HomeMy WebLinkAboutCC Minutes 1968-01-29 Regular MINUTES OF THE REGULAR COUNCIL MEETING OF JANUARY 29, 1968 A regular meeting of the Friendswood City Council was held January 29, 1968, at City Hall . Present were Mayor Ralph L. Lowe; Councilmen Marvin L. Childer•s , Wiley W. Mur•rell, Ralph W. Somer•s , Edward F. Stuar•t, Thomas F. Woods; City Secretary Artha Wright. Also present were Leah North, C . T. Abbott, J. E. Mager, Tom Grace, Tony Banfield, J. Van Bockel , Ken Toon, Stanley Faber . (8 ) . Correction and Approval of Minutes : January 22, 1968 : _regular : stood approved as read. Communications from the Mayor : Annalea Subdivision is having an organizational civic meeting February 1, 1968 at 7 : 30 P.M. at City Hall . There will be a luncheon meeting at the Airport Inn in the Mediterranean Room to discuss state supported library system. Among those attending will be Lee Brawner - Stag Library Board , Marie Schultzs , Judge Ray Holbrook and Gerald Coleman - Houston- Galveston Area Council Director. Petitions and Communications : iir . Tom Grace, Chairman of the Friendswood Planning Commission- presented a letter requesting variances in certain lot sizes due to street curvatures . After• discussion Councilman Stuart made a moti_on, seconded by Councilman Woods, that -vie accept the Planning Commission' s recommendations to grant variances requested in letter to the Planning Commission from Robert C . Atkinson of Edminster Engineering Company except lots 8 thru 11 in Block 2. Motion carried by unanimous vote . (#1 ) At the February 12th Planning Commission meeting, Bovay Engineers will discuss the initial progress report on the Urban Planning for the City of Friendswood. Order• and Notice of Election Mayor Lowe read the Order and Notice of Election to be held April 6, 1968, to elect a mayor and two councilmen. James B. Shore has agreed to serve as election judge . Standing Committees and Departmental : Police Department - Chief Wright talked with the Council about the various matters handled by the Police Department comparing 1-29-68: reg: 2 J� 1966 with 1967. The figures showed that the trend followed a normal growth problem. However, the accident rates showed a startling jump of 250% in 1967 over 1966. Mr . Tom Crook, Auxiliary Patrolman, presented working charts showing the occurance of accidents by hour of day, day of week, week of the month, month of year . The Annual Police report will contain a complete resume for the year 1967. Chief Wright discussed briefly with Council three major needs of the Police Department. The three needs would be (1 ) additional equipment for communications, ( 2 ) additional space in the department for records and other pertinent equipment, (3 ) equipment of auxiliary policemen ' s private vehicles for use as back-up units when necessary. Streets - Councilman Somers reports there is poor drainage in several areas which was particularly noticeable during the heavy rains . Improvement of this situation by clearing culverts Trjill be done in the immediate future . Utilities - Councilman Murrell reports that the 75 H. P. motor at Well No. 2 is out of service , It is scheduled to be repaired within the next two days . Warrant Approval: Councilman Stuart made a motion, seconded b,Y Councilman Somers, for approval of warrants #1944-48; #3438-43 . Motion carried by unanimous vote . Meeting recessed to closed personnel meeting. Adjournment : Councilman Somers made the motion of adjournment, seconded by Councilman Woods . Motion carried by unanimous vote . Pat Gillespie be hired as Assistant City Secretary at a salary of $400. 00 per month; that Mrs. Ar-tha Wright, City Secretary, be given a salary of $4 05. 00 per month for the duration of her employment. Motion passed by the follow- ing vote : For: 4 : Councilmen Murrell, Somers, Stuart, Woods ; Against: 1 : Councilman. Childers .
