HomeMy WebLinkAboutCC Minutes 1968-01-15 Regular MINUTES OF THE REGULAR COUNCIL MEETING, JANUARY 15, 1968 A regular meeting of the Friendswood City Council was held January 15, 1968; 7 : 30 P.M. at City Hall. Present were Mayor Pro-Tem Marvin L. Childers; Councilmen Wiley W. Murrell, Ralph W. Somers, Edward F. Stuart, Thomas F. Woods ; City Secretary Artha Wright; City Legal Advisor Ody Kent Jerden. Also present were Leslie Cowart, Robert R. Jones, Larry Thornhill, Stanley Luczkowski, C. T. Abbott, Leah North, Elda Matheny, Charles Macy, Jim Henry, Ken Toon (10) Petitions and Communications : Charles Macy, General Manager of K'TVV-TV, Channel 16, spoke to the Council about the new television station that will be located in the Friendswood area. It will be a full color station, 3. 39 million watts broadcasting 15 hours a day with 3 hours five days a week devoted to community programming for the participating towns in its broadcast area . It is scheduled to start regular broad- casting Monday, February 19, or 26, 1968 at the latest. It is an independent station with no network affiliation. Kingspark-Whitehall Civic League : Members, appeared before Council to request consideration-to the following points : Speed Limit Signs - A traffic study must be made for an ordinance to set speeds before signs can be erected that would be legally enforceable . Bad condition of Mary Ann extension that runs by the football stadium - This road is being shelled at this time . It cannot be permanently paved at the present time . Street light at the intersection of Friendswood Drive (FM 518 ) and Stratmore Drive - This light has been included in the survey of needed lights in the newly annexed area. Councilman Woods made a motion, seconded by Councilman Somers , that a street light be ordered from Community Public Service immediately for this intersection; that if a "nite-liter" could be installed faster than a regular street light, that it be installed until the regular light can be obtained and installed . Bid Opening : Road-Bore, Choate Road : Mora Construction Company $1,592.42 Bost Ditching Service 1,5315 .50 Councilman Somers made a motion, seconded by Councilman Woods, that the bid of Bost Ditching Service for Road Bore on FM 2351 and installation of 8" water main from existing 8" water main to existing 6" water main in W.C .& I.D. 721, be accepted. Motion carried 'gy unanimous vote . - 1-15-68 : reg: 2 Unfinished Business : Council discussed implementation of "dog ordinance" ; amendments to Section 9 and Section 10, and to add to Section 10 that the Humane Officer be made a member of the Police Department and be under the jurisdiction of the Chief of Police . Mr. Lesly Cowart, an auxiliary policeman of Friendswcod appeared before Council to express his interest in the appointment as Humane Officer . Further consideration will be given to this matter after Chief Wright has made a detailed study of the manner in which the ordinance shall be enforced . Fire Station Water Valve : Ken Toon agreed to repair the leaking valve on water hydrant at Fire Station. Castlewood Bridge : K. B. Jones is requested to investigate condition and cause of the gap at Castlewood Bridge . It can be asphalted on top, but what is underside condition? Norwood Homes , Inc. Side Yard Setback: Council directed that a certified letter be sent to the udder of certain houses that are being laid out without the proper side yard side back; that they are in violation of Ordinance #23 and; that no permits can be issued until this condition is rectified. Warrant Approval : Warrants #1928 through 1936; and #3401 ; 3423 through 3439 were approved by motion of Councilman Stuart , seconded by Councilman Somers . Motion carried by unanimous vote .
