- MINUTES OF JOINT EXECUTIVE MEETING, JANUARY 5, 1966
A joint executive meeting of the Friendswood City Council, Pearland
City Council was held January 5, 1966; 7: 00 P.M. at Friendswood City
Hall.
Present were:
Friendswood: Mayor Harry D. Wagner; Councilmen Marvin Childers,
William Davidson, Harry Hatcher, Arden C. Hill, Jr. , and Ralph Lowe;
City Secretary, Artha Wright.
Pearland: Mayor John Kegley; Councilmen Gene E. Sanders, Victor
A. Nolen, Basil COgdell.
Also Present were:
Jack Harrison, Pearland City Attorney, and Attorney representing
Friendswood and Pearland in relation to W.C. & I.D. ,121; William C.
Walsh, Engineer for Friendswood and Pearland; N. Eddleman, Fiscal
Agent, Pearland.
The Purpose of This Meeting:
Clarification of Friendswood and Pearland in regard to W.C. & I.D. -4�21
i.e. , $500,000.00 bond election scheduled for January 11, 1966; annexa-
tion by W.C. 8-. I.D. �21 of 05,825 in Brazoria County and partly in
City of Pearland.
Mayor Kegley stated that Pearland vigorously opposed the proposed
bond election and the annexation by W.C. & I.D. y-IL21 of the 95, 825
acres of land in Brazoria County and partly in Pearland; that they
have turned the entire matter over to their Attorney, Jack Harrison.
Mayor Wagner stated that the City of Friendswood feels the same and
will support Pearland in their opposition.
Both Cities agreed that some exchange of boundaries could be worked
out in the near future.
Recess:
Meeting reconvened with only W.C. & Z.D. #21 Board, and the Mayor and
City Councilmen of Friendswood in official attendance.
Present were:
Buck Hausman, Jack Edwards, Jay Dasch and Linn Eignus who had been
invited to this meeting by Councilman Lowe,

Points of Discussion:
Cancellation of proposed bond. election, January 11, 1966 for
5'500, 000.0C;
De-Annexation of 95,825 acres in Brazoria County by W.C. F_ I.D. -''21:
Side yard setback of ?' ' by builders in District 21;
Agreement between the City of Friendswood and ^'.C. & I.D. F21; that
City sell water to District at a bulk rate, and that City provide
sewage treatment for District;
That the District provide ,$5 0, 000. 00 to City for sewage treatment
facilities;
Pro-ration of oversized lines in the District ( required for Cityts
overall program) ;
Drainage ditch .from District' s boundary to Cowart Creek; its
cost, placement, right-of-way, maintenance, etc.
The following points were unanimously agreed to by all W.C. & I.D. ,-�121
and City of Friendswood personnel.
1. That W.C. & I.D. #`21 cancelled the scheduled January il, 1966
bond election;
2. That W.C. & I.D. #21 cooperate with attorney, Jack Harrison in
immediate proceedings to de-annex 95,825 acres situated in Brazoria
County and partly in City of Pearland.
The Drainage ditch from District ;-�21 boundary to Cowart Creek
be a cooperative program between the District ' s engineer, Bennett
Coulson, and the Cityts Engineer, William C. Walsh. Mr. Coulson will
engineer the ditch; plans and final contracts will be approved by
Mr. Walsh.'
4. That the City of Friendswood and W.C. & I.D. 4T21 joint agree-
ment, for sale of water and treatment of sewage of District ,,`21 by the
City as unanimously revised during this meeting, be expeditiously
signed by all parties of the contract. Copy of revised contract attached.
5, That the City of Friendswood pass a resolution to work a mutual
annexation program with Pearland.
Meeting adjourned: By motion of Councilman Lowe, seconded by Council-
man Hill; Motion unanimous.
