Present were Mayor Ralph L. Lowe; Councilmen Marvin L. Childers, William E. Davidson., Harry M. Hatcher, Wiley W. Murrell; City Secretary Artha Wright; City Legal Advisor Ody Kent Jerden; General Superintendent K. B. Jones. Also III visitors. See page 5. Communications from the Mayor: Mr. Moon, Mosquito Control District, has agreed to be in Friends- wood this evening or tomorrow evening to spray for mosquitos. A 7.8 million dollar ($7,800,000.00) contract has been let for work on the Gulf Freeway. Included in this is an overpass at Ellington; an overpass at Hastings; Friendswood. ed--Itension overpass; overpass at Friendswood link road; another paralleling overpass at 1 528; two nei^,, bridges over Clear Creek; six lanes of Freeway; two new frontage roads . The next Workshop will be an open discussion of Water District #21 sewer problems. Mr. Hudson Caro, County Auditor, will be present; May 9 1 24' 66. � Resignations : The resignation of Wesley Unruh, Water & Sewer Superintendent, was accepted and a letter of appreciation for his services was sent. Leo Havard, Building Inspector, has resigned and a letter of appre- ciation for his services was sent. State Ins2ector: A. State Inspector and a Federal inspector will be in Friendsvi,00d, May 25,, 1966 for an inspection tour of our Water & Sewer Facilities . Glenn Martisek: Our only licensed Water and Sewer operator, Glenn Martisek, will enter the Marines June 28., 1966. We have started advertising for an operator. Jerry Roach, Chemical Engineer, and Norman Weaver, ex-presi- dent of Water District T115, to assist in the operation and responsibility os opert-t-ing the Water and Sewer Department. if they desire, they may se- lect a third member. At the present time, this will be done under Mayor Lowe, since this is his responsibility. Motion carried by unanimous vote. 1-42 672.52 Report: Ralph Somers reports that the committeets research for their report is complete. After a meeting to discuss their recommendation, the report will be presented at the June 6, 1966 regular meeting. Civil-Defense; Joe Jones, Assistant C.D. coordinator, reports that there will be a first-aid course given at City Hall, 7:30 - 9:30 P.M. on June 9, 10; 16, 17; 23, 2'�; 1966. Ten hours instruction are necessary to receive certificate. Mrs. Anita Jones., Registered Nurse, will conduct the course. Registration will be June 9,, 1966. R-O-W Castlewood: Councilman Childers reports that most of the right-of-way for C) Castlewood Drive is availabel; that we are now waiting for survey map. The next step will be obtaining the deeds for this property. Castlewood Bridge: This bridge is a serious problem. There are three possibilities in view at present. Assistance from Brazoria County Drainage District; LY 1:1 Assistance from Galveston County; finding City funds for the project. We hope to have further information in about two 1vieeks. Old Business: DeAnEelo Contract: The final price is $162.00, more than the original estimate be- cause of additional materials. This is tabled for discussion with William Walsh, Engineer. Galveston County Mayor" s_ & Councilmen's Association: Councilman Childers made a motion, seconded by Councilman David- son, that the City of Friendswood, join the Galveston County Mayors' and Councilments Association; that the $100.00 annual dues be paid. Motion carried by unanimous vote. Post Office Bulletin Board Councilman Davidson made a motion, seconded by Councilman Hatcher, that the City purchase an 181 x 20' bulletin board to be installed in the Post Office for City minutes. Motion carried by unanimous vote. Texas Gulf Gas Corporation*. Since Texas Gulf Gas was the only petroleum product company to offer a proposal for installation of petroleura handling equipment 'at no- cost to the City) and gave a bid price or, gasoline; Councilman Childers made a motion., seconded by Councilman Davidson, that the City of Friendswood sign a contract with Texas Gulf . G.-s corporation for petroleum handling equipment and future equipment needs and main- CD tenance of same at no cost to the City; and premium 100+ Octane with additives �.169 per gallon and r-Legular _94+ Octane $-139 per gallon. Commercial Building Permits : Councilman Davidson made a motion, seconded by Councilman Childers, that the manual of procedures for Commercial building permits as pre- sented by Planning Commission be turned over to Mr. Jerden for prepara- tion as an Ordinance. Motion carried by unanimous vote. AND c. , passed and approved by motion of Councilman Hatcher, second by Councilman David- son. Motion carried by unanimous vote. First Reading: AN ORDINANCE REQUIRING !COEDS AND GRASS TO BE CUT UPON PREMISES AND THAT RUBBISH AND TRASH BE REMOVED THEREFROM; FIXING .4 PENALTY FOR A FINE' NOT TO EX CEED $50 FOR FAILURE TO COMPLY WITH SUCH ORDINANCE; AND DECLARING �THAT ALLOWING WEEDS TO CROW AND TRASH AND RUBBISH TO ACCUMULATE TO BE A NUISANCE, passed and approve. by motion of Councilman Davidson, second. by Councilman Murrell. New Business: Mr. Peden, Post Office Department, has indicated -.,hat we need all our street signs up for the coming home mail delivery. M. F. Krch, Glen McDonald and Mitch Wright will complete this program. Councilman Hatcher presented copies of a proposed Sewer Connection Ordinance. He had studied our proposed Ordinance and one presented by Galveston County, then made a composite. Each Councilman received copies for study. List of Citizens Present at Council Meeting: Charles 0.
