HomeMy WebLinkAboutCC Minutes 1968-02-12 Regular jZ// MINUTES OF THE REGULAR COUNCIL MEETING, FEBRUARY 12, ig68 A regular meeting of the Friendswood City Council was held February 12, 1968, at City Hall, 7: 30 P.M. Present were Mayor Pro-Tem Marvin L. Childers; Councilmen Wiley W. Murrell, Ralph W. Somers , Edward F. Stuart, Thomas F. Woods ; City Secretary Artha Wright . Also present were James F. Bem, Ed Mc Laren, Larry G. Thornhill, C . T. Abbott, Stanley Luczkowski, John Tuffy, Mary Prude, Glenda Warren, Robert Mora, Ken Toon Terry Moore, John Stonecifer, Milton Windler, Tom Chambers , William Lundberg. ( 15 ) Communications From the Mayor : Final Filing for Candidates will be March 7, 1968; 5 : 00 P.M. Drawing for position on ballot will be directly after the 5 : 00 P.M. deadline. Councilman Childers and Councilman Murrell both stated for the record that they would not seek re-election. Correction and Approval of the Minutes : February 5, 1968 : regular; stood approved after correction, by motion of Councilman Woods, seconded by Councilman Murrell. Motion carried by unanimous vote . Petitions and Communications : Mr. , m T VY-1!11aLu nub erg, County Heal}h Department, appeared before Council to discuss their recommended method of rat control. The poison used would cost us 300 a pound . It is considered a comparatively safe poison because it must be eaten several times to be effective . It causes internal hemorrhaging after three to five doses . Small feeder boxes - large enough for a rat to get into a coffee can full of the cornmeal based poison, covered, but with an approximate four inch crawl space for entry. It should be labeled "P 0 I S 0 N" and a sign should also be erected at the site of each bait box designating that it is poison. Mr. Lundberg knew of no incidents of damage to pets or children in their experience with this method . C . T. Abbott recommended that the City install a night depository for utility bill payments . This will be investigated by Mr. Cline . Terry Moore requests that he be sent to the Texas A&M Short Course of the Water and Sewer Works Association which will be held in College Station March 3 - b, 1968. Councilman Murrell made a motion, seconded by Councilman Woods , that Mr. Moore be authorized to attend this short school; that the e«penses paid will be bused on the on-campus costs . Motion carried by unanimous vote . Sta_zdino Committees and Departmental : Streets : Ken Toon reports that the cleaning of ditches along 1�ettilTPCe F :18 and FM Div is on t`_e current wort{ schedule . 2-12-68:reg: 2 A� In the area of needed street repair by Mercer Construction, the holes to be patched will be circled in yellow paint to make them more easily seen for the necessary repair that is required to put these streets in at least as good a condition as they were in before the installation of the sewer lines . William C . Walsh reports that the ditching in Friendswood Forest will be corrected. He will shoot the grade and Mercer Construction will come on with a grade-all and re-cut these ditches . Utilities : Councilman Somers mentioned that there is a problem in properly maintaining ditches in the Kingspark-tiv-hitehall area where fences have been erected beyond the property lines and over the utility easements . Mr. McLaren of that area stated that even when the fence ma,, have been .installed properly the erosion of the ditch has cut down the width of the easement considerably. The representative members of that area ' s civic club were asked to bring this subject up at their next meeting. Unfinished Business : Motion: Letter to Texas Highway Department : Councilman Woods made a motion to un-table the motion made February 5, 1968 (page 3 , New Business ) Motion seconded by Councilman Somers and carried by unanimous vote . - Councilman Childers made a motion, seconded by Councilman Stuart, that a letter be written to the Texas Highway Department approving the location of the proposed Alvin/Houston Freeway between Pear•land and Friendswood. There was considerable discussion of this freeway among the Council and attendees . Some felt that this would be detrimental to the Friendswood area by encouraging more truck and other vehicular traffic, by encouraging development of areas that would bring a low tax dollar per capita with too rapid a growth rate . Others felt that it was not wise to discourage growth by creating inaccessability. Councilman Somers suggested that those who are interested in an orderly growth of the Friendswood area should take an active interest in the Comprehensive Plan now in progress through the Planning Commission and Bovay Engineers . j.. After a brief intermission, Mayor Lowe took the Chair and imparted the following communications : There has been mention made by State officials of the possibility of all areas in the state, not already in a junior college taxing district, being assigned to one . It has been suggested that an audit of the Corporation Court be made for the last two years , and then become a regular process . Mayor Lowe ascertained, while in Austin on February 6th, that the correct amount of the federal grant for sewer is $56, 060. 00; that the funds will probably be available by the end of this week. -2- 2-12-68:r•eg: 3 The Houston/Galveston Area Council has invited Friendswood to attend a meeting concerning the Galveston Bay Study. Mayor Lowe plans to attend this meeting. The Texas Highway Department will hold a meeting on February 26 to discuss among other items the possibility of making FM 518 (Friendswood Drive ) through Friendswood a four lane highway, and the plans for• continuing FM 2351 (Choate Road ) on through to the Gulf Freeway. Judge Ray Holbrook will be present . All interested citizens are urged to attend. In a letter from the Texas Highway Department it was stated that Choate Road is scheduled for• completion by March 1, 1968. The Galveston County Historical Survey Committee has notified us that a marker, designating the historical marker in front of the Quaker• Church, will be erected at the FM 518/528 intersection. Warrant Approval : Councilman Stuart made a motion, seconded by Councilman Woods, that warrants #1967 through 1973; and #3470 through 3480, be approved; That #3469 be held pending further clarification. Motion carried by unanimous vote . Adjournment : Councilman Murrell made a motion of adjournment, seconded by Councilman Childers . Motion carried by unanimous vote .
