Present were Mayor Harry D. Wagner; Councilmen Marvin Childers, William Davidson, Harry Hatcher, Arden Hill, Ralph Lowe; City Secretary, Artha Wright. Also present were Susan Bridges, Marie Allman, Holley A. Greehan, Buck Hausman, R. W. Wilkinson, J. T. Dosch, G. V. Greathouse, W. B. White, Betty Merchant, Ora Warr, M. Hatcher, W. R. December 6, 1965 : Stood approved after correction. January 17, 1966: Stood approved after correction. January 5, 1966: Stood approved after correction. The 600 copies of the Fire Truck letter now ready for mailing, but with- out sionatiures. vu41-11 have the last page rerun with signatures on thle CD stencil. Mr. Greathouse will then see that they are attached in place of the present last page and are again for mailing. ''attached hereto and made a part of these m _nutes is the mutually signed letter of explanation on the fire truck which was mailed February 16, 1966. All mineographed correspondence with a signature line will be signed. Purchase of Tape Recorder: Councilman Lowe reported that he had talked with Mr. Spencer, of Busacker Electronic Systems, and was told by Mr. Spencer that the City had bought the tape recorder as authorized by Councilman Childers. The Council voted to authoir ze payment of the $328.901 for the Sony Tape Recorder. For: 4 - Councilman Childers, Davidson, Hatcher and Lowe. Against: 1 - Councilman Hill. A policy will be developed to establish length of time to keep individual tapes . Communications from the Mayor: Mayor Wagner read a letter from Mayor Schreiber, of Galveston. Copy attached. ± -'77or Wagner reported on a letter and map from the City of Houston, Planning Department concerning a Public Hearin, February 17, 1966; 2: 00 P.M. in the City Council Chamber o aT1ow interested parties to have an opportunity to review and comment on their tenative 1966 Major Thoroughfare and Freeway Plan. T Mayor Wagner has requested that Holly Sheehan, of Bovay Engineers and any interested Councilmen attend the meeting with him. Mr. aieehan discussed the value of this meeting as it would affect Friendswood. Mayor Wagner mentioned that our application for Federal Grant for our Comprehensive Plan was in Austin. Mr. Sheehan felt that it would be forwarded bery soon to HUD (Housing and Urban Development, ) Mayor Wagner announcedt',�'; ;:ze Bad- Scout •Cot'ered.:Dish Supper will be February 10, 1966. - -:ze guest speaker will be Al Lawrence, Olympic long distance runner. Pearland-Friendswood Disannexation Committee. Mayor Wagner stated that Mayor Kegley, Pearland, asked for two Councilmen from Friendswood to be on this committee. Councilman Childers and Councilman Hatcher agreed to serve on this committee along with Councilman Nolan and Councilman Sanders of Pearland. Friendswood Forest Civic Club requested that the City purchase two 30 MPH speed zone signs or their subdivision, to be placed on Clear Greek Drive. North and Clear Creek Drive South. They also requested that a study be made of the stop sign on Leisure Lane at Winding Way to see if it could be moved to Winding Way at leisure Lane. Council agreed to purchase of the signs, and requested the Police Department study the sto sign location. There are street signs; and pipe for their installation available. Please check with e Police Department for locations so that these poles may be also utilized for stop signs . Presentation of Petitions and Communications. Fowler Barton requested that the City give him permission to use a Leach hoadablO Container in some areas of the City of Friendswood Councilman owe made a motion, seconded by Councilman Davidson, that Mrj. Barton be permuted to use a covered roadable container for garbage collection as needed. Motion carried by iinanirhous vote. Mr. Barton thanked the mayor, and Councilman Hill, and Council for their full cooperation in solving any problems that we have had. Charles Mills Community Public Service Mr. Mills presented the Mayor and Councilmen with: Statement of Policy, Underground residential Distribution system; Municipal Power Service; Miscellaneous Municipal Lighting Service; Municipal Street Lighting Service; There was discussion of Friendswood street fighting. This will be discussed further at Workshop. - 2 Requests for Use of City Hall: Mrs. Dwight McDonald has submitted a request to use City Hall for a Poise and Personality Course; there was also a request to use City Hall for a Bridal Shower. Council asks that all requests be sub- mitted in writing. They will then be acted an by Council. Fire Marshal: Craig Pemberton read a report of residential fire, { copy attac ed ) . He requested that the City create necessary ordinances and inspection programs to prevent such occurrences . This fire was caused by inadequate and improper construction and design. Councilman David-on agreed to research possible building code designed specifically for Friendswood. Leon Brown: Requests that the City give him a letter, as agreed, accep ing utilities and streets in Imperial Gardens . Mayor Wagner said that this would be done as soon as Mr.. Brown has given us the specifica- tions that he has and is using for those streets. Mr. Brown is to be invited to the regular Council Meeting of February 21, 1966, for any necessary clarification on these requests . Standing Committees : The Planning Commission Minutes of January 24, 1966, gave several requests and recommendations to City Council. These are tabled for Workshop. Street Program: Councilman Lowe showed by a coded map the priority stree —s iinn the 19b6 street program. . Myron Worden stated that much of the work done in January should last 50 % of the year + That this season' s weather requires much work, that dry summer weather requires a minimum of materials and work. After discussion, Councilman Childers made a motion, seconded by Councilman Hill, that the street committee be given $1,000.00 as operating fund to use as it deems best; that this fund be replenished upon project completion, by Council action. Motion passed by unanimous vote, Councilman Davidson made a motion, seconded by Councilman Hatcher that the $2,620.00 in bills for labor and materials used in street repair in. January be paid by warrants to be submitted to Counell, February 14, 1966.
