MINUTES OF REGULAR MEETING OF CITY COUNCIL, OCTOBER 3, 1966.
A regular meeting of the Friendswood City Council was held
October 3, 1966; 7:30 P.M. at City Hall.
Present were Mayor Ralph L. Lowe; Councilmen Marvin Child-rs,
William E. Davidson, Harry M. Hatcher, Wiley W. Murrell;
Legal Advisor Ody Kent Jerden, City Secretary Artha Wright.
Also present were R. J. KPnnpdy, Mrs. R. R. Bilderback,
Mrs. H. T. Matheny, Marie Moore, Betsy Murrell, Ellen Andrews,
Jack Andrews, Bill MollAy, J. R. May, Mr. & Mrs. L. D. Thorn,
John B. Quigley, K. B, Jones, Rella Giamalva, Harry H. Jones,
Nyda Williams, Sue Evans, Uel Clanton, Ron Hamil and Fowler Barton.

Correction and Approval of Minutes;
September 19, 1966: Regular: stood approved after cor•r-ction.
September 20, 1966: Special: stood approved as read.
September 26, 1966: Special: stood approved as read.
Communications from the Mayor:
The Civil Defense, under Joe Jones, is conducting a
standard First Aid Course; Tuesdays and Fridays from
September 20 through October 4.
More than 2/3 of the eligible voters cast their votes in
the School Board/Bond election October 1, 1966.
The State Highway Department says that Plans and Specif i-
cations for FM 2351 (Choate Road) are 95% complete.
The Board of Equilization has taken care of all but one
of the few problems that were presented to them. This one
remaining question of equilization should by cleared up shortly.
Mr. Cecil Brown, Sr, was appointed to represent th- City
on the County Indigent Care Committee. Since Mr. Brown is ill,
Mr. Raymond Nelson has agreed to serve in this capacity.
Our Engineer, William Walsh, has talk-d to Mr. Hudson Caro
requesting a set of engineering plans of W.C.& I.D. #21,
Mr. Walsh was told that th-se plans would be availabl- last
Monday. When Mayor Lowe checked with Mr. Caro for th-s- plans,
he was told that Mr. Caro did not feel that he should giv- out
any information on W. C.& I.D. #21. Any one int-rest-d in
any information on this district should go dir-etly to the
! W.C.& I.D. #21 board.

Mayor Lowe read from an editorial in the Progress. . . .
"this town (Friendswood ) appears to be moving, however toward a
happy balance between the old residents and the more sophisticated
new-comers. In fact, Friendswood can draw a crowd of inter-stad

citizens to carry its share of the load on almost any issue
that comes up. . . " Mayor Lowe said that he was very pleased
1_7 with the comments of the Progress.
Petitions and Communications :
Jack Andrews - Sewerage Cleanout - Charges
Mr. and Mrs. Jack Andrews of 305 Virginia Lane, Annalea S/D
appeared before the council to report that during the last
nine months or so, they had a total of $97. 00 in plumbing bills .
After several plumbing calls which did not solve their sewerage
problems, one plumber found that the manhole serving their
home was partially stopped up with debris. They felt that
perhaps the city should pay at least some of their plumbing
bills, since the fault apparantly was in the city facility.
There was discussion of the problem. Council felt that
with their limited money and personnel, they could not pay
for these bills; but, that a policy of routine inspection and
necessary maintenance must be established as soon as possible.
Community Public S-rvicp - Letter; Low Voltage :
A letter was read from Charles 0. Mills, Manager, Community
Public Service; dated October 3, 1966; Re : possible low
voltage condition existing in Fri-ndswood. (attachment 1; la)
Special Committees:
Beautification Committee Report :
Councilman Murrell presented the Beautification Committee
Report : (attachment 2) .
Councilman Murrell.-.made a motion seconded by Councilman Davidson
that the Mayor proclaim October as Clean Up Time for the City
of Friendswood.
Mayor Lowe read the proclamati.on; (attachment 2a )
Gas Committee:
Mayor Lowe, in the absence of Councilman Somers, reports that
the Gas committee has most of the facts gathered for their
report; that after one or two more committee meetings; their re-
port should be completed; and will be presented to the Council
at the next regular meeting.
Garbage Committee:
Councilman Hatcher presented the Garbage Study Committee
Report: (attachment 3 ) . There was discussion of the
report. Mr. Barton was present to answer questions.
Mr. Barton stated that he would put a hand stamp on each
bill to inform his customers of the three 20 gallon can
limit per pick-up; that any one so requesting, would receive refund if they were moving.

Standing Committees and UeRartmental:
Finance:
Councilman Davidson made a motion seconded by Councilman Murrell
that the cost of the NCR machine ($1200.00) and the service
maintenence contract ($200.00) be reappropriated; that it be charged
to the Utilities Department rather than General Fund. , Notion carried
by unanimous vote. Ow
Streets, Etc.
In the absence of Councilman Somers, Mayor Lowe made a report on
Phase 1 of the Drainage program ($1000.00) that was approved
recently. To date, $.965.98 has been spent for drainage and the work
done on Friendswood Drive, C learview Avenue, Spreading Oaks Avenue
and Quaker Drive. (Culvert pipe, Equipment and Labor) This includes
the balance of the work which will be completed in the morning.
Mr. Kennedy reports that the repair of Castlewood Bridge will be
started as soon as the new ditching machine is delivered. This
machine will dig out the sheel etc. behind the wingwall;
Community Public Setvice will assist in angering holes for
additional pile; then the final carpentry work may be completed.
Melody Lane has been graded and shelled by the County. We are, at
present, investigating the possibility of annexing this road right-
of-way.
Police, Department:
Councilman Childers stated that the cost study submitted by Chief
Wright gave an estimated cost of $508.00 to install the proper speed
limit signs throughout the city. It was decided that this project
should be postponed until 1967 because of budget limitations.
Aft I er discussion of the request of Lori Woods for regulation street
signs, Council and Mayor authorized Chief Wright to proceed with
purchase and installation of these signs for Carey Lane, Stephen
Court and Ron Circle.
Councilman Childers reported that the last Police meeting/training
session was very successful; that there was a large attendance from
surrounding Police Departments as well as our own personnel. The
guest speaker, Cesare$ Galli, Attorney, spoke on '.procedure for the
officer when acting as a witness in the courtroom.
Utility Department:
A letter was read from B. R. McNulty, Nasa Mobilehome Village, to
Mayor and Council dated 9-27-66; Re: installation of sewage disposal
line. (attachment 4) In discussion it was decided to meet with
William Walsh, Engineer, at workshop 10-10-66: 7:00 P.M. , to discuss
the feasibility of several proposals for running sewer lines to this
area. Mr. Walsh will be contacted to give an estimate of a study of
the cost of running a line through Friendswood Forese to sewer plant
#2; also cost of running a force feed line to the present gravity
feed line at Highway 518 and Whispering Pines. ,

Councilman Hatcher was asked to investigate sewer line hook-up
for the house on the corner of Castlewood Avenue and Friendswood
- Drive.
Ordinances and Resolutions:
PLUMBING CODE: AN ORDINANCE REPEALING ALL ORDINANCES, OR
PARTS OF ORDINANCES, OR AMENDMENTS THERETO, THAT CONFLICT WITH
THE TERMS OR CONDITIONS OF THIS ORDINANCE AND ENACTING IN LIEU
THEREOF A NEW ORDINANCE. REGULATING PLUMBING WORK IN THE CITY
OF FRIENDSWOOD, TEXAS; DEFINING CERTAIN TERMS OF THIS ORDINANCE
AND THE ISSUANCE OF PERMITS AND ESTABLISHING CERTAIN FEES; PROVIDING
FOR SPECIFICATIONS, MATERIALS AND METHODS OF PLUMBING
INSTALLATIONS: PROVIDING PENALTIES FOR VIOLATION OF THIS
ORDINANCE: PROVIDING A SEVERABILITY CLAUSE:
Passed on second reading by motion of Councilman Childers,
seconded by Councilman Davidson. Motion carried by unanimous
vote.
Personnel Policy:
Councilman Hatcher stated that the committee appointed some
months ago to evolve a personnel policy, had done considerable
research and spent many hours drawing up this policy. He would
like the Council to decide whether it is interested in further
consideration of this policy. Councilman Hatcher suggested
fthat an entire workshop meeting be devoted to this proj-ct.
Councilman Hatcher made a motion that the City Council
authorize the drafting of a personnel policy Ordinance for
the City of Friendswood. Motion carried by the following
vote. for : 3: Councilmen Childers, Hatcher, Murrell.
against: 1: Councilman Davidson. (because he did not beli-ve
that this was the usual or ppoper procedure. )
Proposed Ordinance - Time -Warrants :
Councilman Davidson made a motion seconded by Councilman Hatcher,
that a purchase order in the sum of Fifteen Thousand Two Hundred
Dollars ( $15,200.00) to Bado Equipment Company immediately be
issued for the purchase of one (1) Model 101 HTR Hydro-X-Cavator
with Rotascope attachment equipped. with power hydraulic controls;
and that payment be deffered for One Hundred Twenty (120) Days.
That during the 120 'days the necessary procedures for issuance
of time Warrants be initiated and concluded, including
authorization of the drafting of the necessary ordinance. The
motion was prepared in accordance with the explanation made
by City Legal Advisor, Ody Kent Jerden-as to requirements
for long term financing by Cities in Texas.

through # 2672; approved by motion of Councilman Child-rs,-
seconded by Councilman Hatcher. Motion carried by unanimous vote.
