HomeMy WebLinkAboutCC Minutes 1966-09-12 Special orree corrected and approvea y-151-oo MINUTES OF SPECIAL MEETING OF CITY COUNCIL SEPTEMBER 12. 1966 A special meeting of the Friendswood City Council was called to k -- order 9: 18 PM, September 12, 1966, at City Hall. Present were Mayor Ralph L. Lowe; Councilmen Marvin Childers, William E. Davidson, Harry M. Hatcher, Wiley W. Murrell, Ralph W. Somers; City Secretary Artha Wright; City Engineer William C . Nalsh. Master Sewer Trunk Line Plan: Councilman Somers made a motion seconded by Councilman Murrell that we , accept the plan (as per drawing dated January 1966) of Master Trunk Lines for the City of Friendswood area as presented by Walsh & McLaren. Engineers; with a study report to follow. Motion carried by unanimous vote. Where sections of the interceptor trunks and processing equipi;ent are sued to include W.C.& I.D. #21 loads. sizing and cost both with and without inclusion of W.C.& I.D. #21 in the plan are to be specifically delineated in the report so that W.C.& I.D. 21's inclusion can be properly analyzed. Advance PlanninE Loan: Councilman Davidson made a motion seconded by Councilman Murrell that we authorize the Mayor, City Legal Advisor, and City Secretary to review and complete the application for Advance Public Works Planning ( not to exceed $60,000.00 ) submitted by Walsh & McLaren as described in their letter of July 12, 1966, - to Mayor and City Council, RE; Advance Planning Loan, Friendswood, Texas; Motion carried by unanimous vote. W.C.& I.D. #21 Contract 1-66: Councilman Childers Made a motion seconded by Councilman Davidson that the agreement between the City of Friendswood and Galveston C ouncty Water Control and Improvement District #21, dated January 1966, be declared null and void. Motion carried by unanimous vote. Water and Sewer Service Outside City Limits: Proposed Policy: There was discussion of establishing a Pblicy for Water and Sewer Service for areas outside the Corporate Limits of the City of Friendswood. The following were discussion points which are subject to change and modification: Person (s) wishing to tie onto water and sewer lines of the City of Friendswood may tie into existing water and sewer lines; provid- ing that the following points are adhered to, where applicable: 4 I 9-12-66 Special 1. Application will be made to the City Council; such application will be granted pending approval and recommendation of the City Engineer. 2. All costs to bring such lines to existing lines of the City of Friendswood, will be paid by the applicant; proportional costs of any necessary line enlargement will be borne by the applicant. 3. All installation, and materials must be inspected and approved by City Engineer. 4. Any portion of said line (s) within the city will become the property of the city. 5. All construction sites within the city must be restored to a condition like that existing prior to said construction. 6. Service charge for water and sewer shall be one and one-half (lD times the current rates of the city. . City of Friendswood shall maintain all such lines that have been approved by City Engineer. 8. Applicants for service must buy water service; or water and sewer. Application for sewer service only must be approved by City of Friendswood by separate agreement. k 9. Applications for connections to lines installed outside the city that are connected to city line„ will be given individual consideration by the City of Friendswood. Councilman Davidson made a motion seconded by Councilman Somers that a letter be written to Buck Hausman stating that the proposal presented by members of the Board of Water District #21 to the City Council can August 30, 1966, had been given serious consideration, and has been found unacceptable. Motion carried by unanimous vote,, Councilman Somers made a motion seconded. by Councilman Matcher that all areas outside the corporate limits of The City of Friendswood will be charged one and one-half (1z) times the current city rates for water and sewer service from the city. Motion carried by unanimous vote. A letter to this effect will be sent to Buck Hausman. Council will. meet Saturday, September 17, 1966, at 9:00 A.M. in C ityC.Hall to work out details of the proposed Policy for water and sewer service outside the city limits. i 2- 9-12-66 Special Meeting adjourned by motion of Councilman Somers, seconded by Councilman Davidson.
