A meeting of the Friendswood City Council was held April 11, 1966;
7:30 P.M. at City Hall.
Present were Mayor Harry D. Wagner; Councilmen Marvin L. Childers,
William E. Davidson, Harry M. Hatcher, Arden C. Hill, Jr. ; City
Secretary, Artha Wright; Mayor-Elect Ralph L. Lowe; Councilman-Elect-
Wiley W. Murrell.
Also present were James Pipe, Galveston Judge, William B. Patton,
Friendswood Judge, W. H. Boyle, D. F. Saurenman, Thomas J. Grace, Jr. ,

Warrant Approval: Warrants for all outstanding bills to date,
# 2396_ thr0"ugh 9,E6242,z (2422 voided) and #798 through 804 and #816 through
#837, 838 void, and #839 through #847" were approved by motion of
Councilman Davidson, second by Councilman Hill. Motion carried by
unanimous vote.
Correction and Approval of Minutes:
March 29, 1966; Executive Session: stood approved as read.
March 21, 1966: ' stood approved after corrections.
Councilman Hatcher requested that the number of visitors present
by noted in each set of minutes. Council agreed.
Councilman Davidson requested that graphs illustrating B.O.D. ,
Dollars per month, cost of Utilities be attached to these minutes.

Order Declarin Results of CitZ Officers Election:
Read by Mayor Wagner.

Councilman Hill made a motion, seconded by Councilman Davidson,
-_ adopting a resolution accepting the results of the Election for Mayor
and two Councilman held April 5, 1966. Motion carried by unanimous vote.

Oath of Office:
Mayor Wagner expressed his appreciation : for the opportunity to
serve as Mayor for the past two years.
Marvin L. Childers took the oath of office of City Councilman.
Wiley W. Murrell took the oath of office of City Councilman.
Ralph L. Lowe took the oath of office of Mayor
Recess:
Mayor Pro-Tem:
Mayor Lowe recommended to Council that Councilman Childers be
appointed Mayor Pro-Tem. Councilman Davidson made a motion, seconded
by Councilman Hatcher, that Councilman Childers be appointed Mayor
Pro-Tem. Motion carried by the following vote: For: 3: Councilmen
Davidson, Hatcher, Murrell. Councilman Childers abstained.
Legal Advisor:
Mayor Lowe stated that we are in need of a Legal Advisor; that
Coleman Carter had resigned December 3, 1965, that Mr. Carter had re-
mained as our attorney until a Legal Advisor could be hired by the City.
Councilman Childers reported that after several interviews Council
had agreed that Ody Kent Jerden was acceptable. Councilman Childers
read a Resolution accepting the resignation of Coleman Carter, City
Attorney and appointing Ody Kent Jerden as special Legal Advisor.

Resolution accepted by motion of Councilman Childers, seconded by
Councilman Davidson.
Motion withdrawn.
Councilman Childers made a motion, seconded by Councilman Davidson,
that the resignation of Coleman Carter, City Attorney, as per his letter
of December 3, 1965,E Motion carried by unanimous vote.
Councilman Childers made a motion, seconded by Councilman Davidson,
that the above Resolution (attachment #3) be accepted. Motion carried by
unanimous vote.
Mayor Lowe introduced Ody Kent Jerden, who spoke briefly.

Mayor Lowe stated that since this reflected on the people involved
in the contract, signing warrants, etc. , that it should be investigated,
that if there was found a deliberate wrong on his part, he would resign.
Mayor Lowe appointed the following committee to investigate the

104G Contract closing as mentioned in the above:
Temporary Chairman, Frank Cogddll, Ed Vezey, E. Zietler, Ralph
Somers, Leah North.
Longwood Park Utilities:
John N. Waling, Brazoria County Realty, Developer of Lotpwood
Park stated that their problem was obtaining utilities in this sub-
division, that Pearland and Friendswood are being approached to agree
on the provision of Water and Sewer for this subdivision.
Councilmen Childers and Hatcher, boundary line committee, are to
contact and work with Pearland. Mr. Waling will be notified of any
forthcoming results.
Zoning:
Mayor Lowe stated that there were plans to build apartments in
Clear Creek Woods by Mayor Clyde Doyal, Pasadena, that we should have
some zoning rules that would prohibit oracontrol such building in
Iriendswood. (Mayor Lowe said that Mayor Doyle had indicated that these
751 Wide lots could be purchased for $2,000.00).
Mayor Lowe suggested that Zoning--yes or no, as a referendum on the
May 26, 1966 Special Election be considered by Council during the coming
week; that Councilmen have opinions ready by the April 18, 1966 meeting.

There was discussion of zoning, partial zoning, interim zoning.
Ody Jerden agreed to investigate a possible interim zoning Ordinance.
.Special Election:
Mayor Lowe read a letter from County Clerk, Gertrude McKenna, to
Mayor and Council, dated 4-11-66.

There was discussion of chaff ng Spud al Election from May 26, 1966
to June 4, 1966. Further investigation will be made.
Tape Recorder Control:
Council accepted Mayor Lowe 's suggestion that each Councilman
have a button to turn tape recorder on and off as needed for the record;
that a light would indicate to all when it was on or off.
Enzyme Study:
Mayor Lowe appointed the following committee to investigate the
experimental enzyme program as to its usefulness to Friendswood: Temporary
chairman, Norman Weaver, Ralph Brooks, Warren Gillespie, .Fred Krchs Jerry
Roach. He requested that this committee have a report next Monday or
as soon as possible.
Marie Allman suggested that since Wilmer Allman was familiar from
the beginning with this programs that he serve on. this committee. far. Krch

said they would welcome his comments or a brief on the subject but
did not need additional committee members.
Harmony Committee :
Mayor Lowe appointed the following members to a Harmony committee:
The Reverend J. T. Raper, H. K. Speck, Selma Engel, Sue Grace, Mary
Brown., Harry Jones and Conrad Cline. Although Mr. Cline does not reside
within the city limits, he was acceptable to Council. This committee
would serve for a year and elect its own Chairman. The Reverend Raper
would get the members together.
Voting Percentage:
Mayor Lowe asked Councilmen Murrell and Hatcher to analyze voting
percentage in Friendswood and other areas. They agreed to do this.
Councilman Hatcher made a motion of adjournment, seconded by
Councilman Davidson.
Motion carried by unanimous vote.
