A regular meeting of the Friendswood City Council was held January
22, 1968, at City Hall.
Present were Mayor Ralph L. Lowe; Councilmen Marvin L. Childers,
Wiley W. Murrell, Ralph W. Somers, Edward F. Stuart, Thomas F. Woods ;
City Secretary, Artha Wright.
Also present were Guy Odom, Malcolm Collins, Terry Moore, C . J. Abbott,
J. Browning, M. J. Saurenman, F. Chalfont, Mr. & Mrs . David McCraw,
Leah North, Tony Banfield, Don W. Welch, Stanley Faber, Ken Toon,
John Cochran, Tom Chambers, W. L. Asendorf. ( 17)
Correction and Approval of Minutes :
January 15, 1968 : regular : stood approved as read.
Communications from the Mayor :
Our new Police car has been in service for about a week now.
We owe many thanks to Sheriff J. B. Kline . Since our car was not
in yet, he let us have one of their units , ahead of his own personnel.
Commissioner Jack Lawrence reports that the paving of Sunset
Drive is in this year ' s budget; and that the County will again give
us assistance in our road program.
Petitions and Communications :
Guy R. Odom, President of Norwood Homes , Inc. appeared before
Council to discuss his written request for a variance on 26 houses
for side yard set-back. (#l ) . After discussion of the problems
involved, and the fact that the plat was approved and recorded before
this SID was in the City, Councilman Somers made a motion, seconded
by Councilman Murrell, that this request for variance, per letter
from Guy R. Odom dated January 18, 1968 attached herewith, in the side
yard set-back of 5 ' minimum for 26 houses listed in said letter, be
granted. Motion carried by the following vote : For : 4 : Councilmen
Murrell, Somers, Stuart, Woods; Against : 1 : Councilman Childers .
K. B. Jones : Vacation: Council agreed to honor the request of
Mr . Jones for three days vacation February 29, March 1 and 4 to attend
his son' s wedding in Illinois . These three days are left over from
his 1967 vacation time due.
Standing Committees and Departmental :
Finance : Councilman Stuart reports that the December financial
statement is in, and shows en of the year balance (cash) of
$2,867. 02 in the General Fund and $19, 012. 69 in the Utility Fund .
The annual audit for 1967 is being prepared now.
Police De-Qar•tment : Councilman Childers reports that Chief Wright
will appear before ouncil at t e next mee ing, January 29, 1968, to
give an overall report of the Police Department - its progress,
problems, recommendations .

Bovay Engineers will attend the February 12th meeting of the Planning
Commission and Council to give a progress report of our Comprehensive
Plan.
Malcolm Collins of Walsh Engineering presented for study, the
preliminaries on sewer plan layout, and planning profile of north
interceptor trunk line from Quaker ' s Landing to just beyond Choate
Road .
Ordinances and Resolutions :
Third reading: AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS
ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF ARTICLE 6701D, VERNON' S
TEXAS CIVIL STATUTES, UPON THE BASIS OF AN ENGINEERING AND TRAFFIC
INVESTIGATION, UPON CERTAIN? STREETS AND HIGHWAYS, OR PARTS THEREOF,
WITHIN THE CORPORATE LIMITS OF THE CITY OF FRIENDSWOOD, AS SET OUT IN
THIS ORDINANCE; AND PROVIDING A. PENALTY OF A FINE NOT TO EXCEED $200. 00
FOR THE VIOLATION OF THIS ORDINANCE. (30 MPH Westwood Elementary School )
Ordinance passed and finally approved by motion of Councilman
Woods, seconded by Councilman Murrell . Motion carried by unanimous vote.
Warrant Approval: y)�
Councilman Stuart made a motion, seconded by Councilman Somers,
for approval of warrants # 1934 through 1943; and # 3430 through
- ,`4 3436. Motion carried by unanimous vote .
Councilman Childers made a motion, seconded by Councilman Murrell,
to approve payment of $100. 00 for this year ' s membership in the
Houston/Galveston Area Council. Motion carried by unanimous vote .
