Lowe Mayor Marvin L. Childers Councilman Wiley W. Murrell Councilman Ralph W. Somers Councilman Thomas F. Woods Councilman Edward F. Stuart Councilman Artha Wright City Secretary Pat Gillespie Asst. City Secretary Ody Jerden City Attorney with the following members absent to-wit: NOPIE, constituting a quorum at which the following business was transacted. Foy CORRECTION AND APPROVAL OF MINUTES: February 26, 1968: Regular: Approved as corrected C OMMUNICATI ONS FROM THE MAYOR: Mr. Lee Brawner with the State Library Board advised Mayor Lowe by letter (2/26/68) that the Friendswood Public Library Project can now be considered for funding in the 1968 construction program. Governor Connally has acknowledged by letter receiving the Council ' s request to be on the agenda for the special session of the legislature regarding the dissolution for a portion of Galveston County WC-ID ,s#21. 3-4-68: reg: page 2 � Mayor Lowe will meet with Mr. Frank Mitchell, Asst. Flood Control Engineer for Harris County and Developer, Mr. Bill Williams at 9: 30 a.m. Tuesday, March 5th to workout a plan for Harris County and Galveston County to work together wing the $100,000 tenta- tively approved by both counties to clean up Clear Creek. Another meeting will follow with Galveston County Judge Ray Holbrook, Galveston_ County Engineer, Jim Horten, Harris County Judge Bill Elliott, and Commissioner Kyle Chapman. The purpose of this meeting will be to try to reach an understanding that will benefit the citizens of Friendswood in regards to the Clear Creek Project. PETITIONS AND COMMUNICATIONS: Bovay Engineers - Comprehensive Interim Report 1: Councilman Childers read the introduction to the Comprehensive Interim Report 1 which explains what this plan is designed for in relationshipto community needs. Attachment #1 Messrs. Gil Dickson, Charles Schaeffer and Harold Barr with Bovay Engineers presented to Council, the Planning Commission and interested citizens the Interim Report No. 1 of the Comprehensive Plan for the City of Friendswood. Houston Natural Gas Corp: At the request of Mr. Joe Foy of Houston Natural Gas Corp, Mr. Foy met with Council to give this corporation' s views on the City of Friendswood owning its municipal natural gas distribution system. A lengthy discussion followed with Mr. Foy, members of the Council and the audience. STANDING COMMITTEES AND DEPARTMENTAL: Utilities: Councilman Murrell - Since we are behind in the install- ation of water and sewer taps the following proposed contract of Bost Ditching Service has been accepted by motion of Councilman 4 Murrell, seconded by Councilman Somers and carried unanimously. Double water taps material included $60.00 ea. Single water taps material included $52.00 ea. 3/4" tubing for water services $ 1.10 ft. (meters to be furnished by City) Sewer taps (material to be furnished by City) $35.00 ea. UNFINISHED BUSINESS: Mercer Construction Company has requested that the $6000.00 retainer fee for WPC-Tex-464 Contract be paid to them to close out the contract, and requested Council to accept a check in the amount of $500.00 for the City to use to cover the cost of the clean up detail work according to the contract specifications. This request was not accepted by Council. SPECIAL COMMITTEES: The Friendswood Garden Study Club and The Heritage Gardeners have requested Mayor Lowe to proclaim the month of April as "Operation Sparkle" month to clean up, paint up, fix up Friendswood. 3-4-68: reg: page 3 Councilman Woods has agreed to assist these groups on this project. Motion was made by Councilman Woods to honor this request, seconded by Councilman Murrell and voted unanimously. ORDINANCES AND RESOLUTIONS: FINAL BEADING: AN ORDINANCE AMENDING ORDINANCE NUMBER 58 CONCERNING THE PLACEMENT OF STOP SIGNS AT CERTAIN INTERSECTIONS IN THE CITY OF FRIENDSWOOD, AND PROVIDING ADDITIONAL LOCATIONS FOR SUCH STOP SIGNS. Final reading passed and approved by motion of Councilman Woods, ' seconded by Councilman Murrell. Motion carried by unanimous vote. WARRANT APPROVAL: Warrants #2012 - #2022 and #3513 - #3522 approved by motion of Councilman Stuart, seconded by Councilman Childers. Motion carried by unanimous vote. Meeting adjourned.
