If this does not work, then to instruct Texas Water Wells, Inc. to use the TV camera to locate the source of the problem. Water Well #1 is down. Bearings could possibly be burned out. Texas Water Wells has been called to check this out. NEW BUSINESS: Terry Moore reported to Council that the 1964 Chevrolet pickup stop running and had to be hauled into the shop. Mayor Lowe -called Bud Brown Ford Company and° obtaiaed-^an'estimate of what a new pick up would cost. Cost as follows: City cost $1903.26, trade-in on chevrolet 350.26; total price $1553.00. Council's decision was to have the truck repaired at an estimated $285.00 WARRANT APPROVAL: Warrants #3534-3541-3553 and #2038-2043 approved by motion of Councilman 'Stuart, seconded by Councilman, Woods. MEETING OF MARCH 18, 1968 CLOSED PORTION: Personnel After discussion Councilman Murrell made a motion to grant Terry Moore a raise in salary from $525.00 per month to $550.00 per month, effective March 15, 1968.
